Welcome to the XXXIX installment of "Disney Villains Victorious."

Disney Villains Victorious is a new /tg/ homebrew project based on the idea of a world, not entirely unlike our own, in which all the villains from all the Disney animated feature films were not defeated at the ends of their movies but were instead victorious, completing their goals in part or in whole.

It is a world in which Ursula rules the seas, defied only by the uncatchable Pirate Lords, the cutthroat merchants of the East India Trading Company and the might of Atlantis and its magitech-toting mercenaries. It is a world where the grasslands and jungles and forests are prowled not only by fearsome primal beasts like Shere Kahn and Scar but also by the ruthless, tireless hunters that stalk them. It is a world where Europe has been divvied up between evil sorcerous monarchs like Maleficent, the Horned King, Grimhilde and Jafar, mad, inquisitorial clergymen like Frollo, and Dark Gods like Hades and Chernobog.

It is not, however, a world completely devoid of courage, heroism or hope. Around the world, the PCs' characters and their allies plot and plan, fight and strive and win their own victories against the villains that would rule them. The time to fight and to be free is now.

I'm currently deciding what the different levels of each spell are, and I'm almost done with the levels of Scrying.

Glad to see that we're still rolling along, and that we are, as the title indicates, so close to beta. I've had to take a bit of a break from fluffing due to burn out, but I'm following along and contributing where I can. Hopefully tomorrow I'll be recharged enough to write something. Which reminds me, speaking of the Kronk Klones: What kind of armies do we have for the villains who didn't have any in the film? I'd see Yzma's forces as being made up of huge numbers of conscripted peasants, more well-trained warrior chimerae (http://pastebin.com/B8SkUwWB), a few monsters and for shock troops, the Kronk Klones. I'd say that they breed specific chimerae for specific purposes. So Snake Chimerae are assassins, Horse Chimerae are scouts, etc.
By the way, how come Bird Chimerae don't get flight? I propose we replace the insect chimerae thing with some kind of stinging attack or something similar, and give flight to the birds. Maybe not, but that's just my opinion.

Also, this may or may not be a stupid, broken idea, but maybe people could pick which animal traits they want to use? For example, with Qasi in the playtest, he was just a regular guy with some scales, snake eyes and forked teeth. Gift of Kaa would have fitted him a lot more than Cold-Blooded, therefore. Not to mention Gift of Kaa is great for a sensible guy, considering it lets me essentially cast Hypnotism 1 at will.

Here's a short list of what the army of each nation would look like, for the ones that would reasonably have one.
Jafar - Big black-wearing arab sterotypes, using scimitars. Possibly have some mages here and there.
Maleficent - No actual army, but powerful Fae head her call.
Grimhilde - Well organized, official army with detailed rankings and good training. Think a Renaissance-like army, except without muskets.
Horned King - A giant mob of skellingtons in true lich fashion. Has some wight 'Commanders'.
La - Nothing. She's a druid.
Elsa - All frozen. If thawed, think basic Napoleonic for everything from uniforms to organization and weapons. Probably quite a few.
Frollo - No real army, Inquisitors can rile up significant amounts of zealots when needed.
Tzekel-Kan - Disorganized Aztec warriors with some elites leading them.
Shan Yu - The Hunnic army, self-evident.
Rourke - Small amounts of extremely well-trained and equipped mercenaries and some natural-trained soldiers.
Slim - N/A
Huntsmen - N/A
EITC - Decent amounts of well-trained musket-toting soldiers, bolstered with native jannissaries.
Hades - I'm not actually sure.
Ursula - Mermen and sharks and lovecraftian horrors.
Chernabog - pffffthahaha
Aurora - No real army, but many scattered tribes heed the call of the spirits.
Beast kings - Nothing really for any of them, but can call upon great amounts of powerful animals to fight if needed.

The issue at hand is that Gift of Kaa is much, much more powerful than the rest of the given traits from Chimeric, and in fact the rest of the Snake traits are balanced AROUND Gift of Kaa, to make up for it being very, very strong.

