Welcome to the X installment of "Disney Villains Victorious."

Disney Villains Victorious is a new /tg/ homebrew project based on the idea of a world, not entirely unlike our own, in which all the villains from all the Disney animated feature films were not defeated at the ends of their movies but were instead victorious, completing their goals in part or in whole.

It is a world in which Ursula rules the seas, defied only by the uncatchable Pirate Lords and the might of Atlantis and its magitech-toting mercenaries. It is a world where the grasslands and jungles and forests are prowled not only by fearsome primal beasts like Shere Kahn and Scar but also by the ruthless, tireless hunters that stalk them. It is a world where Europe has been divvied up between evil sorcerous queens like Maleficent and mad, inquisitorial clergymen like Frollo, and Dark Gods like Hades and Chernobog, pictured here.

It is not, however, a world completely devoid of courage, heroism or hope. Around the world, the PCs' characters and their allies plot and plan, fight and strive and win their own victories against the villains that would rule them. The time to fight and to be free is now.

Global domination is an eventual goal for a lot of the villains, the ones that aren't all about otherworldly power.
The more aggressive ones like Shan Yu and Ratcliffe might be openly warring without hiding much.
The schemers like Hades, Jafar, Ursula and Dr. Facilier are probably aware of each others' plans, but they still play the game of civility around each other.

The Wild West is, naturally, incapable of having a coherent foreign policy. The border with the Shadowlands is porous, and marked by incessant raiding; the two nations simply slowly shade into each other. There are people and towns who are at once both and neither. Some habits of the Shadowlanders have percolated through into the Wild West; many mark significant debts and duties, such as gang membership, marriage vows, or the mark of the man who saved your life, with tattoos, although they are not magical as they would be in the Shadowlands. (Western habits, unfortunately, have a much harder time penetrating into the hideously structured shadowlands.) Anarchy is total, but society staggers on; the end result looks vaguely like actual libertarianism.
Relationships with Tzekel-Kan are still worse; punitive expeditions in response to raids are frequent, but entire towns simply melt away before the columns can reach them. Almost always, the expeditions return empty-handed, and with less men than they started out with.
Trade with other realms (insofar as they can reach them) is totally unregulated.

Keep up the good fight. Speaking, we might wanna flesh out Eldorado and its rulers, especially if we want to give them a chance against the gun toating west, Yzma's potion monsters and Facilliers shadows.

Also, i do argue that the west does make trade, but via independent ranchers and miners. The Old West was famous for its gold mines and cattle runs, so i reckon that some foolish ranchers might try to do cattledrives to the Hungry denizens of Virginia or more likely DOOMtown or some Gold miners might be willing to get into trade contacts with Eldorado or the Sunless Empire.

This deposed ruler lurks in the court of Scar, imploring the Pridelands to take a vested interest in restoring a Lion ruler in distant England. Scar has little time for the former King but sees nothing wrong with stringing him along. Who knows? Maybe someone will take care of the Horned King and the power vacuum will allow John to reclaim his throne? Scar isn't banking on it but stranger things have happened.

Disgruntled with his relatively tiny realm, the King of Naboombu is desperately searching for a soft target to invade. The fractured state of India looks ripe for some leonine intrusion but the fearsome reputation of Shere Khan has the blustering King scared. He hopes that brokering an alliance with the imposing ruler of the Pridelands will give him the clout he needs to expand and upset the delicate balance of power.

This fierce and deadly warrior is a constant presence in Queen La's court in Western Africa. Known to have a taste for human flesh and an unstable personality, she is feared and respected in equal measure. Her loyalties lie firmly with her Queen but any decisions she makes concerning the her suitors will have considerable ramifications across the African and Indian territories.

Something of an anarchist, this traveller moves freely between Kingdoms causing trouble for the establishment. His chaotic nature and unpredictability make him a constant thorn in various paws and many is the ruler that would like to see his taunting smile snuffed out for good.

Horned King thinks of most of the other villains as surmountable obstacles on his path to apotheosis - the more powerful ones being admittedly quite large obstacles. The exception is Hades, who he harbours a deep, envious hatred for.

