Welcome to the X installment of "Disney Villains Victorious."

Disney Villains Victorious is a new /tg/ homebrew project based on the idea of a world, not entirely unlike our own, in which all the villains from all the Disney animated feature films were not defeated at the ends of their movies but were instead victorious, completing their goals in part or in whole.

It is a world in which Ursula rules the seas, defied only by the uncatchable Pirate Lords, the cutthroat merchants of the East India Trading Company and the might of Atlantis and its magitech-toting mercenaries. It is a world where the grasslands and jungles and forests are prowled not only by fearsome primal beasts like Shere Kahn and Scar but also by the ruthless, tireless hunters that stalk them. It is a world where Europe has been divvied up between evil sorcerous monarchs like Maleficent, the Horned King, Grimhilde and Jafar, mad, inquisitorial clergymen like Frollo, and Dark Gods like Hades and Chernobog.

It is not, however, a world completely devoid of courage, heroism or hope. Around the world, the PCs' characters and their allies plot and plan, fight and strive and win their own victories against the villains that would rule them. The time to fight and to be free is now.

Super-short rundown – 20 years old, only in a tavern fight once and very naïve + sheltered (No matter how much he denies it), hides insecurities about inadequacy and unmanliness through sarcasm/wit and knightly bearing, torn loyalties between Arrendelle, peers/friends, personal ideals, God, still views Elsa as legitimate Queen, EXTREMELY committed to Chivalric ideals and easy to manipulate despite not being stupid as a result.

Well, you've set up a partying, sensible boxer who likes drinking, talking and enjoyment in general, as far as I can tell. Basically, a ex-Rough Rider who got too big for his britches and sets off to make a name for him self. Hes still a bit of a jerk, but he places great value on Frontier Justice, individualism, and Glory. Hes hot tempered, always the first to get stuck in or pull a gun.

Although he was at some point a outlaw, he has created his own set of laws, and feels sympathy for the little people shoved aside by the villains reign

I missed a couple of threads, did we ever decide how the evil factions interact with each other?

Shouldn't it be Nago (And corrupted gods)/Lady Eboshi/Corrupted Ashitaka instead? I prefer the idea of Corrupted Ashitaka and other corrupted gods myself. Leads them to be far more of a hostile faction admittedly though.

The Forest Spirit wasn't exactly a villain as such, more of a neutral force overall.

I'm kinda in agreement with that guy. I don't see the Forest Spirit in Mononoke as an actual force. It's more of something passive in the background, an animal, a force, not a thinking being.

The only thing I could really see the Forest Spirit being "Evil" as such for, is when it was decapitated and searching for it's head. And even then, that's less of a faction and more of a "Amalgamation of demon worms infesting everything, everywhere, and killing everything."

There are subtle and not-so-subtle differences there that make Ice Anna her own person. As he grew closer, light moved aroubd him, writhing into color after color, spriling in the smoke and then condensing into stars, surronding the desperado with a galaxy. He leaned close, the colors intensifying as dragon fire leaked between his teeth.

The Mirror Kingdoms are among the most well-ordered realms. While she is not nearly as omniscient as she likes to make out- while the mirror is powerful, there's only so much time in the day. Besides, Fairest Queen Grimhilde isn't that much into micromanagement. However, the threat of surveillance is as effective as actual surveillance, so the citizenry is largely self-policing.
The first thing anyone visiting the Mirror Kingdoms notices is the scars. In order to prevent themselves from rivaling the Fairest Queen's beauty, it became commonplace for beautiful women to scar themselves, and this practice quickly became universal. There are 'languages' of scars, the placement and type of scar signifying name, lineage, notable deeds, rank in the military or various guilds, etc. Dialects vary widely from one end of the Mirror Kingdoms to the other. This has also blossomed to some extent into a larger culture of body modification. Naturally, Mirror Kingdom conceptions of what constitutes beauty have gotten very weird. The Queen's have not changed a bit.
While the citizenry have no lost love for their Queen, inciting rebellion is difficult; generations under the Panopticon have made them quiescent, and with Cherry Bomb on one side and the Horned King and Maleficent on the other, they are well aware that Fairest Queen Grimhilde is the lesser of three evils.
In addition to the human population, there is also a small dwarven population within the Mirror Kingdoms. They are almost entirely enslaved, forced to work in mines to extract the mineral wealth of the Mirror Kingdom or produce high-craftsmanship goods. However, there are persistent rumors- relayed only in insinuation and apophasis- that there is a small band still free, waiting for the opportune time to strike.

