Welcome to the XI installment of "Disney Villains Victorious."

Disney Villains Victorious is a new /tg/ homebrew project based on the idea of a world, not entirely unlike our own, in which all the villains from all the Disney animated feature films were not defeated at the ends of their movies but were instead victorious, completing their goals in part or in whole.

It is a world in which Ursula rules the seas, defied only by the uncatchable Pirate Lords, the cutthroat merchants of the East India Trading Company and the might of Atlantis and its magitech-toting mercenaries. It is a world where the grasslands and jungles and forests are prowled not only by fearsome primal beasts like Shere Kahn and Scar but also by the ruthless, tireless hunters that stalk them. It is a world where Europe has been divvied up between evil sorcerous monarchs like Maleficent, the Horned King, Grimhilde and Jafar, mad, inquisitorial clergymen like Frollo, and Dark Gods like Hades and Chernobog.

It is not, however, a world completely devoid of courage, heroism or hope. Around the world, the PCs' characters and their allies plot and plan, fight and strive and win their own victories against the villains that would rule them. The time to fight and to be free is now.

I feel like that's kinda crapping on his character. IN the movie he was incredibly zealous of his faith and even as he was about ot sword Quasimodo he was quoting the bible.

How's this for a better Europe?

I still don't see why Olympus has territory in Southern Italy. Italy should be completely Frollo. Same deal with Iberia. The fae don't belong there. Central and Northern France are ostensibly under Frollo's control but the fae move freely about and the borders are constantly shifting.

Pushed Chernobog north-east (since he expanded that way) and gave Zeus more Byzantine territory. Also expanded Queen Grimhilde east.

Problem is, they are not really Traits: you're just putting more points in Attributes and Skills.

Traits should give something more in exchange for specialization: +2 to Melee rolls when using a Sword, +3 to Persuasion rolls when showing off your muscles to shallow people., stuff like that.

So, what of the Villains minions?

I have some ideas
>Ursula: Float and Jetsam are now huge fucking eels terrorizing the EITC, and her sister keeps an eye on the spirits of the north and Elsa

>Jafar: Jafar has appointed Iago as lord of public announcements, and has most of the Aladin tv show villains as goveners and petty princes.

Rourke: most of the original members of the expedition now serve as Ministers in the Alantean empire, such as minister of health and minister of excavations

>Yzma: Kronk gets suped on potions and becomes Yzma's taskmaster. Still a cool dude.

>Elsa: not really minions, but more of by products. Olaf, Marshmallow and other variety of snow Golems are definitely confirmed to roam the wastes. Ice Anna is also rather well liked, so I'll add her in.

The way I imagined it, the rest of the Atlantis crew had their misgivings about taking the Heart but didn't say anything, so without somebody to raise his Spirits Milo sort of just let it happen.

Rourke and crew went to the surface, realized shit had gone absolutely insane while they were sailing the seas/under the seas/in Atlantis and it was at that point that he formed his Imperial president idea.

In my head at least Milo's still around and translating ancient Atlantean, probably helped teach writing to the locals even, but he never really got over what happened to Kida and he alternates between being depressed about it and trying to work up the nerve to confront Rourke.

Well, there's the new traits and powers I came up with for the Knights of the Round Table two threads ago, so throw these into the pastebin:

Powers:
- What Does Your Heart Tell You?: Can spend a heart point to remove strikes from illusions, persuasion and deceit on others. (Sensible)
- Lend me Your Ears: May treat armies as ‘the party’ for the purpose of music and speeches if he spends a heart point. (Charismatic)
- I Am Not Left-Handed!: He may opt to take a penalty to his melee and prevent harm for the first 3 rounds of combat. Whatever penalty he decided to take, he gains it as a bonus for the rest of the combat scene. (Nimble)
- Eureka!: May spend a heart point to immediately learn an important piece of information. (Smart)
- It’s Just A Flesh Wound!: Can spend a heart point to remove two strikes. (Strong)