There is something to be said for giving people multiple options from the parent animal group, though. It's only really broken in the context of a few animal groups.

I'll see if I can find the other oneshot notes if you want to figure it out from those but the general sketch for an adventure to me is the following;

Introduction>first dangerous scenario/leadup>breather period and exploration>second dangerous scenario>rising tension>confrontation with a boss monster/enemy.

Players in general can dispatch 1.8 Mooks a turn, more if they have charming characters.
So:
3 players can usually take 4 mooks easily, 4 can take 6 easily, and 5 can take 8 easily.

Lackeys should be used somewhat sparingly, but enough that they're a threat -- surround them with (player numbers+1) Mooks and let them have mooks take the hit for them somehow.

The huns: Probably just hunnic soldiers. Base them off mongolians if you need to be historically accurate.

Someone had the idea to extend the three genie rules to be more general and avoid overpowered OC's or loopholes. Like no overriding free will (not only love), no beaten almost dead (for no killing), and no necromancy or dark magic or something (for no resurrection.)

Physical Description/Background: 25ft. long from head to tail. 20ft. tall. 30ft. wingspan. This black-scaled terror of the skies is the Horned King's most feared and loyal pet. Raised to strike fast, hard, and then run, the Great Gwythaint's initial attack is devastating, however, it's attack decreases in power after the initial roar and charge, and it's scales aren't as hard as a regular wyvern's.

What do you guys think? Too OP? Too weak?
And by the way, I think all Villains should have a power unique to them. They are the right hand men of the Kings, after all.

This is a very low power Villain, perhaps it should be downgraded to Inner Circle.

Number of strikes math is off, should probably be 8+x*2, where X is the number of party members so it survives more than one round of beatin'.

Honestly, given the playtests I'm gonna have to say scrap the old Inner Circle rules, push the Villain Rules to Inner Circle, and make Villains really, really tough.

Anyhow, this statline would work well for an Inner Circle level Gwythaint, just bump Robustness, Agility and Sensibility up by 3 each and throw on a few more traits for a Major Gwythaint.

Anway, quick crack at Inner Circle rules;
Inner Circle enemies are usually individually tougher than players, and should be statted as such with an average stat of 9.5, and an average skill rank of 6, average strikes of 4+X*2, where X is the number of players in the party, and at least two Will Points. Inner Circle should have three traits and two powers, and all but the least powerful should have a Role, gaining the benefits of that role.

I'd say make it a bit stronger by giving it a Trait that increases Prevent Harm and Endure rolls by 2 (A villain trait, obviously. Too good for the heroes). As it stands ,it rolls +24 on Prevent Harm and Brawl rolls, so it should be okay.

You do need to give it a Role and it's powers, though. I think Nimble Guy works best here, since that gives you 4d6k3 on Agile rolls.

Re-watching the 'Savages' scene-
There's roughly 300 Indians. Maybe 400 at most. The vast majority have a single spear, there are at most 50 with bows.(Did you know that knights could take 50+ arrows from LONGBOWS in a battle while wearing armor and not feel any of them?) All are wearing only loincloths. They are on a cliff.

There's roughly 85 hearty male colonists, all armed with good armor and rifles of the era. They have 20 canons-ish.

By mid-day, when the first of the regular infantry had begun to sweep the castle, they found no sign of the soldiers that had stayed near the grounds the night before, save several wine bottle stuck in a mound of snow, a letter for the admiral tied around one of the bottle’s necks.

Thach’s squad, in contrast, found themselves in the middle of the snow-covered forests surrounding the castle by the mid-day point. Anna led the way, the rest of the squad steadily following. The snap of a tree branch hushed the conversation immediately. The squad dropped to a knee where they stood, while Anna chose to hide behind a tree. Rifles up, the squad scanned the forest in all directions. Seconds trickled by in the frigid air.