The conventional military of the Mirror Kingdoms is competent and well-equipped.Their arms and armor are the finest dwarves can make, or that the wealth they extract from the earth can buy, but otherwise largely unremarkable. Their main duties are to guard the borders with the Horned King and the Fey, who constantly test them; there have been few opportunities for violent expansion, although the corpses of several regiments' worth of men litter the approaches to Arendelle, where Grimhilde attempted to prevent the continuing encroachment of the ice into her territories by eliminating the source. Apart from luxury items for Grimhilde herself and her favored courtiers, the main purchase is surprisingly, Hunnic cold iron; made to combat ancestor spirits, it is at least modestly effective against the Fey and Cauldronborn.

The Fae lands are not ruled. The Fey have no interest in the mundane lands that humanity inhabit, except as a source of potential fun. Such fun takes many, many forms; taking human lovers, minor mischief, but the most famous- and justly so- are the Wild Hunts, when groups of Fey rip through the countryside killing people, frequently toying with them first. A particular favorite is to run a human to death, harrying them with auras of fear until they drop dead of sheer exhaustion.
Customs and reactions to this state of affairs vary wildly from region to region; simply walking to the next village can be an intensely hazardous affair. Each island of humanity is left to muddle its own way. Anyone that tries to fight is quickly killed or broken. Coping mechanisms divide roughly into two groups.
The first is to attempt to ward the Fey away. Elaborate rituals based on half-remembered and distorted folklore, prayer to whatever gods or spirits they've heard of- God, Allah, Hades, Ursula, the Aurora Borealis and the Firebird. Some don't even worship gods- Rourke, Facilier, Captain Hook and Tinkerbell, Frollo, Mulan, the Horned King and King Arthur, the Blue Fairy- usually distorted beyond all recognition, cargo-cult rituals springing up around whatever scraps of information they've heard. Houses are bunker-like and plastered with holy icons. People perform bizarre daily rituals, flagellate themselves, drape themselves in sackcloth and ashes. Human sacrifice, in a few of places. (Of course, anyone with actual effective Occult knowledge has long since been eliminated.)
The other reaction is to attempt to propitiate the Fey directly. They perform vague druidic rituals, allow nature to grow wild, prostrate themselves at the slightest sign of Fey activity. Human sacrifice again.

Differences between communities are effectively invisible to the outside observer, but they're more than enough for wars to be fought between communities in the hope that crusading zeal will impress their chosen patrons and bring blessings down upon them. The Fey, of course, are more than happy to fan the flames. A fey may make a show of being repelled by the wards of a god-worshipping community one week, then come back the next and wreak destruction, inspiring the humans to new and more hilarious heights of zealotry- the wards worked before, clearly the reason they failed this time was that we weren't fanatical enough! Fey-worshipping communities get similar treatment- respect and dignity one week, and fire the next for some made-up slight.
The contested zone is hardly better. The cities, ruled by Frollo, swell monstrous with refugees who see salvation in the Inquisition, who kill Fey and turn back the Wild Hunts. The massive slums become breeding grounds for plague, famine, fire; the husks of dead slums litter the landscape of France, marking Malthusian collapse where the mass of humanity became too great to bear. The Fey reclaim the land, for the whole process to repeat a generation later.
Really, it's a miracle anyone is still alive.