He occasionally assaults the lands of the fae, the Pontifex and the Mirror Kingdom as part of a recruitment drive. These have, ironically, helped rebel groups in these area more than they have hindered them, as they kill off guards, inquisitors and faerie warriors. There are some rebel groups who even try to incite Cauldron-Born assaults on areas with large numbers of Royal soldiers.

Well think about the people that live in the west. They are the pioneers, the homesteaders, the outlaws, the independents basically. They are the people who'd rather live free, albeit dangerous lives in the lawless west. They also probably know what the friends are via escapees and the Slim Gang, and understandably, keep them away with little rustic icons and tokens of such, like a Long horn skull or lucky horse shoe over the door to tge house.

Also, consider the landscape of the Old west itself. Its a just miles and miles and miles of either flat prairies or desert, and the sun and moon are always beating down on the land. That leaves little room for the Friends to gain a foothold, compared to the dark swamps and cities of Louisiana. And thats to say nothing of the plain old vast distances between towns and ranches, and the Slim gang who'll go on alert when people start talking about living shadows

Now every time I hear the world I'm going to think about how badass a whole campaign in Black Louisiana would be, evading the shadows, exchanging favors with all the care in the world, entering silently in distilleries and private places to find a good payment for a Friend....

All the whiel voodoo marks appear on your skin every time you get yourself a new debt. And you know that the logner they stay there, the more likely you are to see your own shadow turn on you.

The Sunless Empire has three neighbors: Panama, controlled by Atlantis, Ursula's domain, and the Refuge of the Fair. She desperately wants to expand- she's running out of places to put giant monuments to her own greatness- but all of them pose problems. Atlantis is a no-go- her monsters may be tough, but they're still flesh and bone- even their massed divisions of conventional artillery would shred them. The Refuge of the Fair poses its own difficulties- the monsters she sends over there have an annoying tendency of turning back into humans. So, Ursula it is! Old squid probably won't even notice the loss of a bit of land, she's so obsessed with her oceans.
Trade is nearly nonexistent- there is some, but it all goes through Yzma herself, and is totally focused on things that would be useful for building more monuments. Sultanate illusions, Atlantean earthmovers... but this, too, is crippled a bit by her refusal to part with anything shiny. All gold, all gems, all reserved for the monuments!

The Domain of the Fair is a realm under siege. Nearly every villain wants to snuff it out; Cauldronborn in their skin ships, Jafar's living mirages, bloody constructs from Tzekel-Kan, monsters from Tartarus, monsters from the Sunless Empire, shadows. The Fair have their own powers, but reduced in this cruel, sick world, and they are slowly losing.

Mozenrath has resurrected the PCs using a new spell that makes them nearly good as new, he commands them to join his army to usurp Jafar. Players have to decide if they want to either help the necromancer, or find a way to break free of Mozenrath's control and escape, before he gets them killed...again.

The Slim Gang has paid the PCs to deliver an item to Virginia. Discreetly. Which means they have to get through the Shadowlands, and that item is the type that makes certain individuals very UNfriendly.

The Deposed Prince Hans Westerguard is sending you to Weselton. (Also frozen) In order to reclaim certain items that he needs to help the Southern Isles, so he claims. (This is a basic one, Villain A sends you into Bad Place so you can get MacGuffin. Once you get MacGuffin, you can try and take it for yourself and deliver it to the Blue Fairy/Resistance/Etc.)

An easy way to get out of debt from the Friends? Rescue slaves from the Virginia mines. Too bad the mine you chose is guarded by Atlantean Elites. But the Friends don't accept excuses as payment.

If you wish to set up a trade agreement with the Huns, you have to give tribute. What do they take for acceptable tribute? Tiger skins, monkey pelts, and jaguar feet. Hunting trip!

So you pissed off a Fae, but they thought you were funny. So now you get to see their version of a joke. You wake up naked in the Pridelands. Have fun getting back home!