Traits:
- Tin Ear: Immune to all aspects of music.
- No Luck For The Tough: Is constantly besot by slapstick misfortune, but has a +5 to Endurance. Because of the increased Endurance, the slapstick cannot harm him, though it will inconvenience him in other ways.
- Master of Nine Men Morris: Gains +4 bonus to any strategy game, and a +2 bonus to any actual battle strategies.
- Superior Speed: +2 to attack and defend against anyone with an Agility lower than yours in physical combat.
- Evasive: +3 to defenses against area attacks, such as raining arrows.
- Etiquette: Gains a +3 to social situations among the nobility.
- Refined: +3 to Academics related to art and culture.
- But It Is Not This Day!: Can make speeches to render the party immune to fear.

You could probably substitute any local strategy game for Nine Men Morris, and the rest are nation-neutral.

I think that Milo should probably survive, along with the other members of the original Atlantis Expedition. Given the state of this villainous world at the time of the expedition, and the fact that Rourke wasn't crystal-crazy, and that he kept Kidagakrystal in Atlantis, I think that it's feasible that Milo stuck around to keep an eye on things.

As to the changes to Hades' realm. I'm going to keep Southern Italy in Olympia, because it historically was pretty Greek, and was part of the Byzantine empire. As for turkey, the greeks tended to stick around the coastline and it was more asiatic in the interior, which is why the division is the way it is

The Byzantine Empire existed long after Ancient Greece which is where Hades as a deity originates. Their Empire extended into Persia far more than it did Italy.

Personally, I think Italy should be completely under the Pope's control and that Hellenic Greece should push far more east than it currently does.

The timeline is very fuzzy, I'll grant you. But citing the Byzantine Empire isn't really relevant to the Greek Gods.

I'd say we keep the three tiers that were suggested before: Zero, On-a-roll and Hero.

In order to gain XP, three conditions must be met:
-The character has followed all his Ideals (do we still have those?).
-The character must have experienced a defeat of some sort: it doesn't need to be a life-threatening one, but it should be something that sets back his plans at the very least.
-The character must have overcome whatever defeated him before.

This xp points can be spent on on improving a character's skills and attributes and whatnot: how much does it cost we'll decide later.

The Refuge of the Fairest is exactly that: a gigantic, nation-wide refugee camp. Humans, talking animals, minor spirits that couldn't or refused to survive the Spirit Lands and fairies of various kinds are stashed in tents and huts, in hidden mangroves and secluded caves.

The fairest are tragically lacking in manpower. Maybe 5% of the refugees aiming to reach this last bastion of purity actually manage to get there, and those who do must manage to scrap out a living without offending their fairy patronesses.
Most fairies are not comfortable with the idea of abundant deforestation or hunt, so the mortals of this land are forced to survive as hunter-gatherers, because the fairies' power is the only thing keeping them safe from the Yzma's wrath.

I really like how every villain is at every other villain's throat constantly. It makes for a world that is utterly hostile to heroes like the PCs, and yet no one is willing to focus their full attention onto them since they're too busy with bigger problems.

I believe the key to winning a campaign with the least resistance is to skillfully play one against the other, exploiting their well-known personality flaws and vices in order to bring them down.

I used a lighter colour to mark the regions that Yzma controls but doesn't really care about. Everybody else got to grab a bit more land to put them in a better position to consider pushing their luck. Yzma would probably stamp on Hook or the Hunter's but may let Ursula take a few liberties rather than risk a war with the very Oceans themselves.

Yeah but she's also one of the more insular villains. She's an egomaniac who spends her time and money establishing vast monuments to honour her and developing her native infrastructure. She's actually one of the most benign rulers left.

Oh sure, if needs be, she can muster a zealous army that have been turned into various animal forms* but for the most part she's content to sit in her temple and admire the jewels and gold she has acquired.

Besides, everything east of her established empire is only technically hers. If push came to shove, it's likely that they could be incited to rebel. They're already chafing under her taxes and it's only fear of other more malicious rulers that keeps the people docile. It's an unstable empire that could collapse at any moment.

And if that's not enough excuses, hand over more land to Ursula/the Hunters.

