I like the idea of a few major powers fighting over the world, largely through proxies. I could see Hades empowering Ursula to take the seas away from his Nephew, or the Horned King entering in to a pact with Chernobog. The Americas probably belong, in one way or another, to the Other Side. Most of the disney movies set in the Americas seem to have a more industrialist moral, which works well with their theme.

This whole setting could make for a pretty epic campaign. I doubt even Atlantis-level tech would be able to do much against, say, Chernabog or Hades, but that's not to say you couldn't start fixing shit in small areas and build up resistance as more and more of the world is freed.

Also, it's pretty easy to imagine how even one of the major villains being allowed to succeed would tip the balance in such a way that more and more of them would beat the 'heroes' of their respective stories and thus lead to the world being the way it is.

That's one of the cool things about this in my opinion- you could go a lot of different routes with it.

You could also combine those two ideas- have it start out as a regular fantasy campaign, and once the players figure out what's going on, they could make contact with whoever you decide is going to be trying to fix shit and go from there into trying to liberate what parts of the world you can.

Grimhilde would be the hard-but-very-effective deal in disrupting the power balance. Maleficent would be just the near impossible, but VERY high reward mission.

I think that this setting would make for a pretty amazing nobledark campaign. The world is a horrifying place but there's some hope for it to be fixed. If you start small, weakening and eventually deposing minor villains, you can build up resistance to help topple some of the bigger ones. Sure the cost would be high, and it'd be less MURDERHOBOS and more 'slowly build up a resistance and destabilize the villains until a revolution/overthrow can take place', but it could be pretty amazing if done well. Hell you could even try to play some of the villains against each other; I'd imagine it'd certainly be doable to get a conflict between Grimhilde and Maleficent going, for example.

I feel like she would need some more hardcore magic to keep it up. Facilier's tactics are more of a "let's trick them into playing right into our hands" than an all out attack, but he could just send his shadow demons to assasinate her in her sleep

Facilier doesn't want his Friends to think of double crossing him and go to Hades brcause he's got more souls, and Hades simply does not want those interdimensional horrors near his business. But they probably stick with Facilier because fresh spuls taste better.

That said, I bet Jaffar is just the best in economical power. The desert is always shown to be full of wonders and exotic goods; remember how much shit Alladin had in his Prince Ali disguise? The sultans had more. And Jaffar is above them all

I've really been liking the turnabout that seems to be going on with Imperial President Lyle T. Rourke and the state of Atlantis. While Rourke is clearly a despot who is concerned only with money and glory, he is nowhere near the most unreasonable villain in this world we have created for him. He has the capability for reasonable, rational thought despite his temper, and is surrounded by legitimately good characters like Krystal Kida/the Heart of Atlantis, Milo, Helga, Audrey, Sweet, Mole etc. etc.that will act to rein in his worst attributes somewhat.

Given the fact that they have Atlantean and WWI Era technology at their disposal, shields, golems, mecha, submarines, laser weaponry, magitech bombs, airships and guns aplenty, I would love to see the Lost Empire crew become an "A-Team" of mercenaries traveling the world, conducting covert operations against the villains. Atlantis might actually be poised to do the most good in this world we've created.

This. Chernobog would probably be the culmination of your efforts.
The world is very dark at first, so you'd likely have to start off subtle, destabilizing minor villains and slowly building up a resistance of sorts, gaining allies and power with which to take on progressively bigger bads. How the players plan this sequence would be most likely as important if not more so than their actual exploits. Do something that pisses off the wrong villain, or alerts some villain too soon, or drives two villains together for whatever reason and you could fail. There's lots of choices to be made.

Do you have enough renown or enough to offer to form an alliance with Rourke in Atlantis? Will doing so make you a target for Ursula? Or should you try to depose one of the witches in Europe? Do you go at it head on, or try to turn them against each other?

I think the hardest ones would be Frollo's Paris and Facilier's domains, because one has the Inquisition looking everywhere, and Facilier has his shadow demons which are EVEN BETTER at spionage.

I like to think that under Frollo's rule, every time the bells ring, and it isn't too often, they don't produce a clear beautiful sound, but a deep, groaning wail that you can hardly recognize as a proper bell and even less as the famous bells of Before.

Ringing the bells with pure intention would produce a sound that the world has not heard in decades. The sound of good and hope and light and mercy.

Although I like to think that upon hearing the bells ring as they should for the first time in years, Frollo's spirit would leave his lich body. Maybe something inside him resonated with the bells and reminded him of what he once believed in.

What I mean is, Mister Anon, is that beyond the bells, there is an idea.