It was Zoe that picked up on something first, clicking her tongue to get the squad’s attention. Thach stalked right next to the sniper as she brought her rifle up. The rifle itself might have been a Lee Enfield No.1 Mk3 in another life. The bolt action rifle had been heavily modified to accommodate Atlantean lightning technology, still further modified for Zoe’s role as squad marksman. The bolt action system had been done away with, favoring a semiautomatic fire mode. The receiver, once open to allow the working of the bolt, was now dominated by a thick metal cover over the top and covering the sides. The top of this new dust cover was dominated by the Atlantean Star, the symbol of Rourke’s new empire, over the top of which was stamped the production year of the rifle. Scope mounts had been mounted over the top of the receiver, allowing for Zoe’s choice of optic to be added.

Markings along the left side of the receiver were proof marks of the Atlantean Ordnance Factories: a caricature of the Leviathan that had guarded the city for millenia alongside the Atlantean Runes for the initial of the ordnance factory, “AOF”. The rifle’s serial number was inscribed right after the proof marks. A row of 4 small cylinders sat on the stock on the left side of the rifle’s receiver, banded together on the rifle’s stock, wires protruding from the bottom of the cylinders snaking into the rear of what was once the magazine. The magazine had served its same function, though instead of carrying the venerable .303 British, it now stored the charge of Atlantean crystal energy. A power selector switch had been cut into the left side of the stock below where the receiver sat, with three settings: Low, Medium, and High.

The most noticeable modifications to the rifle were to the barrel, upper handguard, and forend. The barrel had been bulked up considerably, an advancement to prevent the barrel from melting as the lightning was discharged. A new, barleycorn-type front sight sat atop the barrel. The wooden upper handguard was gone, replaced with a metal heat shield that covered the barrel and extended back toward the original rear sight base of the rifle, partitions made in the heat shield allowing usage of the standard rear sights. The forend had to be modified extensively to accommodate the bull barrel and heat shield, while still allowing ergonomic comfort to the standard infantryman.

Initially, the Australian-Atlantean had considered the rifles unwieldy, heavy, fragile, and hazardous. The stopping power and range afforded by Atlantean plasma, however, made the maintenance worthwhile. She flicked off the safety with her thumb, regarding her squadleader with a slight nod. “By the bent pine tree at 100 meters to the north. He’s moving east to west.”

Allyson fished her binoculars from her pack, zeroing in on the object in Zoe’s sights. The beast was covered in thick, shaggy fur. It stood on four cloven hooves, its body covered all over with frost. Smoke escaped from its maw in hungry gasps as it moved through the brush, occasionally digging its snout into the snow. Antlers, like tree branches, spread from its head. Thach frowned. “The moose?”

“Shall I light it up?”

Thach blinked. “What?”

“From this distance I could hit it with a clean lung shot. A low-power shot should be able to kill the thing without frying the meat.”

“Zoe, that moose has to be at least seven hundred pounds. It’d be a waste.”

“And the way I figure it, there’s seven mouths to feed that would gladly have some fresh meat instead of C-rats.” Zoe readjusted her aim on the moose as he ambled about.

Thach looked at her marksman, then back to the squad. Then back at her marksman. Then back at the moose. Thach’s stomach let its opinion be known. The captain sighed. “Fire when ready.” She brought the binoculars back up to focus on the creature.

Zoe’s breathing steadied and gradually slowed. Her finger curved around the trigger. She brought her crosshairs slowly on target. Inhale. Hold. Squeeze.

A flash of blue-purple lightning streaked across the forest, impacting full force against the quadruped. What wasn’t expected by neither Thach, Martin, nor especially the moose, was the reaction. The seven hundred pound herbivore spectacularly and instantly exploded, showering the surrounding area in red. “Fucking Christ—!” Allyson shouted, reflexively turning away as moose bits were flung in every direction.

“I’m damn sure I put the power selector on Low...” the sniper’s voice trailed off as she looked at her rifle. Sure enough, the switch was set to the “Low” position.