Prydain is the second gloomiest land. The smog is constant, the sun dim, and the people never look towards the sky, or even the horizon. Life under the Horned King is not particularly violent; there's no need for it. Hope is breathing its last, if not dead already.
Every single stereotype about the Dark Ages have been brought to hideous life in Prydain. There is no art, no jewelry, no writing, nothing of beauty. The only thing the Horned King has left people is oral tradition, agriculture, and basic craftsmanship and metalworking, and only because he could think of no way to take away these things and still have a population. Even then he tries; the old tales must be told indoors and in secret; public telling is forbidden, on pain of death. Every act of rebellion against the Horned King is punishable by death; theft or murder within the human communities is simply ignored, left to the humans to sort out.
The taxes are enormous; worse than they were under King John, except now the tax collectors are undying skeletons. The Horned King does recognize that allowing a surplus, and thus population growth, ultimately leads to more skeletons; however, his desire to exert absolute domination in every possible realm leads him to make few concessions in this direction. Worse, many of these taxes are absolutely worthless; the food, worthless to the Horned King and the Cauldronborn, are simply left to rot in massive piles, guarded by Cauldronborn to prevent starving people from stealing the Horned King's due. These taxes are pure demonstrations of power.
The Cauldronborn are shoddily equipped, rusting armor and swords, with few rifles or cannons. However, they are indestructible and number in the millions; 'raids' into the Mirror Kingdoms, the Fey Lands, or Contested France can number in the tens of thousands of inexhaustible warriors, and they can march day and night without rest.

King: Captain Hook - Pixie Dust. Thanks to the captive Tinkerbell, Hook has outfitted himself and his allies with flying ships to best evade the wrath of the sea witch Ursula. With the pirates constantly thinking happy thoughts about pirating as much as they could ever want, the majority of the captains and their crews are capable of individual flight as well, making them formidable foes. (They are, however, prone to depression. Songs about mothers seem to cripple morale).

Lands: The Islands and the Cloud Sea. The islands controlled by the pirate alliance are constantly under siege from the sea, and so are largely unused on a day-to-day basis. Shore leave is a joyous occasion for the pirates, though very brief. PCs without flight must risk traversing the seas and catching one of the crews during their brief shore leaves before Ursula catches wind of the party and whips up a storm. The skies are where the pirates reign supreme, however, and any airborne group is a potential target for the loot-hungry pirate fleet. Walking the plank is nearly a mile down to the treacherous seas below.

Rule: Good Form. The crews of Hook, Davy Jones and the Pirate Lords abide by the strict laws of the Pirate's Code. The Code dictates everything of piratical life: rules of hierarchy, manners, fashion, engagement, combat etiquette, loot and just about every other aspect of life. The Code is to be strictly adhered to, and the pirates' views on the PCs will relate directly to it. A pirate PC would know the Code by heart, but any other would have to ask around or guess as to whether an question or action would possibly go against the Code. Violating the Code is a serious offense, one that could merit death if severe enough, though the rules can be skirted fairly easily since they're more of guidelines than actual rules.

A unified force could, maybe, be a problem for him. So he ensures that the world stays as fractured as possible. So, if the Fey get too close to toppling the Pontifex, then all of a sudden there's a 'miracle' and the Host of the Divine easily push back the demons. Or the Mirror Army discovers that they can smash the Cauldronborn and push them back.

He probably barely has to do this, as the Kings are more than happy to beat each other senseless. But it's just to make sure that no one wins, except for him. Because for every day that the world is steeped in misery, darkness, and evil, he grows stronger and stronger.

NEVER trust the rats.

Of course, you shouldn't call them Rats when you think they could be listening. They prefer to be called 'mice.'

But it's never a good idea to trust the little devils. They steal, they sneak, and they whisper. Rumors abound about how it's common knowledge that Grimhilde, the Horned King, or Maleficent make use of rats as their spies.

This is true. What is NOT so commonly known is that the Rulers of this world don't USE the 'mice.' They BUY their services.

From whom? Why, the King of All Mousedom, His Royal Deviousness King Ratigan the First. He rules the world of vermin with an iron first and his razor sharp mind. Fortunes of gold are his, thanks to his endless amount of thieves, (A coin here, a coin there. It piles up.) And the secrets! It's said that King Ratigan knows more than any, for all his spies report to him.

And everything has a price.

True, he's just a 'mouse' and his kingdom is really just the gaps in floorboards and the dark corners. But he's not a foe to be taken lightly.

I see it more as a type of network, like a mob family. The low level vermin report to a boss, they report to a bigger boss, and they all report to Ratigan. Of course he call it his 'cabinet' or 'parliament.'

