Welcome to Academy City. The time is late evening, the weather is warm, and the date is December 21.

You are Kyril Torikov, and you were being bought a free drink. As the HsCC-02 VERDICT, Academy City’s prototype weapon against Code M, you had found that you could not legally acquire alcohol for consumption. You were legally emancipated, despite your age. Presumably it was a perk of a hazardous job. Terminating Code M wasn’t exactly easy. The most recent one was just earlier today. He tried to smash you in to the floor with superhuman strength. When that didn’t work, he threw furniture at you. Eventually, working with your partner, of sorts, you supersonically introduced .45 ACP to his brain through his eye socket.

Having assistance was not standard operating procedure. In fact, combating Code M didn’t have standard operating procedure save, “deploy VERDICT and hope for the best.” Truly, Academy City was on top of combating Code M. At least it spoke of your ability if you haven’t managed to let them down yet. Which was funny, you were being offered a free beer by one.

His name was Ben-jii. He was also a part Anti-Skill, a combination of law enforcement, military and a teacher. More specifically, he was a university lecturer. You didn’t know the reason why he wasn’t slated for termination or how he got vetted but it was nice to have him as a partner. The free beer helped. He had taken you to a high class bar. It wasn’t too far from the hotel where you finished your last job. The bartender looked vaguely familiar but you couldn’t quite place him. Regardless, the relaxed atmosphere allowed you time to parse through your thoughts. Now would be a great time to find out more about Ben-jii for example. You also remembered you had an appointment tomorrow

Main character is an Anti-Skill Cadet, a level 0. Don't want to make some carbon copy of Kyril or Akari, so going for the general feel to be much different from this quest, as much as I like it. Since the MC is a level 0, in combat the main focus will be on analyzing your opponent's powers and finding weaknesses instead of creatively using your own like AC and Esper Quest.

Outside of that, you'll be trying to find your place in a city which looks down on you while you also attempt to protect it. More plot planned from there, but that's spoilery.

There was probably no harm in having another drink. You weren’t really feeling it yet, and strange, you had the odd sense that your Overall Combat Efficiency rose. Besides, it would let you talk to Ben-jii. You wanted to know more about your impromptu partnership after all.

“So how did you get wrapped up in this?” you asked.

The exaggerated motion of your arm caught his attention more than the words.

“I got beaten to death by a powered suit,” you continued.

“Nothing fancy,” he replied, “I worked freelance before the war. Was the best Code M, uh, troubleshooter in the Americas.”

“And before that?”

“Worked in law enforcement, Quantico qualified, hell, they wanted me to do a stint at The Farm but I turned that down. How’d you get beaten to death by a powered suit anyway?”

“The City and I had a disagreement,” you slowly stated, “Me and my crew, we wanted out.”

He winced at that. It was a strange way of showing sympathy, you thought.

“Didn’t make it out then,” he summarised, “Not that I couldn’t tell with the whole RoboCop impersonation you have going.”

“You didn’t answer my question.”

“That I did not,” he smiled, “Well, like I said, was a freelancer. I drifted from job to job and when the Cr, I mean, the City, offered me a gig here, I signed up. They probably needed someone like me to keep the city safe from Code M, especially with the Crusade being declared.”

“They couldn’t hire the best in the world then?”

“They tried, what with his niece attending a school here,” Ben-jii chuckled, “He told them he had much bigger fish to fry. They went down the list from there, which was where they found me.”

“Top ten?”

“Top five.”

You didn’t really have many questions to ask him. Ben-jii didn’t look that eager to share his life story either. Though there was one, which you finally asked after a bit of silence,

“So as one of the top five Code M troubleshooters, where do I rank?”

“Second-rate,” answered easily, “That’s only because you blindside them with all your shiny bits and pieces. It’s also probably the only advantage you’ll have over them, without becoming Code M yourself. Not that I advise you to, given your Ability.”

It was fair.

“Don’t get so sweat it too much, I’ll get you a reading list if you want,” he reassured, “Then we can be Good Cop, Robo Cop.”

He was quoting a movie, you were sure of it. Regardless, you bid him a good night and left a generous tip for the bartender.

Waiting for you at your dormitory was a small package. It contained an Anti-Skill ballistic vest, to go with the uniform you were wearing, a box of .45 ACP, a Judgement armband and note from Nayuta. Your helmet had also notified you that some money had been transferred to your personal account.

“Seriously nii-chan, you need to stop forgetting to keep the armband on. The rest is with my compliments for another job well done. Signed Nayuta.”