“Could be faulty wiring brought on by the cold weather,” Bernadette suggested. “Leaves our hardware running at full blast.”

Aside from the unforeseen demise of a bull moose, the rest of the day passed without incident. The sun was beginning its descent behind the snow-capped mountains as Thach and her company were seeking shelter.

“Y’know,” the Anna statue said, walking beside the Atlantean emissary, “you guys came at a very lucky time. Usually the weather’s a lot worse around this time of year—lots more blizzardy.”

“Your sister wasn’t a fan of springtime, I take it?” Catherine said.

“Well not really.” Anna shrugged. “To be truthful, I rarely saw her when we were growing up. Spent a lot of time waiting by her door, hoping she’d let me in.”

“Did she?”

“No—never did.” The statue paused, maintaining a wistful look. “Our head butler and maid—Kai and Gerda—saw to her needs personally. If anything, they were the ones that saw her the most besides our parents. They’d never talk about what they saw in her room, no matter how many times I poked and prodded about the issue.”

“His name was Hans. Dashing, charismatic man, he was. We had met before the coronation and met again at the party. We spent the night walking around the castle grounds, chatting and dancing and singing. We had promised ourselves to each other that night on a full moon—”

“Whoa, whoa, whoa.” Zoe had crept up behind the group and was craning her neck over Kavita’s shoulder. “You wanted to get married to a man you just met?”

“In my defense, I was smitten.” Anna raised her hands. “He knew all the right words and all the right moves. If there were ever a man that could get to my heart, it was him.”

“But only after a couple hours?” Bernadette asked.

“I was smitten!” Anna threw her hands up in the air. “I was so sure that it was true love!”

“With a guy you just met,” Zoe quipped.

“And chatted with for a few hours, nonetheless,” Kavita added.

Long story short: I found her, she condemned me to a slow death when she froze my heart, and there was a big blank period between when I turned into a statue and when I woke up.”

“Quite the tale, Anna.” Thach said, cupping her chin in her hand.

“Cap?” Kavita cocked her eyebrow. “How much did you hear?”

“Everything after Anna shouted she was smitten.” Thach shrugged.

“When I set off to find her, I came across a small trading post in the middle of the woods—we shouldn’t be far from it right now, actually.” Anna turned to the Atlantean squadleader. “I think it’d be a sight more comfortable for you guys to make camp there than the middle of the woods.”

“Lead the way, Princess.” Thach let the girl once again take the lead. The last rays of daylight were swallowed up by the mountains, and the waxing moon graced the night sky with its presence.

Honestly, Chivalry seems to be Lawful Stupid: The Trait, which is fine, because Disney, but the fact that you are giving a bonus to Music by calling it a social trait seems overpowered. I understand bonuses to Intimidate and Persuade, but your chivalrous nature doesn't make you any better at singing. From a fluff standpoint, it seems odd, and from a crunch standpoint, Music and the social skills are very powerful (I think the most powerful skill was a tossup between Music, Persuasion, and Insight and you want bonuses to 2 of the 3) so even though you're basically swearing off Deceit by making yourself really bad at it, a lot of what you can do with deceit can be done via Persuasion. I thought you had it balanced without the Music buff though

Sverd's entire character is full of contradictions and general stupidity.
His loyalty is split in four directions, he has an incredibly vague idea of good and evil and how people can be naturally good yet somehow corrupted by an external force, that everyone can be redeemed somehow but some people are just super duper corrupted and too far down to bring back, following an incredibly restrictive, archaic code while believing such codes aren't helpful to the general population, that fighting and testing strength is noble and honorable but actual killing is evil, not to mention the fact that he's acting like a knight when they haven't actually existed as a military unit in Arendelle for 250~ years, and so on. Almost everything he says or does contradicts something else.

