Eldar don't access the warp directly. Not sure how the regular troops do it but the farseers and warlocks do it through those rune thingies you see floating around them some times. They act as a sort of psychic circuit breaker, if they draw too much warp energy or detect a demon the rune(s) burns itself out and severs the connection.