You shook your head freely once you removed the helmet. It wasn’t too late to go to bed yet, so you did take the time to shower and reload your mags. Tomorrow, you had some time before the appointment. You were going to get some shopping done then. The question was what you were going to get with the limited amount of time you had.

The time is morning, the weather is chilly and the date is now December 22.

Aside from new clothes, you thought it would be best to buy something for your ex-girlfriend. It could be considered a peace offering, as it were. Asuka was always partial to blades. You knew she’d be quite fond of you if you offered her one. It was a feeling you’d like to have. Then you had to stop yourself and wonder how you knew that. The disconnection between the relatively objective fact and your subjective want was disconcerting. You loved her, but now, you just were confused. Did it still count as “you” after all you went through? You didn’t have time to dwell on it. The hour approached. In the end, you settled for a brace of throwing knives.

That also brought with it another complication. How were you going to approach her? CADRE was helpful enough to scout the terrain for you, and while Asuka had yet to arrive. It boiled down to a simple question really. Despite the warnings Nayuta and the helmet itself had given you, were you really going to keep it on? It’d disconnect you from CADRE and other such helpful digital tools but demonstrating your sincerity and intent was much more important, surely? Not even CADRE could predict her though. It rated about 50-50 that the situation would escalate in to violence, whether immediately or not.

It took some deliberation. In the end, you settled for removing the helmet. She probably deserved it, you thought. The distinctive hiss was heard and not a moment too soon either. Kudou Asuka, the Dictator, a Level 4 Ability User and Lady of Tokiwadai, took a seat next to you. There wasn’t a lot of space between the two of you and the atmosphere was somehow suffocating. The first words out of her mouth were,

“You are already dead.”

You couldn’t deny those words.

“Do you know how I felt?” she continued, “I have had months to think about it after all. At first, I was distraught, feeling betrayed. Then I was angry. Once I calmed down, I knew you had a reason, so it must have been a good one.”

The bag on her shoulders was undoubtedly a Code M. It glowed red, its shape that of a sword. She took it off her shoulders to lean against the bench, clearly in view.

“There were many reasons I could think of, some of which are important, but I never did get the chance to ask. So, I want to hear it straight from the horse’s mouth. What was your excuse, to stay behind, to leave us all hanging, and me of all people?”

You hadn’t really thought about it but moved to speak anyway.

“Before you say anything,” she interrupted, “Depending on your answer, I may or may not have to continue this conversation with you through The Dean. Not even you are going to get a free pass on this.”

So what was your excuse? There was the medical one. You were going in to shock when you made the snap decision. Or perhaps there was a more selfless reason. You just didn’t want her, or any of the crew to be subject to City’s whim. Regardless, you had to give her an answer.

It was frustrating, like combing out knotted hair, to search your jumbled memory for something that didn’t want to be found. “But there were also practical considerations,” you continued, “None of us could fight them and without a right leg, I don’t think I’d have gotten far with you. My choice, it hurt everyone but in the end I think it was the right one to make.”

“Because you died and we did not?” she finally said.

You remained impassive.

“We were so childish then,” she admitted, “Kyousuke always asked, ‘who’s going to take the fall for it’. I understand now, what it meant, what it drove him to, what it drove us to. But I consider myself fortunate. It is not every day we get closure from the deceased.”

“You are fortunate,” this was a new voice that spoke, “That he wishes deep down in his heart to love you again. That you are deluding yourself to believe him because you wanted to hear those words from him for so long.”

“Shokuhou,” Asuka gritted under her teeth.

The air around you stilled, as you spied the Queen of Tokiwadai stalking towards your bench. In her hand she twirled a plastic whistle, her steps relaxed.

“It is now two favours you owe me,” she continued, “And I’m being generous here. So, are you ready to listen to me now VERDICT? Or should I call you Kyril?”

Like that Asuka rose and drew The Dean in one clean motion. Without CADRE you couldn’t even begin to calculate how fast she moved. In a blink of an eye she had ran the Queen through. Then you felt your helmet settling in on your head. Someone had placed it on you, the tell tale hiss evidence of it.

“Did you know how many directives you’ve violated just by removing your helmet in public?” the Queen continued.

She had wrapped her arms around you from behind.

“Be thankful that both myself and the third best hacker in the city decided to help you.”

“What do you want Queenie?”

Asuka tore through the poorly constructed illusion easily enough. It was amazing how she could fool someone so thoroughly. You thought it was better than a body double.

“A mutual friend wants to see you,” she answered.

Asuka narrowed her eyes, though The Dean remained raised in position.

