Welcome to the XVI installment of "Disney Villains Victorious."

Disney Villains Victorious is a new /tg/ homebrew project based on the idea of a world, not entirely unlike our own, in which all the villains from all the Disney animated feature films were not defeated at the ends of their movies but were instead victorious, completing their goals in part or in whole.

It is a world in which Ursula rules the seas, defied only by the uncatchable Pirate Lords, the cutthroat merchants of the East India Trading Company and the might of Atlantis and its magitech-toting mercenaries. It is a world where the grasslands and jungles and forests are prowled not only by fearsome primal beasts like Shere Kahn and Scar but also by the ruthless, tireless hunters that stalk them. It is a world where Europe has been divvied up between evil sorcerous monarchs like Maleficent, the Horned King, Grimhilde and Jafar, mad, inquisitorial clergymen like Frollo, and Dark Gods like Hades and Chernobog.

It is not, however, a world completely devoid of courage, heroism or hope. Around the world, the PCs' characters and their allies plot and plan, fight and strive and win their own victories against the villains that would rule them. The time to fight and to be free is now.

First up, The Shadowlands.

"That's the way Mister Black likes. He likes his shadows, deep, often, and long. They say they can peel off the ground and fly secrets to his ears. Some folks laugh, till they see it happen. Watch what you say 'round here. If the Big Man hears somethin' he don't like, you may wake up to find the shadows from the corners of your room dragging you 'afore him."

"T'other reason is deals. Pacts. Bargains. Everyone loves 'em down here. And I mean everyone. Men, women, kids, dogs, hell, I know trees that'll make a deal if you've got the right...bark? heh heh, Just a little joke, miboy. Nothin' foolin'. Spirits 'round here been tipped to the wheelin' and dealin'."

"Now, if you stick to the edges, it ain't so bad. Mostly just bayous, swamps, jungles, and so on. It'll be wet, hot, and oppressive, and you'll deal with skeeters, gators, and your odd swamp-cat. And a witch or two."

"Down south, though, DEEP in the heart, is the Necropolis. That's where HE live. Mister Black. The Big Man. The High Roller.

I hear, just rumors, you mind, that there's a game the Big Man throws, hisself, once a year. And some of the other bigwigs come over to have a spin and blow off some steam. Supposedly, if you can get on that table, you can win things you couldn't even dream of. 'Course, Losing wouldn't be your smartest move."

"Hmm? Oh, yeah, hold up a minute, gotta bleed a little for this willow here. What? I told you I knew a tree or two to cut deals with. Now, where do you all want to go? The Big City, huh? I kinda figured."

"One warning, once you're there. If you meet Mister Black, best to play along. He was a Proud man, back before he was a King. He don't like disrespect. You bow, scrape, smile, and butter him up some, you'll probably walk out alive. Or at least, mobilely deceased. And if he offer you a deal? Say no. As polite as you can. Trust me, no one wins betting against the Shadowman."

Regarding going for the social or violent routes in an encounter, it should behoove parties to be specialists in or capable of at least one or two of each type of problem-solving method.

Some enemies will be completely unaffected by physical or magical attacks, and would really need to be talked down, such as ghosts. Inversely, creatures or constructs incapable of understanding communication techniques or feeling empathy (unless they can be tricked, in which case empathy is not a requirement) will need to be handled with brute force.

>Rumours persist of an underground movement throughout Europe built on the old ideals of Chivalry and the legend of King Arthur. The Knights of the Round Table are long dead and turned into skulking Cauldronborn under the thrall of the Horned King. However, their legend persists and a new Round Table has been forged. Although only a small band, their allies are many and they are ever watchful of potential candidates for their solemn order.
>The Knights reformed under the watchful eye of the Sorcerer, Yen Sid. A former apprentice of Merlin, the stern wizard remembers his master's fall at the hands of the villainous Madame Mim. Elsa has supposedly near-infinite power over ice and snow. It's uncertain what the limits of her powers are, or if they even exist. What is known is that she has amazing powers of creation and destruction. Back when she was calmer, she was capable of constructing castles in a matter of minutes. Nowadays, though, her powers are only used for destruction. Her powers go far beyond conjuring blizzards and ice bolts, though. She has the ability to imbue sentience, or at least an imitation of sentience, to mere snowmen or ice sculptures, and supposedly has an immunity to the cold herself, and has built an army of Snow Golems, or Snowlems, to serve as her minions. As well as that, she can resurrect her victims as what the locals call frostwights - frozen corpses animated by the lingering magic in the ice and cold that killed them. If she can be calmed down, and her grief can be dealt with, she could be a powerful ally to the players. Otherwise, the Ice Queen of Arendelle will show them no mercy.