*Yzma's potions are gonna be a great way to let human players enjoy Beast mechanics for an adventure in the Pridelands or India. They should be very rare items but potentially obtainable if the GM requires it.

Like I said back in the fourth thread, I really like this personification of Yzma. Her rule is very much the rule of a cartoon supervillain rather than a real Noble Dark Villain like most of the rest in this setting, and the PC's dealings with her are bound to be comic: she's sneaky and funny and wacky and you can reason with her and try to trick her, but she's a trickster that you can't trust for anything. Playing along with her schemes in the short term can have long term benefits and potentially gain her as an ally, but it all depends on how much of the old crone you can stand.

Also, I like the idea of Yzma as a consummate mad scientist who has lived for centuries and who's subjects, by now, are crazy chimeric hybrids, statuesque golems and failed experiments.

That patchwork effect is supposed to represent the shifting alliances of the French and Spanish. Ostensibly they are part of Frollo's Catholic realm. However, Catholics don't get on with the Fae and the Fae are running rampant across the region. Any given individual is likely to claim to worship the Fae one second and the Pope the next. It all depends on who asks them and who's around when they're asked.

Hence the realm is very ambiguously defined. Malificent rules much of it but isn't interested in fighting Frollo for it. Frollo claims to rule all of it but isn't willing to acknowledge Malificent's presence in his realm (there are Muslims to crusade against after all).

Say you want to improve your Science, so you can use Atlantean Tech better. It's at rank 2. When your Hope reaches 20, you can make it Rank 3. With 30 Hope you can make it rank 4, and so on.

Completing a goal, or 'Embodying' your ideal, could get you a Wish. A wish can boost one of your Attributes by 1. You can use Hope, but it's 100 Points X Current Level, to move it up.

You can also use Wishes to change the tide. (Re-rolls, have calvary arrive, miraculous escapes, etc. Same deal as Fate Points or Edge or Karma)

So, let's say that Mahrikatoka, our Atlantean engineer has just finished that fight with the Shadowland Raiders.

She'll get 5 hope for surviving. And 1 hope for every Debtor she took out, which is 3. She'll also get 5 hope for having the clever idea of using the floodlights in the mining camp as weapons. That puts her at 13 hope.

She uses 10 hope to turn her Ranged from 1 to 2, so she's a better shot.

However, during the fight, she climbed up one of the broken floodlight towers and fixed it mid-battle. This fulfilled her ideal of 'Fix Things' in the best way, so the GM gives Mahrikatoka a Wish.

She decides not to spend it on her attributes, but keep it. Just in case she ends up in a shadowy place again, and needs to discover that she 'forgot' that she had her flashlight in her coveralls the entire time.

Non-Disney stuff should be kept to the absolute minimum in the core setting. El Dorado fills in a hole in Central America and Princess Mononoke adds some character to Japan. Everything else should be Disney outside of supplementary material.

The way I imagine the firebird is that it essentially acts as the left hand of the spirit realm. If anyone in its territory starts to fuck around a bit too much, starts cutting down too many trees or killing too many animals the firebird comes spewing from the ground. It can pop up anywhere at any time in the spirit realm.
The Charred Lands are the Firebird's roost, though. Unlike the rest of the spirit realm, which is a tranquil and untouched wilderness, the Charred lands are scarred with ash and solidified magma. Mt. Saint Helens is the Firebird's perch, and if you want to find it for whatever reason, it'll be there

Better Put Some Water On That Burn: by spending three (?) points of Heart, you can insult someone so terribly that they are guaranteed to do something stupid, depending on the situation (Charismatic)

Stare Into The Soul: By spending one point of Heart, the character can istantly know everything there is to know regarding a single creature's personality, intentions, attitude and personal philosophy. For the rest of the scene, he can automatically tell if that creature is lying.

Are you sure we want to start including "corrupt protagonists" in place of the villains when the whole premise of this setting is to have the villains achieve their victory conditions?

I'm not saying it shouldn't happen. It absolutely should if it thematically interesting, but they should not outright replace the villains of the story.