Calypso, the Bound Goddess of the Sea. Surely she'd fight against those that would claim to her dominion? All you need are the fabled Pieces of Eight, and you can unleash an angry Goddess...that's a good thing, right?

"But you're seeing raiders come up from the Louisiana. I see now, you want me to send troops to defend the mines, don't you."
"Oh no! Of course not; I know that you have far too many concerns for a... small problem in the continental interior. If they were properly armed the Militia could easily defend themselves. That's what I'm here for, if you were to approve a deal in which I could get a small number of your beam weapons w-"
"Out of the question, Governor. We've talked about this already, you know our policy already."
"Yes, but surely for such a dramatic increase in production capability you could consider making an exception just this once?"
"Even the handful of rifles you're asking for represent more than your entire yearly mineral export, Governor Ratcliffe. However, I think we might still be able to make some kind of deal. I'm willing to provide triple the usual investment of floodlights and generators to keep the shadow fiends back. For the more human raiders coming out of the Shadowlands, well, I think I can solve that too. Tell me, Mr. Ratcliffe, have you seen the specifications of our new M2 yet?"

I've got a couple of plot hook ideas too.
Your caravan has been hired by the East India Company to pick up a shipment of crates in Morocco and carry them to Athens, no questions asked. You're being payed far above the going rate, even for a trip into Greece; but you've been told in no uncertain terms that unpleasant things will happen if your contacts in Athens think you've opened the shipment.

You're the crew of one of the Pirate King's ships. Raid cities and villages up and down the coast; dodge cannon, arrows and occasionally blue lightning, and if things get too hairy (or if some of the Sea Witch's minions show up that are too big to handle) have your fairy do her stuff and take to the sky!

Your party discovers an Atlantean special forces team cut off from their extraction on the coast. They promise you safe passage out of whichever hell-hole you currently call them home if you can take a mysterious package to a place of local importance to your overlord and then get them to the coast discreetly.

It's small compared to what they used to have, sure, but it still gives them a near-monopoly on world trade, as the Atlanteans aren't big in the mass shipping business.

Good news! You've got the intel you need to help the Resistance/DotF/Slightly Less Evil to pull off a victory. Bad News! King Ratigan's spy rats have discovered it too! It's a race to deliver the truth and to stop the other.

In Grimhilde's palace, there are mirrors. All of them powerful. Some of them old and cracked. The PCs discover a shard of a mirror. How do they use it's power? Will it corrupt them? And what happens when the Queen wants it back?

The Pontifex's missionaries are bothering Virginians again. Your job is to go and deal with it...or maybe...you want to help start the fires. The enemy of my enemy...

All. You wanted. To do. Was buy. Some Milk. (In DOOMtown...things escalated quickly.)

There are some odd tales about Maleficent. Most are nightmarish. Most are true. However...there's one that doesn't seem to go away. One where she isn't so bad...and has wings. Is this story true? Does it hold Maleficent's weakness? Or are they talking about a different Faerie, with a similar name? Maybe an ally?

There's a group of people who will join the Resistance...but they want one thing first. They live/lived in the lands of the Horned King, and now their loved ones are Cauldronborn. Once those corpses rest, they'll lend their swords to your cause...and they are sorely needed.

The Sunless Empire and the Golden Kingdom of El Dorado have always been at war. Construct vs Potion-legion. One of their upper leaders is tired of fighting, and wants to defect. They have secrets to share. Now all you have to do is get to them before the other side, or their own side, does.

