Welcome to Academy City. The time is morning, the weather is chilly, and the date is December 21.

You are Kyril Torikov, and today was the second day you’ve woken up to an unfamiliar location. Though to be fair you just moved in last night. The last night, you recalled, was mostly spent reading your official file, both new and old. Your past life wasn’t remarkable. A problem child with a propensity for violence and grand larceny was the only thing that was considered outstanding. You were also a Level 3 Telekinetic though with your brain damage it was hard to estimate how much power you had right now. At least it kept your prosthetic arms and leg running. The only other modification done to you post-mortem was in your eyes. They found strange extraneous nerve tissue there. What you saw was a “code M emission” and while useful, they found a way to block in to prevent conflicts with the low-light and thermal filters on your helmet.

Your helmet was also a piece of work. Not only did it augment your perception of the world around you, it had a Computer Assisted Danger Recognition and Evaluation module installed. It was also rated against one impact from 12.7mm anti-material round without significant injury. You weren’t in a hurry to test that out though. Especially not after that close call with Sagara yesterday.

Oh, yeah, you also had friends. They probably thought you were dead and as far as Academy City was concerned, you were. It was probably the biggest issue you had with your past but you’d figure it out eventually. The file had names, faces and not much else. If you were going to get back in contact then you were going to have to work for it and that was only the first of many challenges.

Before you went out, you looked over your personal belongings once more. A jacket, a shirt, and a pair of jeans were all you had for clothing. You had your trusty M1911, down to five rounds now. The gun you had looted, for lack of a better term, was a Walther P99, firing .40 S&W. It was currently empty so you left it alone. You also had a helmet and you put it on. You weren’t sure whether the hiss as it jacked in to the port behind your neck was yours or a part of the process.

While this was Nayuta’s apartment, she wasn’t really living in it. There were only strange books that adorned the shelves and an empty fridge. That was why you were going out. You were also going to dig deeper in to your past. An alert came up on the helmet’s HUD. It was a low priority job request, entirely optional. Apparently, today was also the day of some kind of conference. Since it was optional, you brushed it aside and continued your search for information regarding your known associates and breakfast. It wasn’t hard to access the Judgement and Anti-Skill databases with your clearance. While there was a web of relationships displayed, your eyes homed in on two names in particular.

As the waitress served you tea as you preferred it, and a sandwich, you wondered how you were actually going to eat without taking off the helmet. Well apparently the bottom half of your helmet folded itself away neatly. It exposed the lower half of your face while still allowing you to take advantage of the AR interface. Maybe eating with the helmet on was rude but there was a camera in the room. One of VERDICT’s many directives was to conceal your real identity. While you agreed about the secret identity thing it was going to make things rather awkward going forward.

Kudou Asuka, being an associate of yours had a rap sheet mirrored your own. With her body count, you’d think she’d be convicted and shipped off to the Reformatory already. As it was, she was presently attending Tokiwadai Middle School and was in her third and last year. Psyche profiles were notably outdated but painted the picture of a bored ojou-sama who sought a challenge that she couldn’t overcome with her powers. That she dated you before your death may have been a contributing factor in how outdated the profile was.

Putting aside what the official files said you were going to approach her. There was no doubt. If not soon, then eventually, you were going to face her. Right now, you held the initiative so to speak. There were two ways to go about it, directly, or indirectly. The former was easy. You were sure you could sneak a love letter in to the Tokiwadai dormitories. The latter involved more snooping about her social circles and getting in touch through them.

A stray thought struck you as you wrote the love letter. You died a virgin. You have also never written a love letter before, though you did receive an anonymous one. Love may have been battlefield but CADRE was of no help here. You decided to be succinct.

“I’m alive. Let’s meet up.”

You also scribbled down the address of park somewhere before signing your name and folding the letter up. There was a nearby stationary store so you managed to conveniently obtain an envelope. All that was left was your delivery system. You didn’t think Asuka would be impressed if you used the regular postal service. Thus you decided to hand deliver the letter. At this time of day, she was most likely going to be in classes, or otherwise outside her dormitory. That was good.

What was not good was the security. As you stood across the street from the Tokiwadai’s exterior dormitory, you deliberated on how to handle the infiltration. There were cameras on the walls, hard to dodge and you’d give up the ghost if you were detected. Then there was the front door and it was guarded by something even more fearsome than the Board of Directors. The Tokiwadai Dormitory Supervisor, known to you personally as Aneue, would be barring your path. She was a stickler for the rules and no males were allowed past the front door. You’d have to try the “official business” card but you weren’t sure it was going to work.