Hunchback of Notre Dame: The most chivalrous fucker in the movie - Captain Phoebus - doesn't sing a note. Instead it's the free spirits of Esmeralda and Clopin who deliver "God Help the Outcasts" and "The Bells of Notre Dame"
Princess and the Frog: Personally, I found "Friends On the Other Side" to be the best, and Facilier is hardly chivalrous
Aladdin: Great protagonist, great songs, zero chivalry there really

The example I'd use for chivalry would be Captain Phoebus from The Hunchback of Notre Dame. He uses his conviction due to his chivalry to lead the peasants to rise up against Frollo when he sieges Notre Dame, and I believe his conviction lets him intimidate a lesser guard earlier in the film, but he never sings better due to it.

As for songs, you do have a pretty good point about them not being put in the most prominent roles for singing - but the fact that they are usually involved in the songs as a protagonist/deuteragonist gives justifiable cause for a music benefit. If it rustles your jimmies that much, I can change the rationale behind it to having been taught to sing as part of being raised as a minor noble, since that'd be more factually accurate.

I'll be honest the jimmy-rustling is caused by the fact that this seems like it's become a trait that you want to construct just to support multiple aspects of your character at once that are not actually particularly linked. Chivalrous knight being able to convince others through his own conviction and commitment to his ideals works, but being able to sing well is just turning it into The Sverd Trait of Being Sverd. I feel like adding a Music buff to Chivalry is not actually done to fit the trait but is just done because Sverd is also good at singing and you don't have a trait slot to put that in. I'd try to put that into a different trait, because it honestly doesn't fit.

Additionally, being a part of the aristocracy isn't linked to singing well in Disney. The single most memorable songs sung by princesses in Frozen - Let It Go and Do You Want To Build A Snowman? - were both about being not a part of that system anymore. Do You Want To Build A Snowman was all about getting out of the palace and being outdoors with the normal people for once, and Let It Go was all about being tired of having to hide who you are to be a part of the aristocracy. I Can Show You The World is all about escaping a palace, One Jump Ahead is all about being as far from a palace as you can be, I could go on.

Also, the whole "Raised by nobles" thing doesn't fit with Chivalry as a trait, only Sverd as a character. The trait says "any warrior culture", but Tlacel, the warrior from El Dorado wasn't necessarily raised by nobility. Again, I feel like this is in danger of becoming a single trait trying to give you all the bonuses you want to shore up your image of your character.

Well, actually, yeah. You know that we've specifically decided that people can create their own traits, so long as they are balanced, and add them in if the GM rules it fair, right? Traits aren't a 'pick from this list and only this list' sort of deal, you're encouraged to make your own that fit the character. The point is that you want to be a singing friendly knight who doesn't lie and is honorable all the time, and that is fine, but each trait is one thing about a character. You're trying to turn a single trait into being your character's personality. That just seems wrong to me. You have the ability to write your own traits, but having 2 different buffs which are balanced by two separate debuffs is two traits pretending to be one. For Sverd, I would suggest something like this:
-Chivalry:+3 to Intimidate and Persuade, due to your conviction, so long as you have not broken the warrior's code of your own culture in the current session, and a permanent -8 to deceit
- I'll Make A Man Out Of You: +3 to Music and you can sing to keep party members from becoming afraid, so long as you haven't run away yourself that session until everyone else in your party ran as well.

Don't worry, I'm reflecting that in his sheet. His physical stats are decent, 10s or so, but he can't improve his own body. I'm giving him reasonable stats and then a 42 for charm, which could be the highest in the game (and possibly should be). I'm thinking that PCs will have to do something to resist his powers of persuasion, a ritual of something similar, to be able to even think of coming near him.
Just to be clear, I envision rituals as a sort of plot-based magic. They won't be anything that PCs can use repeatedly, more like a preparation for the BBEG so he can't wreck your shit. This one would just strengthen the PC's will to give them a boost against his tricks.