Perhaps the land of Arendelle itself is the most actively dangerous thing any hero must face if they seek the Ice Queen. The land is perpetually covered in several feet of snow. Water can only be found by melting the ice, and in some areas of magical cold, creating a fire or a source of heat is impossible. There's also the terrible ice fog, air so cold it freezes inside your lungs. To breath in this terrible white mist is to die a horrible death, choking on frost. That's not even starting on the wildlife. Only the most ferocious and vicious of predators can survive in the Ice Wastes, and they're hungry for flesh.

>Rule
Elsa doesn't exactly rule her people as much as she tolerates their presence. Her Snowlems are direct extensions of her own will, and her grief causes them to do nothing but destroy, to vent her frustration and grief. The person really in charge of the land is Prince Hans of the Southern Isles. At the time of Elsa's descent into madness, the Prince was in Arendelle to celebrate her coronation. Him and his retinue of guards from the Southern Isles have built up a fortress around the ruins of Old Arendelle, and allow people to come to him for protection in exchange for swearing their fealty. He believes that Elsa cannot be redeemed, and has to be killed. Or at least, that's what he says. In actuality, Hans just wants power. He intends to kill Elsa and become the new King of Arendelle. Originally, he had intended to marry Elsa's sister Anna, but she sacrificed herself to save the Queen from him once his plans went wrong. Hans' betrayal is the reason Elsa is the way she is. If she was to find out that he had been killed, it might help her to calm her down, to know justice had been served.

To my knowledge, a rough outline of The Headless Horseman adventure module exists in the archives. It's a good place for level 1 adventurers who don't exactly want to start off as mooks to a villain.

In terms of 'safety' for staring characters, that would be most of the Americas. Virgina is an good starting place for characters and adventures.

- Never surrender to fear.
- Never let himself lose hope again.
- Never abandon those by his side.

Goals:
- See the fall of the wicked Horned King.
- See the day that Arthur is put upon his rightful throne.
- Find love and friendship.

Okay, I sat down and watched the Tarzan TV series episodes that have Queen La in them.

There's no doubt that she fits.

King: La's origins are slightly murky. She will tell you that she was simply a girl who was raised by the Leopardmen and 'knows a few tricks.' The surviving tribals will say that she's an evil spirit that has been moving from host to host for generations. Others will look at the body of Queen La, and note her skin tone, eyes, and use of crystals and wonder if Opar was once a sister city to Atlantis. Whatever the truth is, La rules, and La is. She demands that any and all bow to her, and if she has a desire, then it WILL be fulfilled. She does not tolerate rejection, dissent, or failure. That said, she has very little interest as to what happens inside her kingdom, if it doesn't concern her.

Land: The Lands of the Leopard could be considered to be the opposite of the Pridelands. Where the Pridelands are overhunted, the Leopard lands run wild with animals, most of them hostile to intruders and each other. Where there is bare earth in Scar's domain, La's realm has vegetation everywhere, and that too can be hostile. The one exception is the Great City of Opar. Where La lives, waited on by her army of Leopardmen. It is a great city of stone and bronze.

Rule: La really won't notice if someone has entered into her realm. The one exception being Prideland Lions hunting for food, she views them as 'pests' and loves to turn them into the hunted. La respects strength, she'd actually be impressed if someone was able to fight through her deathtrap of a kingdom and get to Opar. More so if they have a reputation of defeating others that somehow reaches her. Such a person might receive a welcome to be part of her kingdom, her guard, or more. It would not end well if you refused. If she is angered, La will send her army of Leopardmen, and other beasts, after the offender. She's canny though, and people can discover themselves falling to 'accidents' as well.

Since Sibor managed to kill Tarzan as a baby, Jane was never rescued from the monkey attack and probably died, leaving Clayton with very little resistance to his secret plan to poach the gorillas. Sure, it took him quite awhile to find them lacking Tarzan's direction, but he's a persistent man if nothing else.