As someone of your complicated legal status, it wouldn’t do to go flaunting it about. That was why you simply found a blind spot in the cameras and snuck in. Given the time of day, and the date, which was also a school day, it was mostly empty. It would have been so much harder if the corridors weren’t. Asuka’s room wasn’t on the ground floor either. There were no cameras inside the building itself, which was a minor mercy. Something far bigger and more dangerous prowled the halls and it wasn’t the serving staff.

There was a slight complication though. Even though CADRE had you hiding in janitorial closets, under tables and behind window drapes, you couldn’t evade detection forever. Gaining access to Asuka’s room was easy, planting the letter, even more so. It was on your way out that things went horribly, horribly wrong. You encountered a Lady of Tokiwadai. It wasn’t the worst case scenario but it was pretty bad. You didn’t want your presence to be registered of course.

“And who might you be?” she asked.

Naturally it would be polite to reply. Though if you stopped now the encounter rate with something even worse would jump up dramatically. You didn’t want that. Dashing would be an admission of guilt. The Ladies of Tokiwadai were all Level 3 and up, higher than, if not on par with, you.

You were going to repeat what you told the ringlet curl girl but this one just cut you off.

CADRE estimated she wasn’t much of a fighter. With the curves and ample amounts of lusciousness, she was more likely a high level Ability User. Probably a mind reader of some kind if the one-sided conversation was any indication.

“Now now, none of that,” she unzipped her hand bag and produced a remote.

With a press of a button, CADRE reported a drop of 50% in Overall Combat Efficiency.

“Mental interference detected,” it warned.

You could still take her.

She only smiled and said,

She had no intention of not picking a fight in the first place. Then you moved. It was more reflexive, without conscious thought. Your arm batted away the remote as her eyes widened. Your second objective was to separate the handbag from her. She probably had more remotes there. At your touch, she her face formed a smile. It quickly morphed to one of bewilderment, then terror as you held her by her neck, pinning her against it. Hopefully this was enough to get your point across. She didn’t look like she was going to give up though.

“Mental interference increasing, overall combat efficiency dropping to 10%,” CADRE chimed in.

“Checkmate,” she said.

A gaggle of Tokiwadai students poured in to the streets. Their eyes were clearly showing the blonde’s influence. Various Abilities were on display, whether it was fire, or a gust of wind, it was a veritable score of them. CADRE advised a tactical retreat, giving you 70% odds of success, half that if you wanted remain unscathed. Standing your ground, especially against so many high level Ability Users was about 1% of victory, though not without cost. There obviously was no way it could predict how negotiations can go but that was another option.

“I suggest you kneel before the Queen of Tokiwadai,” the same ringlet curl girl you had encountered spoke, “Before we make you.”

Otherwise they’d become a cornered animal fighting to the death. It didn’t make your break out any less difficult though. CADRE was helpful, and if you had a skill for parkour, you must have forgotten, otherwise you would have been able to dodge the fire, sometimes literal, coming your way. What you could not dodge, your arms offered themselves up well as a shield. It was a shame your jacket wasn’t as fire resistant and you were forced to shed it.

They weren’t keen on pursuit as you made it to a more public area, burnt and slightly bloody. CADRE noted a minor laceration along your back, where the water whip struck, but it wasn’t a real danger. Your Overall Combat Efficiency rose back up about 78%. In a way, you were thankful that you hadn’t scheduled the meeting with Asuka today. You were probably going to need new clothes, and some proper medical attention. As if on cue, Nayuta had messaged you, saying she needed to talk to you in person as soon as possible. It concerned your job. A gander at your financial situation and you figured you could get lunch and some new threads first though.

The time is just past lunch, the weather is warmer, and the date remains unchanged.

Well, you were still operational and it wasn’t like you couldn’t requisition things from Nayuta either. Judgement Branch Office 49 didn’t strike you as your typical Judgement Branch Office. It was a short walk, and unsurprisingly, it was in yet another office building. Maybe Branch 49 was like some kind of mobile division, you posited. Nayuta was enjoying some yakisoba when you arrived. She stopped inhaling the noodles for a bit to give you a once over.

“I leave you alone for half a day and you already look terrible nii-chan.”

You requested clothes, a protective vest and additional armaments in response.

“Yeah, yeah, I’ll get them for you,” she waved you off, “Oh I almost forgot, here’s your lunch.”

“We have a hostage situation in the works,” she replied as she dressed your wound, “We suspect Code M may be involved. Your job is to make sure there isn’t and if there is, to neutralise the threat.”