Here's a few ideas:
Facilier and his shadows can ignore some defense by attacking the player's shadows
The masks scattered around his lair spit out voodoo spells/shadows at players that go near them.
Facilier can create duplicate fighters of the players, all he needs is some blood and a debtor willing to take the risk.

King - Caliph Jafar
Jafar, the Sultan of Agrabah and all its domains, is undoubtedly the most powerful human sorcerer in the world. His knowledge of magic is absolute, and despite his fantastic strength, Jafar is a shrewd man who never underestimates his opponents, and prepares for any contingency. Jafar's magic has secured his position as Sultan, swayed the loyalty of the people, augmented his guards and, perhaps his crowning achievement, enslaved the Genie of the lamp. Though his first wish is spent, Jafar keeps the other two in reserve until he can discover a way to rewrite the Genie's rules to allow him unlimited wishes of any kind. For now, he is content to bolster his own magical power with ancient tomes and etchings from the far corners of his empire. The sorcerer-king keeps the princess Jasmine as his consort, both for his own pleasure and for legal dominion over the Caliphate (the previous sultan mysteriously vanished shortly after the wedding). Jafar is arrogant of his abilities, though still shrewd enough not to underestimate his opponents, a lesson well-learnt from dealing with the street rat. He is quick to anger, and will overwhelm any opponents who directly challenge him via his hypnotic staff or any number of magical spells (he tries not to use the same spell twice in the same combat to prove his wide mastery of magic).

Land - The Caliphate of Agrabah
The domain of Agrabah nearly encircles the Mediterranean Sea and lays claim to the deserts of northern Africa and western Asia. Despite its wide range, the roads filling the space between cities are well-maintained. For allies or servants of Jafar, travelling his roads is perhaps the safest method of travel, albeit long and usually hot. The Caliphate deals in more goods than any other Kingdom except the widespread East India Trading Company, products ranging from gold to silk to spices. The expansive territory allows for more cultural blending than most other places in the world, and it is common to see travelers from any kingdom Jafar is currently not warring with. Despite the wealth and commerce, Agrabah is a hotbed of sins, hosting everything from dens of debauchery to the largest slave market in the world. Bandits roam the deserts, eager to prey upon less-guarded caravans for loot and slaves. The people will gladly side with Jafar if asked, though a great many miss the more benevolent Sultans of ages past, for Jafar is an aloof and occasionally cruel monarch.

Rule - Ancient Curios
In Jafar's quest to utterly command the Genie's powers, he has set up magical detectors in each major city to seek out any new sources. As far as he is concerned, all magic belongs to him, and any magical items must be appropriated on the chance that they could further his goal. If the players carry any magical items with them, Jafar's guards will be quick to seek them out and take the items as a travelers' tax. Additionally, Jafar allows higher-ranking guards to make use of magical trinkets that have no use to him, such as an amulet that toughens the skin or a bracelet that gives the user the strength of ten men (such trinkets are often misused and neglected, making them risky for both the guards and players to use). Should the PCs possess no magic, however, he will likely pay no attention, unless they begin making widespread trouble inside the city of Agrabah itself. If the players have defeated several kings, Jafar will take observe them closely, but is unlikely to act unless magic is involved. Should the PCs defeat any magic-infused guards or openly discuss magical matters, Jafar will order their arrest to glean any new details he can.

Jafar only used his wish to become Sultan, really. Since Aladdin would either be dead in the Cave of Wonders or frozen somewhere way up north, Jafar wouldn't have had to use his other two wishes during the fight with him.
I figured a good goal for Jafar would be to search for some magical means of changing the Genie's rules, so he can have as many wishes as he wants, plus wishing for death, love and all the other taboo stuff.

I was surprised at the two wishes in reserve too, but seeing as how he was already a capable sorcerer and took over the sultanate with little muss or fuss in this world, it makes sense to me that he would try and reserve as many wishes as he could. He could have wished himself into more power, but he doesn't strike me as a Villain averse to a little hard work when it would mean keeping two aces hidden up his puffy sleeves rather than just one.