“And I would suggest putting away that toy before you kill your boyfriend again, Dictator.”

“He has died twice already,” she shrugged, “What is another few deaths to him? Besides I find it unlikely that a frigid bitch like you could be emotionally blackmailed.”

Queenie laughed.

“I’m only human,” she replied, “So, Kyril, interested?”

You were kind of sick of her skirting about the issue. Perhaps she was telling the truth, but it felt more like she was lying through omission.

“Well that’s too bad, I’ll pass on your reply,” she frowned.

Then she smacked your helmet. It wasn’t a forceful blow, it didn’t even rattle you. However, CADRE displayed yet another Mental Interference detection warning. As soon as it arrived, it disappeared, leaving you with a set of coordinates. You didn’t have time to process them before a flash of steel went hurtling past your head. The Dean buried itself in yet another image of the Queen.

“I’ve already dipped my toes in to this side, I’m not going to do so anymore,” another apparition of her appeared.

At least you thought it was an apparition. Stepping from behind bushes and trees were countless copies of the Queen of Tokiwadai.

“Farewell,” the mass of clones said before dissipating in to thin air.

You turned to Asuka.

“What now?” she read your mind, “Shokuhou, that craven coward absolutely will not show her face in my presence again, which means I am incredibly frustrated, and in need of hitting something.”

While CADRE wasn’t exactly the best ‘wingman’ app you could have asked for, it did have a map of Academy City’s biggest trouble spots. Unsurprisingly, it recommended School District 10, if you were looking for mindless violence without lawful repercussions. There also was the set of coordinates that the Queen left you.

“How about,” you suggested,

“Just like old times indeed,” she eyed your Judgement armband, “though I would advise against wearing that, even if you are just looking to pick a fight.”

“I see.”

“No, you do not,” she replied, “Times have changed. Anti-Skill doesn’t patrol it anymore, let alone Judgement. Simply put, they do not have the power to. The best they can do is to keep that lawlessness contained.”

“I didn’t have much problems the first time,” you argued.

“True, but then again, there are few people who would dare cross THIEF in their home territory,” she supplied.

“Sagara,” the name escaped your lips with a sigh.

“And so, that altercation regarding the shield of Aias becomes even more amusing in my eyes,” she mused.

Despite her warning, you still wore the armband and it wasn’t like there was some kind of checkpoint you had to pass through. The City kept the entrances in and out monitored, as if there was a solid wall that demarcated where one district ended and another began. It was a subtle thing though. As you walked in towards the district, the more you felt the glares on her back. Your eventual destination was The Strange, and a specific building in particular. It was a small office but there were other thugs and ne’er-do-wells skulking about the desks. You couldn’t help but notice how they were trying to avoid Asuka’s gaze. Sitting on a recliner that may as well be a throne was a familiar face.

“Dictator, just the girl I need,” Toshino Kyouko exclaimed.

All activity ceased.

“You want me to babysit again,” Asuka sighed.

“That’s the short of it,” Kyouko turned to you, “Who’s the PMS?”

A quick look-up on the internet suggested it was an abbreviation for “Public Morals Sissy” and slang for Judgement.

You’ve already gotten in to a situation with the Queen when you took your helmet off. So no matter how secure you thought and CADRE confirmed you were you’d have to compromise. After all, the park, and your rendezvous with Asuka, was suspiciously absent of people despite the well-hidden cameras. Here was a room full of unscrupulous gentlemen, and despite knowing that you were on good terms Kyouko, they weren’t on good terms with you.

“It’s good to see you too, Kyouko,” she bristled at the appellation, “How’s Kaoru doing?”

“Nobody calls me that,” she frowned.

The familiar blue aura that surrounded her intensified. She was Code M. She was also a friend.

“Not even Big Poppa?” the lower half of your helmet retreated to reveal a grin.

She mirrored it.

“Specially not him,” she shook her head, “I thought I told ya I’d work the money off. What’d ya bring him in here for anyway Kuso?”

“With all the babysitting you make me do I thought I would return the favour,” Asuka replied, “Now seriously Wanko-chan, what is the issue this time.”

“Ya brought him here to get him hooked up huh?”

“I require sacrifices in my name as form of payment of course.”

“Hai, hai, I heard a buncha Trick’s goons messing around with Shiage’s kids again.”

“I suppose the Slumlord wishes to convey the appropriate message,” Asuka waved her off, “Very well.”

Asuka turned to drag you off but she was interrupted.

“Hey, no lovey-dovey shit in here!” Kyouko complained, “You want to make out or something, go find your own fucking building.”