The Pirate Lords cannot be understood outside of the EIC, and vice versa. The EIC are the undisputed masters of shipping. Sure, the Atlanteans may have their submarines and airships, the Sultanate their occasional flying ship or fey path, but all are strictly limited in cargo space; for bulk, you have to go to the EIC. (Atlantis can't do bulk at all; Ursula has forbidden the EIC from carrying Atlantean cargo, as a way of striking back against that bastard Rourke. (She has not, however, banned shipments to Virginia. Ursula's grasp on land geography is not the best.)) They may no longer have quite the carrying capacity they once did, but they have an effective monopoly. The shareholders grow fat.
Except for the Pirate Lords. Swooping out of the sky or unfolding from strange spaces, they strike with overwhelming force and then vanish as swiftly as they arrived, sometimes taking entire ships with them as plunder. Oh, the Pirate Lords strike other targets too, occasionally, but they love nothing more than to torment the EIC. Nothing they've tried to stem the tide of losses has worked as well as they've liked, and they grow increasingly desperate in their search for a way to strike back. However, everyone they've talked to either has no idea on where Neverland is- or know exactly how much that information is worth, and is holding out for a better offer- or simply waiting for the EIC to swallow their pride and beg properly. It's an odd little game of chicken; each player holding out for the best price, while hoping everyone else keeps doing the same thing and doesn't decide to undercut the competition. Do I take the sure thing now, or hold out for a larger payoff- and risk losing it?
The Pirate Lords, of course, are more than happy to lure the EIC into trap after trap with false leads.

A note, on the EIC and Atlantis. The fact that all Atlantis-EIC cargo must be transshipped through Virginia first has made Virginia fairly wealthy, above and beyond what they get from immediate proximity to a major Atlantean holding. It's also made the New York area the second most powerful region in the Republic, after Atlantis itself, thanks to its easy access to foreign raw materials- from Virginia itself, and from the transshipment trade.
The EIC, on its part, looks enviously at the Panama Canal, which they are forbidden to use; instead, they must trek all the way around South Africa. They are currently in talks with Tzekel-Kan to build a second canal through their territory.

From what I've understood gleaning the threads, she's terrifically isolationist and is just as bound to turn you into another piece of ice statuary as she is to send Marshmallow after you to tear you a new asshole. Her sanity may or may not be degrading, or she might just be more like the The Snow Queen from the eponymous Russian fairy tale--not aggressive, but just wishing to be left alone.

Of course, Arrendelle and its surrounding land is rich in, if this world is just like ours, timber and oil. To an enterprising businessman, it would be a massive boon to tap into either/or, better if you could tap into both.

The way I've been thinking of it, there are basically three tiers to atlantean tech. The first tier is the 8000-year-old stuff. It's the best stuff, the most advanced. Then there's the later crystal-tech. This isn't that much far off from the original in power output, but it's bulkier and somewhat breakdown-prone. These actually need maintenance, unlike the original tech. Then there's conventional tech, which is WWI/WWII. The benefit to this is that it doesn't need crystals, which can only be grown slowly, and can legally be traded with other nations, which are largely around the Medieval period.

The general story we've been following is that Elsa was driven mad by grief and guilt after Anna died. There's been talk of her using her snow-life powers to try and bring the frozen citizens back but it hasn't really worked as Elsa wasn't exactly a people expert and the snow-people she made are grim/sad mockeries of real people.

There are people living in Arendelle, but they're on the edges of the place, where the freezing isn't as bad. If you were to send a trade mission it would be to them, not to the queen herself. Not unless some heroes managed to calm her first, anyhow.

Well the Crystal is already hybridized tech. That's the tier where things like a standard looking rifle that shoots lighting would be, or a factory that runs off of a gigantic crystal generator room instead of a power plant.

That said the hook can still be used with very little changes. If that Atlanteans figured out how to replicate the effect of the Leviathan's beam, for example that would be a game changer. It was shown to cut through ships of pretty much any era and in the cut viking opening to the movie also had a "fuckoff huge explosion" mode. Trying to make off with either the prototype or the plans for an Atlantean turbo-beam would make a good adventure.

The PCs get turned into animals. This can be unwillingly, and then the plot is to find a way to turn back. Or they were willingly turned into animals because there's something deep in Beastland territory that they need to get, and it's not accessible to humans.

IMO, Doomtown should exist, but it would be inseparable from the freeway: there are two levels to the world. Up on top it's a monument to consumerism and capitalist greed: outsized super stores, fast food, billboards on top of billboards, etc. Down below the endless maze of bridges and overpasses is the undercity, where the displaced toons and other vagabods have set up a shanty town, scratching out a living from the scraps of the world above.