La stays in Opar, and then notices that there are Prideland Lions and members of the Sultanate scouting around to Opar.

They're all pathetic weaklings, and she's afraid of that weakness 'infecting' Opar. So she decides to force them out. She stops her land grab at the edges of the Pirdelands' blight and the Sultunate's settlements, as those lands have already been infected by weakness.

Right now, she remains in Opar, making sure that those weaklings don't come into HER jungle and infect it. She also is hoping that one day someone with actual might walks into Opar.

The relationship between La and Sabor is like the one between Grimhilde and Gothel. One respects the other, but it's clear who is queen, and who is not. La honors Sabor's strength by letting her have free reign in her kingdom, allowing her first kill, and sending her little messages when Prideland Lions cross into La's jungle. La knows that Sabor likes a good hunt.

I wrote the piece more as a Rourke Justifying his dictatorship one. Elected leaders usually wear civilian clothes after all, and there are people in Atlantis (Westerners, Shadowland refugees, Original Expeditioners) who would remember that from the days before their homelands were villain territory. Here's a little concept for tier bonuses drawing on ideas from threads 4-5-6.

When a character Mantles a tier, moving from Zero to On-a-roll to Hero, the character gains bonuses quite suddenly as if via offscreen training montage.
Immediately, the character gains one more Trait, two more ranks of Skills, and one more Strike. Additionally, the caps on every attribute are pushed up by 2. (12->14->16). Skills can be increased by 1 more rank (4->5->6) and another Goal must be selected.

That's a pretty interesting suggestion.

The feedback Elsa receives from combat might actually make her hostile towards the players, given that no one is particularly well disposed towards intruders, much less intruders that cause harm to them.

If taken to a logical extreme, it means that the players will have to avoid all combat with the Snowlems, if they are seeking a diplomatic solution. Given the hostile terrain, this could prove a rather interesting challenge.

I definitely like the idea that the Snowlems are tied to Elsa's emotional state, as it really fits in perfectly with how she is portrayed in the movie with Olaf and Marshmallow, and how we're choosing to adapt that portrayal here with the potential Ice Anna. I think that "passive" interactions with the Snowlems like running away, dodging or defending yourself against attacks they initiate probably wouldn't hurt or anger Elsa or even trip her "invader alert" so to speak, but going in like an Atlantean Away Team and blowing them all away would definitely get her attention and make her more hostile towards you.

I'm going to try to write or adapt a King-Land-Rule for her to reflect our current ideas.

So the Hunter's Guild would be another soft start for human players. I picture a relatively free society where prestige is everything. Young men and women eagerly train to be hunters and then head to the local Hunting Lodge to sign up for an overseas hunt. Only the best hunters get the chance to go abroad but they can expect to visit any of the Beast Kingdoms and try and bag some exotic trophies.

The Guild has a dedicated Hunting Reserve in South America but otherwise, they are essentially poachers, preying on beasts that are largely innocent. There are rewards for the rarity and power of the creatures bagged. Big Cats, as the ruling class of the Beast Kingdoms, rank very highly, but only the most famous Hunters, the Elite Hunting Council, have managed to bag the true prize: a Lizard King from Dinosaur Island.

A typical campaign for an Australia start would see players joining an overseas Hunt only for things to rapidly go south and their allegiances to change as the inherent villainy of these hunts becomes clearer. I'm thinking there's a strong thread of propaganda that claims that sentient beasts are a myth and that the so called Beast Kingdoms are just unclaimed lands, ravaged by wild animals. Your average Huntsman isn't evil, just misguided. Only those at the upper levels are aware of the mass murder they're committing with each expedition.

Something like

Feline - Essentially royalty. They can break the laws with impunity and regularly do so. They are allowed to hunt almost every other class, bar Simians.
Simians - The next lowest class. Louie is responsible for their high position. They act with relative freedom but are still subject to the Feline rule.
Great Beasts - Includes things like Elephants, Wolves, Cows and Snakes. Essentially covers anything that is powerful or impressive enough to be marked for special treatment. They are the upper levels of typical Beast society and enjoy a certain amount of freedom, especially compared to the Lower Beasts.
Lower Beasts - All other animals fall here. Expect harsh treatment and near poverty to be rife. Low life expectancy and a constant source of prey for the higher ranking animals.
The Untouchables - Humans of any sort. Beasts are forbidden from associating with them and are encouraged to hinder, stalk and outright kill anyone that tries to enter the realm.