“And the hostages?”

“Irrelevant,” she wrapped the bandage tight, “All right, you’re good as new.”

CADRE disagreed.

“Will I be working with Ben-jii again?”

“Yup,” she answered brightly, “He’s the negotiator, you’re just there to look for Code M, got it?”

“If I have an opportunity to save the hostages should I take it?” you asked.

“Well as long as it doesn’t interfere with your main objective,” she answered, “Before you go.”

She rummaged about in her backpack.

“What made you suspect Code M?”

“Hmmm?” she pulled out an Anti-Skill uniform that was your size, “I hope you haven’t forgotten that Academy City is the target of Christianity’s Crusade.”

“No, of course not,” you lied smoothly.

“This is a prime opportunity to keep the United States at war with Japan, and by proxy, us.”

You nodded as you slipped on the uniform. She also handed you a ballistic vest and four extra mags.

“We don’t want you going in heavily armed, and spook the hostage takers either,” she continued, “Once you have some time, we’ll talk about putting a NATO Accessory Rail on your forearms or something. Maybe even a rocket launcher.”

She seemed awfully enthusiastic about that for some reason. You just shrugged it off as a childish fancy.

The time is evening, the weather is cooling, and the date remains unchanged.

The first Anti-Skill assault, as you’ve reviewed had been unsuccessful. It wasn’t surprising in that respect. One whole floor near the middle had been flooded with so much Code M you swore the skyscraper was pissing itself. The main hostages in question, was the US and Japanese Ambassadors. They were being held on that floor that foiled some of the best Anti-Skill equipment Academy City could afford. You, along with Ben-jii, were plan B. As the negotiator, he was going in unarmed. As the HsCC-02 VERDICT, you were going to be inserted separately. From which floor did you want to approach the target?

You treaded softly. While you were getting in to position, you were eavesdropping on Ben-jii and the hostage takers. There were two of them but you disregarded the one that wasn’t Code M. The Code M identified himself as Mike. You had seen the footage. He had torn the officers sent after him limb from limb, even if he seemed wounded by the bullets. Around his belt was some kind of animal pelt sash but you weren’t sure exactly what it was. The negotiation wasn’t expected to succeed at freeing the hostages. It was only a distraction.

Their condition to for the release of the hostages the complete surrender of Academy City to the forces of God. That didn’t seem likely either so they just demanded Ben-jii relinquish a powerful Code M artefact instead, “as a sign of trust.” That would secure the release of the Japanese Ambassador, but not the US one. They were still going at it when the techs prepped the breaching charges. The damage would only be temporary, enough for flashbangs and you to go through. Once down there you were going to be cut off, along with Benn-jii.

Like planned, the charges drilled a perfect hole down to the floor below, right on top of where the hostage takers were supposed to be. Of course they weren’t there, about a metre and a half, to the left of your land.

“Hah, I knew it was a set up,” Mike exclaimed.

He was also the first to recover. Your Code M filter was off, seeing as it was blinding being one floor above. You had raised your gun and snapped off several shots. It stunned him, instead of rendering his head a mess as CADRE worked overtime to calculate what kind of damage you did.

“Blessed be the Lord my strength, which teacheth my hands to war, and my fingers to fight.”

And like that Mike’s shirt exploded before he charged your way, fast enough that only CADRE could keep up. It was enough to offer you choices.

If your actions weren’t guided by a combat computer you probably wouldn’t have gotten out of the way in time. Hell, even the opportunity for a counter was there, if only barely. You didn’t want to take too many risks though. It was a good thing as Mike went zooming past as you slipped away from his punch. He hit the wall behind you hard enough to crumble it. As the wall magically repaired itself, he emerged from the cloud of dust and debris. His left straight, which was aimed at you was mangled and bent in ways that should be natural. Yet, his skin was pristine. There wasn’t even a scratch. CADRE took the time to analyse his attire. The sash was made of a lion’s skin but otherwise his shredded attire was normal.

So he wasn’t invincible as he seemed. With this weakness revealed, it opened up many more options. With a broken arm, you would hold an advantage in melee. Then again, he still probably still had the strength to fight back, if only with one arm. It’d take longer if you kept at range and plinked away, and knowing Code M, there was no telling what other tricks he’d have up his sleeve. Surely, he wouldn’t keep trying to cave your face in with his remaining fist.