Doomtown's main hub would be in San Francisco, but would run all along the West Coast, from Los Angeles to Seattle, and it's always expanding, like a living organism.

The Doomroad expands East as far as Vegas, where the flashy consumerism melds with the Wild West to create... well, Vegas. Vegas has become neutral ground for all the various factions, each of them claiming one of the massive Casinos as their own headquarters in Sin City, each thematically appropriate to their own tastes.

We may not want to use real-world Casinos for this, but Hades would likely feel at home in a "Caesar's Palace" analog, Jaffar in something akin to "The Luxor" etc.

What's a fair amount of skill bonus for a trait to give by default? How much is a fair amount if the trait ultimately inconveniences you in some way? Trying to figure out a trait I think we should call "Fourth Stooge": You get a significant bonus to Endurance, BUT you are frequently beset by unfortunate events. Because of your great Endurance, none of these events are capable of actually damaging you and amount to little more than slapstick comedy, even if they ultimately inconvenience you in other ways.

They should provide a bonus between +2 and +4 for a certain subset of rolls. The narrower the criteria, the bigger the bonus. Traits should also not affect stats directly, but instead skills. Stats are harder to increase than skills are.

Elsa has supposedly near-infinite power over ice and snow. It's uncertain what the limits of her powers are, or if they even exist. What is known is that she has amazing powers of creation and destruction. Back when she was calmer, she was capable of constructing castles in a matter of minutes. Nowadays, though, her powers are only used for destruction. Her powers go far beyond conjuring blizzards and ice bolts, though. She has the ability to imbue sentience, or at least an imitation of sentience, to mere snowmen or ice sculptures, and supposedly has an immunity to the cold herself, and has built an army of Snow Golems, or Snowlems, to serve as her minions. As well as that, she can resurrect her victims as what the locals call frostwights - frozen corpses animated by the lingering magic in the ice and cold that killed them. If she can be calmed down, and her grief can be dealt with, she could be a powerful ally to the players. Otherwise, the Ice Queen of Arendelle will show them no mercy.

It depends from kingdom to kingdom, but from what I understand the reasons are as follows:
Atlantis: A small nation with a very good military. Uses blue crystal lasers and the Shield the city has to keep out any sorcerors
Virginia: Provides material to Atlantean industry and gets protection. The Shadowlands are the only one threatening them and that is mostly indebted raiders trying to secure payment for the Friends they owe.
The Old West: Decent technology, relatively small scale neighbors (The aztec styled fellows to the south are interested in sacrifices, not conquest) and a very low population density.
The Pontificate and other Human territories in Europe: The Fairy queens of Europe are too busy fighting each other over every perceived slight to bother with them, Hades' only goal was to conquer Olympus (He already gets the souls of the dead, so why go through all the trouble of taking them a few decades early?) and the Horned King's expansion is checked by both all the goddamn fairies on the continent and the fact that his cauldron mists have to be spread manually by moving the Cauldron into the area

I'd say the Cauldron-mist doesn't spread across water without the Horned King himself actually turning up to magic it across. The mist in Ireland and Northern France is thinner than that in England because it's blocked off by the Irish Sea and the Channel. It can still resurrect things and dead Cauldron-Born, but not as fast or as effectively, and the fey still dislike it. HK rarely gets his bony arse off of his throne.

I think Pixies need some kind of drawback when using human sized objects, even if magic lets them carry them. Okay, I guess we can begin a bit then. For all Beasts, they will have -2 on communication based rolls, size penalties/bonuses, and finally racial bonuses as applicable.

Size: Medium (No idea how size can play into anything right now, but its there when we figure it out.)

Natural Weapons: Slash (No idea on stats for weapons), bite

Racial Traits:
Pounce (Something with first attack, but I don't know how its been decided that something of that sort would work.)
Camouflage- +2 or some other value on Stealth rolls in environments with tall grass or of similar color scheme to the character. Any factors that influence appearance make this bonus go away.

How does this look for a basic Big Cat?