Ratigan's biggest weak spot is his pride, of course. He goes to great length to make it look like he runs a global spanning empire. That he's just as grand and regal as any of the great rulers, and that he's smarter. If you so much as imply anything else, he'll destroy you.

I can see some of the other rulers having to buy secrets from the mysterious 'Professor R' whom no one has ever met. The papers with the information that they purchased, just appears. Even in tightly secured facilities. It's almost as if he can walk through the walls.

Fluff 7 - A Farmer's Tale

Life in Prydain isn't so bad, not really. Sure, the haze gets to you, makes it hard to work, but the lands are fairly safe. There's no bandits. You try to become one, the Cauldies will get you. If you like living off scraps and running from a bear - that's right, singular - you could try and join the rebels. They don't last long. For all their talk of 'Lost kings', 'Undying princesses', 'pig farmers who could kill the King' or 'foxy outlaws', they seem to die an awful lot.

The Cauldron-Born display their bodies for a while, whenever they get rebel 'recruits'. March through the larger towns, showing off their failures. Then they go back on patrol or excavating.

Plants grow well here. Haze makes us weak, but corn grows better here than in other places. Don't rightly know why. Maybe the King's magic at work. Can't have people paying homage to him and giving him what we create if we starve. And he's not capricious, like Grimhilde or Maleficent. And there's no Inquisition either. Fey don't come up past the french coast - they don't like the smog. Gwythaints keep away other things.

Just wish I didn't have to see my dad's corpse guarding the village. It feels...wrong. Even though I'm used to it, seeing dad just standing there...ugh. Mum's getting on. My younger brother's got a chest infection. God, I hope they don't die. I don't think I could bear seeing them all there.

In Brother Bear, the Aurora was a sort of spiritual god-thing. It kicks off the plot of the movie by turning the protagonist into a bear to teach him a lesson, but eventually offers to turn him back once he's learned it. Not evil... but not very nice, considering that being turned into a bear nearly leads to the protagonist getting killed several times (including by his brother).

It's overall a neutral force, and it strives for respect, but it can be capricious in the way that a force infused with nature can be. What it actually does is rather ambiguous.

It's also likely linked to the aurora in Fantasia 2000, which allowed the whales to fly.

The general fluff around it seems to be that, between Cherryman, Ursula, Ratcliffe, and Rourke, it's kinda tricky to be an all-judging force of nature, and the Aurora has gone a little nutty. It's still not evil, but it could definitely go that way, especially when pressed. It's getting awfully touchy with setting the Firebird on people.

Fluff 8 - Small-Time Felines

This deposed ruler lurks in the court of Scar, imploring the Pridelands to take a vested interest in restoring a Lion ruler in distant England. Scar has little time for the former King but sees nothing wrong with stringing him along. Who knows? Maybe someone will take care of the Horned King and the power vacuum will allow John to reclaim his throne? Scar isn't banking on it but stranger things have happened.

Disgruntled with his relatively tiny realm, the King of Naboombu is desperately searching for a soft target to invade. The fractured state of India looks ripe for some leonine intrusion but the fearsome reputation of Shere Khan has the blustering King scared. He hopes that brokering an alliance with the imposing ruler of the Pridelands will give him the clout he needs to expand and upset the delicate balance of power.

This fierce and deadly warrior is a constant presence in Queen La's court in Western Africa. Known to have a taste for human flesh and an unstable personality, she is feared and respected in equal measure. Sabor is being courted by both Scar and Shere Khan, who desire her formidable fighting force and impressive influence in the Land of the Leopard. Her loyalties lie firmly with her Queen but any decisions she makes concerning the her suitors will have considerable ramifications across the African and Indian territories.

Something of an anarchist, this traveller moves freely between Kingdoms causing trouble for the establishment. His chaotic nature and unpredictability make him a constant thorn in various paws and many is the ruler that would like to see his taunting smile snuffed out for good.

Speaking of Firebird... the Firebird's victory condition was probably the Sprite dying or otherwise being unable to replenish the land. Normally, the two made up an important cycle, but with the Sprite gone, the Firebird is raging out of control and not leaving enough for the land to grow back. This is probably a massive headache for the Aurora as well.