“We are taking things,” Asuka paused, “Slow.”

Your relationship was strange, already. It was never going to be the same again, but Asuka didn’t seem to mind trying again. Well you couldn’t argue with that.

“In that case, I gotta coupla people who’d love to catch up with ya,” Kyouko told ya, “Unless o’course ya still got the hots for Kuso.”

“Kyril here knows it’s important to spend quality time with the woman he loves,” Asuka seemed pleased.

“Just remember, get your own fucking building.”

“I shall,” Asuka assured, “After all, the last one we got turned to rubble.”

“As long as it’s not one of mine I care what you do with it,” Kyouko shooed you two out.

It looked like the building erupted in to an uproar when the two of you finally left. As the de facto slum lord of the Strange, it shouldn’t be surprising that she kept strange company. Asuka was rather proud that Kyouko hadn’t just taken to the whole ruling through fear shtick, but made herself the closest thing to the law in School District 10. While the gangs had their territories, if there was a dispute it was often the Slumlord that came down on them and whenever she could, The Dictator. They brought a minimum of order to the lawless district and were probably why the City left well alone. It also helped that Kyouko now ran the underground fighting circuits. With the amount of money that passed through it, she was indispensable, even if it was the house that always won.

The time is now afternoon, the weather is still chilly and the date remains unchanged.

The dispute in question, which you’ve found out about after lunch, was rather common between gangs. Skill-Out was one of the biggest, given their membership consisting of only Level 0s with few exceptions. Well it looked like the Tricksters, you weren’t sure if it was headed by the same guy, were trying to muscle in on a certain apartment block. While it was a small gang, they had holed up in the building and fortified. Not just with materials either, they used their Abilities to set traps and other hazardous impediments to the attacks.

You gave the Skill-Out thugs a look. It was hampered somewhat by the helmet but you got your point across all the same.

“Teacher did most of the heavy lifting to be honest,” Asuka stated off-handedly, “I suppose you wish the building to remain intact?”

Teacher, now there was a familiar name. Sadly there were no mentions of him in your file that you could recall.

“I think we should just take the simplest approach and walk in through the front but for old time’s sake, I’ll let you choose.”

CADRE offered splitting up if entry must be forced, that and negotiating. Though in this case negotiating started words like “before initial bombardment,” and “while target is vulnerable,” ending with the words, “acceptable casualties,” and “cost to state.”

You just nodded, thanking the helmet from betraying your actual countenance. CADRE was helpful here. With a little bit of internet research, you were able to replicate the skill through the fact that your telekinesis manipulated your arms through the correct motion. Asuka was mildly impressed when you managed to fan the knives in a fashion as to hit most of the targets in the room when you walked through the front. She was less impressed when you told her your thermal vision had already mapped out where all the opposition lay. Recovering the knives and cleaning them, you then handed them off to Asuka for a go.

“Your hands, they’re cold,” she noted, “Whether that speaks of your warm heart…”

“Prosthetics,” you confirmed.

“Well, as long as the important parts remain intact,” she walked on ahead.

You hoped that tap on your arse wasn’t an accident.

Clearing the building was relatively simple, since you were technically cheating. The last batch was disguised by a blotch of heat, which you assumed was from a pyro or some heat based Ability. It was a perfect counter really, easily masking the last group of six in your way. They were holed up the last room. Asuka didn’t quite have the hang of engaging multiple targets from range with a knife just yet so she was going to stick to the tried and true method of melee combat. Protecting her was simple but that exposed you, a 50-50 split on remaining relatively unscathed. Staying out of melee and hoping for the best, well, it might as well be non-existent then though Asuka had about 30% chance of not sustaining significant injuries.

Well at least, you think CADRE was good for something, as you walked in after Asuka. You were relatively untouched and it wasn’t like they could survive against Asuka in a melee. The first one was ran through, straight in to the opposite wall. He seemed to have decided that if he was going to take one for the team he might as well go all the way. That was why he refused to relinquish his grip on The Dean. While it was easy enough for Asuka to dislodge, it would take time. Which is why she abandoned it as the two closest leapt at her. A flash of steel emerged from her hair and lopped off several fingers. It was more than enough to dissuade the first one. She didn’t quite have enough time for the second, which was where you came in. You didn’t calculate the force of impact, but CADRE had him down for the count with a concussion and a broken jaw.

The last three wasn’t even successful as Asuka ran them down. In fact, you almost wanted to say you weren’t needed. The one with the lost fingers did try something but you caught him in time. You threw him across the room, his steel pipe not even scratching your helmet, and watched as he landed badly on his arm. Even you heard the snap from where you stood, and the cry of pain.