Alright, I actually went ahead and came up with a whole party of characters for a Prydain campaign where Arthur is alive and leading the rebellion (also the tradition of the Round Table began in the rebellion). Each character encountered and was defeated by Arthur, causing them to realize that his is in fact the true and immediately swear fealty to him. They need some fleshing out, but I'll do that later.

We had something for Monster's Inc., like it got corrupted by the evil magics and the Other Side and made the monsters revert to a more primitive form who feed on fear. Once the players had cleared the place out and figured out the tech, either by their own mechanic or by finding one monster who hadn't fallen back, one monster who wasn't noticed much, one ONE-EYED monster who can help, the players could use it as a fast travel hub for their resistance. Well I'd argue it just went totalitarian, kidnapping children from Earth and slowly becoming more and more nationalist, insular and paranoid. Now it exists as an autocratic state ruled by the slimy President Buscemi. It routinely kidnaps children from Earth but is finding that, as the world grows darker, it is harder and harder to scare them efficiently. Facing a power crisis, plans are being set in motion for some sort of invasion in order to harness Earth's energies more directly.

Picture lots of prisons full of terrified children. Nobody knows what happens to them once they get too old to be useful. Boo was the first prisoner and only escaped with the help of a sympathetic monster movement that has long since been quashed underfoot.

She travels the world using the door technology to conduct raids on the Monster Society while also searching for her lost friends.

There's lots of potentially interesting villains there. Ramesses II ruling an Egyptian Empire built on the back of slaves. Lord Victor Quatermaine residing in Australia and vehemently denying rumours that he turns into a savage beast during the full moon. Tai Lung has carved out another Beast Kingdom in China, aided by the industrial machines of Lord Shen. The Frozen North is plagued by Dragons that are beginning to search further and further afield for prey. Ursula's seas team with Great White Sharks led by Don Vito (with Bruce heading up an Australian contingent).

At the very least, handing over some of the huge Hun Empire to Tai Lung has to be worth considering. It would give more options for Beast players as well.

Polymorphed humans would be able to talk to animals, even when they're returned to human form. (See Princess and the Frog, Tia is able to communicate with Louis)

Also, Talk To Animals should be a skill. It's probably a common Shadowlands ability (Facilier was able to do it).

As a little tweak, if while in the West, the Slim Gang does their yodeling trick, then anyone who knows animal speak must make a resist roll or they'll be charmed as well.

We might use other DreamWorks films but for now we are only using what is needed. We need El Dorado because South America has very few Disney movies for that area. Other places don't really have that much of a lack in villains.

Including Tai Lung removes Mulan, including the Vikings could mess up Elsa since giant fire-breathing monsters vs ice, it just messes with too many things we already have. And Tai Lung wouldn't remove the Huns, just take some of their land. They've got plenty of it. I mean, Shan Yu is kind of a bland villain and his presence makes Imperial China a thing of the past. Giving Tai Lung a chunk of South China will add some diversity and give Beast player's another area to occupy outside of Africa and India.

The rest are take it or leave it (expansion material perhaps) but I really think Tai Lung would be a great addition.

Agreed. I also feel like Shan Yu, Hun Dynastic China, the Spiritual Rebellion and Mulan the Undying are more than enough for to keep that region interesting. You might be able to get away with including the dreamworks characters in a tiny mountain enclave as part of a side quest or mini campaign though. Dreamworks properties are going to be used best as subtle flavor and filler, I think.

According to the map, Shan Yu rules over all of China, Japan, N+S Korea, Eastern Russia, Mongolia and Kazakhstan. That's a vast Empire. Surely there's room for Tai Lung to carve out his own, more traditionally Chinese, Kingdom that rivals Shere Khan's Indian power to the West.

What if we snatched some of his Siberian lands and just said 'Here be Dragons'.

Prevent harm blocks attacks made on your person, whether it be cauldronborn sword or Atlantean death laser. Endure blocks social and magical damage, as well as acting like Survival. Chances are good that unless you're the face, you won't need more than one rank in it.