It could also lead to an adventure where the characters have to either find the Sprite, or bring her back, so that the Firebird can be contained once more.

So, I'm seeing villages of tribal people who managed to escape the Virginia Purge. They live quietly, and humbly. Prayers are given in thanks after every kill, and they are insanely xenophobic. They may trade with another settlement. (There are no 'villages')

Also, every once in a while, the sky will light up like a rainbow and those that live there will understand the message.

On those nights, a member of the community will walk out into the tundra, and they will never be seen again.

Of course, there are those who refuse to pay the Aurora's toll. Those who hunt without respect, or too much. Those that go to places where they should not. Those are the people who laugh at the sky, and believe themselves free of the nightmares that plague everywhere else.

Those people will wake to see a sun rising from the west. They will hear a cry of terrible, endless, all-encompassing, fury. Then it ends in fire.

Nice hook. I always imagined that the Aurora was able to keep the Firebird mostly dormant. It wakes up on rare occasion, thrashes around, then returns to dormancy.

So far, the Aurora has been able to confine it to the Charred Lands.

I need those for my Sleepy Hollow game. The horseman gets all three strikes and 1 finishing blow, since he's the final boss.

I'm thinking that Bittercress and Father Benedictus (Who I'm actually imagining as a handsome blonde man.) should have two strikes and a finisher.

The DeCrois brothers have one strike and a finisher, except for the brother that has Alligator-tough skin, who has two.

Is that good for 1st level, or should I drop everything by one?

Yeah. Basically, with no Sprite, the Firebird is moving about more freely and more frequently. Normally, it never went beyond its mountain, but now, the Aurora's pretty much holding it in check. The reason the Firebird now acts as its weapon isn't so much the Aurora ordering the Firebird around as it is the Aurora letting the Firebird off its leash in the right spot.

Despite this, the Firebird's not really rebellious. All things of nature are ultimately allies of the Aurora. But the Firebird exists to destroy, and not even the Aurora can keep it from doing its job.

Might want to up the Horseman by 1 strike each time he's defeated, capping out at 6 due to how he's supposed to increase in power with each defeat.

Everything else looks fine. Could possibly up Benedictus' strikes by 1 so he isn't socially crushed by a party of PC's just shaming him all at once, or you could just give him great sensibility+endure.

I like the +1 for the horseman, I think the first encounter should then be at 2 strikes.

Benedictus, actually probably most of the Pontifex's Devoted, should get bonuses depending on how big of a mob they get.

Back to the DeCrois Brothers. I want them to each have a different quirk. (Something they got into debt for) Since they're a typical Bad Guy Trio, of Strong-Nimble-Smart, I wanted to give something that fit.

Also, to make them slightly more sympathetic, the story is that they got so deep into debt because they were trying to free Virginian Slaves that included the rest of their family. So they bargained for power, but it wasn't enough. So now they're stuck robbing as they have all this Debt, and they have to pay it off.

Anyway, for the Strong Guy, I've got him with a hide as tough as an Alligators.

For the nimble guy, I'm thinking a frog's jumping skills.

And for the Smart guy, I think he should be able to change his appearance and voice (Although his shadow stays the same, it's an illusion.) He's the one who's the fake horseman.

They have a nice horse, who they cover in shoe polish, and he'll tell the PC's that the Brothers aren't completely rotten, if they can talk to animals, or bring Nakoma.

I think Bittercress should summon up some Leaf Constructs, simple one hit mooks, if she thinks that the PCs are coming with hostile intent.

Starting at 2 strikes depends on how often you think they'll encounter him. The last time they fight him he should be a major threat, maybe even defeating one of them.

Hide as tough as an alligator: 'Gators get +2 to Prevent Harm but you may want to upgrade that to +3 so he's wearing the equivalent of plate armor.

Frog jumping skills: Grant him like +6 to Acrobatics or something. Give him the ability to use it -- nothing is more boring than a special ability that never gets used.

Changing his appearance and voice: assistance from the Friends, I assume?

Bittercress: Yeah, summonable mooks is good. Summon 1.5x the number of players in your group for a real challenge, but have them be generally incompetent? Only +7 on 3d6 instead of +10 to strike.

anyway off to bed with me. At least we're nearly there.