You maintained your distance. If his punch could destroy walls alone and you weren’t going to go anywhere near that if you could help. The injury slowed him down so it wasn’t hard to keep away. Mostly your shots had no visible effect, but each one was aimed at a vital component of the human body in regards to locomotion. He was struggling to chase after you so he decided it was better if he threw things at you. Anything Mike could get his hands on, he threw. Small china, paints, chairs, tables. You were too busy on your own trying to dodge, which stopped you from getting a proper shot in.

“Hey VERDICT, need a hand?” Ben-jii asked.

At his feet lay a body with its head caved in. The butt of his shotgun was bloodied. It was a rhetorical question, you realised. He was in the middle of reloading the two barrels of his shotgun before taking aim, shooting Mike’s improvised throwing weapons out of the air like a pro.

“So, you want to take the kill shot or what?” he kept talking, reloading as fast has he physically could.

Mike easily alternated targets. Whoever was taking the killshot would have to stay still and trust the other to keep the projectiles off him. Even a threat environment like this was enough for CADRE to calculate a good 78% of remaining in good health whether you did it or covered Ben-jii.

“I’ll do it,” you replied when you could.

“Alright, just aim for the mouth, or eyes, either works.”

It was easier said than done. Good thing you had an unerringly accurate motor skills in your arm and a targeting computer in your head. Just as promised Ben-jii was on top of his game, providing the perfect amount of covering fire. Without distraction, you sighted your target. He was caught in a rock and a hard place. He had to keep up his attacks, hoping that they’d get through. His left arm couldn’t be lifted in any significant capacity. In the space between his attacks, that’s when you opened fire. A good portion of them didn’t hit him fatally, but it was enough to stun him for the final shot. It drilled through his left eye socket but didn’t come out the other end. No two ways about it. It was fatal. The Code M collapsed shortly after.

“Nice shooting,” Ben-jii snapped his shotgun open.

“You too,” you lowered your gun.

The Code M filter flicked on, indicating that yes, the room was now not enchanted to repair itself. Your gaze fell on the unharmed hostages. Ben-jii started lighting up a cigarette.

“How about a drink after all this,” he suggested, “All on me of course.”

You don’t think you could have argued with that.

You never figured she’d take the Problem Children under her wing. There were really only two choices. Tadakuni wasn’t exactly leadership material. Besides, Riko was keeping him close, said he reminded her of her father. That Asuka dame was also out of bounds. The pretty little thing was a rose, beautiful but prickly. She was also Riko’s first best friend, even if both of them were unaware of it. No, you supposed you’d have to make do with the only two who looked even remotely competent.

There wasn’t much of a choice really. Sagara was a fine choice for the job. He was the one that held the Problem Children together for most of their time outside the city. That he was missing an eye only made him look badass. Like some kind of international super spy. All that was missing was a flying aircraft carrier. Maybe you could steal one for him later, as a graduation present or something. Obviously you couldn’t have him take over operations at the drop of the hat. You were easing him in to the job, delegating more stuff while keeping an eye on him. It would also get word out on the street. THIEF wasn’t run by you any more, not in any ‘official’ capacity. Today he was going to mete out some punishment for some chumps who thought that the rules didn’t apply to them. The boy had killed. Of this you were certain, so it shouldn’t have been a problem for him.

To be fair, it wasn’t like the whole group were a bunch of trigger-happy nut-jobs. It was only just one of them in particular. He had to impress upon the others that it was absolutely unacceptable for them to be breaking rules if they wanted to be a part of THIEF. Killing innocents only made it harder for everyone else. It also created a trail and that was also unacceptable. Thus THIEF would usually have to put a stop to it before it became an issue. You gave your substitute a little bit of advice. As the new de jure head of THIEF he was going to have to be a bit of a character. You were an easygoing flirt, so it was rare that anyone would want to see what happened when you got angry. In the end, Sagara chose to be,

He had directed that question at the condemned. His reply was silence as the condemned fell back. His head had disappeared in a fine red mist as Sagara was talking. A splash was heard but Sagara paid it little mind.

“You, you can’t do that!”

“Yeah you’re not even THIEF!”

“My apologies then for not introducing myself,” Sagara said, “Gentlemen, I am THIEF.”

You turned away from the feed at that point. Something had come up. While Sagara was working, he was also looking for an item that was of great interest to his ‘business’ as it were. You had sent him a private message immediately. You had found,

Well Kyril certainly wasn’t going to be the same, so you weren’t really sure how to break it to him. In the end, all you could do was send him the location of the laboratory.

“Thanks.”

He had better be. You got another notice about a particular item that Sagara had sought. Well, you supposed you could hold off on that for now. It wouldn’t do to delay his reunion any longer.