“Well, I would say this was a good day,” Asuka admitted.

You spied her handiwork. There were small puncture wounds and choice cuts around her victims’ joints. You’d hate to see what she called a bad day.

“Shall I contact the appropriate authorities?” you asked, just to be sure.

“No need, Skill-Out shall clean up for us,” she checked her watch, “I suppose it is quite late now, perhaps I should return to civilisation soon.”

She was right, and while she was mostly spotless, a few traces of blood could be seen here and there. Not to mention her sweating, even if the weather was slightly chilly outside. The building was properly insulated then, you concluded. Which made sense since it was winter and all.

You invited her back to your place. There were several reasons for this. All of them were chaste, despite Asuka’s teasing. One, you wanted to make her dinner, and have a sort of housewarming party. Two, she didn’t know exactly where you lived and while she could go through other means, why bother when you just showed her? Third, if the Tokiwadai Dormitory Supervisor was anything, it was observant. It was probably a good idea to wash away the evidence of bloodshed. That she could have dinner while she waited was just a coincidence. There was more teasing, mostly regarding you trying to steal her maidenhead.

Regardless you were a gentleman about it, not even daring to peek as she availed herself to the bath. Even with your helmet it was simple enough. Instead you cooked dinner and set your items in order. There wasn’t even a call from work to ruin your idle fantasies.

Asuka was right. Today wasn’t a bad day at all. Though you wish she’d stop making fun of your omelettes.

That was why you were seeking out another. You needed their help. While you were certainly smart, you were no Herlock Sholmes. It also didn’t help that Academy City had a shoot-on-sight policy when it came to you. Japan wasn’t ready to have another nuclear detonation go off within their borders again. But back to Sholmes, you needed a hook, and some bait. How could you push the youth to act in your interest?

“Any thoughts Wilson?” Sholmes enquired of his assistant, “No? Let’s go by the facts. This man here is long lived and also surprisingly reclusive but as of late the world has gone to the dogs. I wonder why that is. In fact, if I were that silly Kanzaki lady, I’d say he was the prime suspect but that doesn’t seem to be the case.”

You smiled thinly and waited patiently.

“Your wife, or partner, has been recently deceased. That ring you wear does not fit the grooves of the one you had no doubt taken off and safeguarded in a secure location. Though I have to ask, a soda can tab? Really?”

“It was a spur of the moment decision.”

“Did you know that your soda can tab was specifically manufactured in Academy?” he was talking to Wilson again before turning to you, “and might I ask why you wish for me to depart for Academy City with all due haste?”

You were interrupted.

“No, don’t answer that, Lupin is there. Where else would she be, and who else would I chase?” he turned to you, “Surprisingly manipulative. Tell me, do you have an organisation and a name for it?”

“Excellent.”

“Though I will not become your student, let me make that clear. You seem to have a terrible track record of them. One became Emperor of Shu Han before pissing it all away. I believe your last three became a hitman, ended up dead and betrayed you rather spectacularly, in order of least to most recent. I hope you consider it fair that I wish not to be another statistic.”

“Of course.”

Benjamin chose that moment to interrupt,

“We have to get going Teach.”

“Ah yes, the schedules of those who wish to change the world are rarely as easy to change,” Sholmes remarked.

“And your dentist is called James Spalding,” Benjamin replied in good humour.

“I suggest you watch fewer movies Special Agent Tobias Jones,” Sholmes returned.

With that, parting remark, the both of you left.

“I’m sure Sholmes wasn’t offended,” Benjamin said as you got in the car.

“No, but he’s right about one thing,” you admitted, “Maybe this is just an elaborate courtship ritual to me.”

Benjamin only smirked and asked,

You needed to find Othinus. It was as simple as that. Benjamin commented, as was his want, that you rarely did things by half measure. Her last known location was Scandinavia, a particularly fitting for someone who named themselves after head of the Norse pantheon. It was also fitting since the Nordic countries were usually neutral territory, much like Switzerland. Though unlike Switzerland, they were far less mercenary.

She was probably the only one you could not in any way predict. The scope of her experience and power was beyond you. There was also a practical reason for it. HYDRA still only existed as something between you, Benjamin, and now Sholmes. You had to do something big, something that was a bold statement of intent. After that, it was just a matter of cashing in on the connections you’ve made throughout your life. When you had a finger in every pie, and the power to switch said pies around, then, and only then could you accomplish what you set out to do.

Stopping the Ragnarok was just a bonus.