I'm thinking Louis largely has freedom to do as he wants but he exists as a result of Shere Khan's good will. Sure, he could put up a good fight if it came to it but it's not an ideal situation for either side.
Besides, the caste system benefits him more than most. All he has to worry about are big cats and they're far more interested in lounging around in Shere Khan's court than the wild Kingdom of the Red Flower where mischievous chimps are prone to tying burning twigs to their tails and then taking off into the trees.

Khan might well let people slip into his lands but that doesn't mean they're welcomed. More likely he just goes to the borders and rounds up a bunch from a village, drags them back to his home and then toys with them at his leisure.

As for Kaa, it's a similar situation to Louis. Sure, he's technically an independent ruler but Shere Khan is more than capable of swatting him aside if he decides to. Kaa might not enforce the Caste System quite as strictly as Khan or Louis do (why bother when most of your subjects are under your sway anyhow) but he still respects his neighbor's wishes.

That said, I do think Kaa should have much less land than on the current map. A small realm but very tightly controlled where practically everyone is under his sway.

Snow Queen Elsa doesn't exactly rule the people of Arendelle as, with a few notable exceptions, there is hardly anyone in Arendelle left to rule. After the death of her sister, Princess Anna, the cold snap and perpetual blizzard resulting from Elsa's terrible grief and loss of control forced all her surviving subjects to flee to warmer climes, leaving their nation an abandoned arctic wasteland and their capital of Arendelle an icy mausoleum filled with the flash-frozen bodies of the citizenry that had not been able to escape the cold. It is rumored however, that even as harsh and wintry as Arendelle has become, it isn't entirely devoid of life. The last group of adventurers to return from the snowbound country have said that one especially hale, hearty and hairy merchant family still lives in their hot spring-heated compound, helping supply would-be adventurers for very modest and reasonable prices, and even claim that some of the Snow Queen's oldest and dearest constructs may be capable of rational thought and empathy.


Please let me know how I can improve this. I wanted to hint at Olaf and Ice Anna at the end, but any improvements that can be made are welcome.

So, you want to learn about Crunch, do ya?

It's a long and unforgiving path, but... okay, let's skip to the point. I'm gonna throw up my notesheet of 'things to remember'.

Some general rules for balancing:

Traits should give between 2 for a +2 to every roll with this skill, to +3 for a specific use of a skill, to +4 for a specific use of the skill with another specific uncommon condition. If it gives out more than +4, or is not matched to the above categories, include a penalty of some sort that is thematically appropriate.
Never, ever give out auto-successes unless it's a Villain, and even then use them sparingly except on Kings.
The average roll on 3d6 is 10.5.
The average TN for a Heroic Deed (like climbing a tower, jumping a wide gap, etc) should be 20, which is the average roll for a player with 7 in an attribute and trained in the requisite skill: 10.5+7+3 = 20.5.

Nonhuman races should get the following:
2 bonuses to Skills, between 2 for a +2 to every roll with this skill, to +4 for a specific use of the skill with another specific uncommon condition.
Bonuses and penalties to Attributes. They should look something like this: +2 to a stat, +2 to another stat, -2 to a third stat. As long as the overall result is +2, and no stat starts at 0, it should be okay.
1 rank of a Skill for Beast races, to make up for an inability to communicate with Humans and the rank in Linguistics they must spend.

Similarly to how Elsa had subconsciously animated Olaf in the movie, after Anna had been turned into an ice sculpture she too was brought to life by the Snow Queen's desire to have her sister back. However, Ice Anna is quite emphatically NOT the real Anna and she knows that very well, but in her attempts to please Elsa and be treated like a person she tries very hard to learn all she can about the real Anna so that she can better play the part.

Her personality is similar to the real Anna's, but she's a bit dim and a bit ditzy, and sometimes inadvertently lapses into gallows humor, not really understanding just how terrible Arendelle has become.

She also poses and plays with the flash-frozen citizens in the ruins of the city.