A campaign of this would be really interesting in that there could be a huge variety of viable classes. There's a range of types of magic, both medieval and WW1 weapons to fight with (and Atlantean weapons since that becomes available), alchemy, tech to tinker with. Plus stealth would be useful. But a lit of less-used areas of expertise would also make for viable characters. You could be a firebrand adept at stirring up resistance among the oppressed. Or someone with expert knowledge of one of the many kinds of obscure magical/technical phenomena, kind of like Milo Thatch, using your knowledge to find the weaknesses of enemies or hide allies. Or a tactician, able to plan engagements or figure out where it's best to strike next. There's a lot of options that could all be pretty great.

I think that the crux of the matter is that, even though Hans is a proper villain and certainly has his place in this setting, the prospect of having an Ice Queen who's actions are motivated by grief and madness, and who can possibly be rehabilitated is more interesting and dynamic than Hans' political and economic motivations for ruling Arrendell. Disney films have plenty of scheming princes and advisors to choose from, but only one ice witch queen with a guilt complex and cataclysmic powers.

Because in this setting, YHWH isn't all powerful: he's part of a multitude of other gods. In The Prince of Egypt, the clerics of Egypt were charlatans with no power, but that's not true in this setting: the Egyptian pantheon is as real and viable as YHWH, and so Moses wouldn't have simply been able to play the "I have a God and you don't" card quite so easily.

I would imagine that Moses is around and wandering in the desert with the desert nomad Jews, just waiting to join up with The Party and free his people. He could easily be a PC, a cleric of YHWH.

At first I didn't care for the idea, but now I actually think that this would really work as a "sequel" of sorts to the original not-earth setting, a separate or expansion universe including every space-based or ultra-modern Disney property.

in the Prydain books the Cauldronborn were unkillable, not just unfazeable. The only things that could stop them would be explosions that tear them apart and other types of magic.

Here we are. Diverged a little bit from the theme of American gumption and into more saber rattling. As I wrote it I imagined this would be not long before Atlantis began sending out special forces types, since its supposed to be their first trip. Also, I find listening to Sousa's marches really helps get into the feeling.

Greetings my fellow Atlanteans. It is with no small amount of pride that I am broadcasting today from the launching of the AUS Liberty, the first ship to be produced by this Great Nation in over three millenia. This fine vessel, based upon the original Ulysses that brought my crew here and refined with Atlantean technology represents not only a new era of Atlantean global power but also the union between our peoples.

Combining the ancient knowledge of the Atlantean people with American ingenuity, grit and no small measure of good old fashioned elbow grease we have created a ship without equal; and this is only the beginning my fellow Atlanteans. The age of this City being kept in the shadows by an aged and foolish aristocracy is over. No more will we cower at our own shadows, or those cast upon us by the tyrants of the world! Speaking of mechanics, I'd like to see something along the lines of "The King is the Land".

Each territory gains some feats from its ruler - so Elsa's kingdom is wrecked by ice, but in case it gets taken over by, say, Ursula, the land over time becomes a stormy nightmare where the water itself is trying to kill you while spying for its master. Then the monsters start adapting to it.

Kinda like a possible strategy element, in case people decide to play as the villains and some sort of Europa Universalis hybrid pops up.

Goals would depend on where you are, surely. In Arrendele you want to either help Elsa, or straight up murder her, I like the idea of a group of PCs who don't know for sure how the others plan on solving the problem. For Frollo's France you'd want to try and either cause a revolution against the church and there are a few ways of doing that. Could also try and set leaders against each other, incite a crusade against Jaffa, or a jihad against Frollo/Grimhilde. Imagine aiding Gaston against Scar and Sher Khan.

I imagine Slavic PCs have a higher mortality rate than Call of Cthulhu PCs though

Unrelated, I did some work ages ago for a local TCG company that was basically Magic but rooted in Slavic myth. There was a territory which was owned by Chernobog, and it was a dead wasteland since he, Morana and a couple other gods of evil, frost and darkness set kip there, and everything was undead or demonic. So this reminds me of that stuff.

Also on an another note, Chernobog didn't actually exist as a Slavic deity, because German scholars made him up. They heard a local curse (basically "go to hell", but roughly translated it's "go to the Black God"). So they thought it's a reference to some evil god the Slavs were afraid of and made the god up.

That's really silly. I really like >>36021559's implied idea. Monsters in the factory go feral if overexposed to Evil and it was eventually abandoned. All that remains are feral monsters with the bare ideas as to how to work the machines to feed their newfound hunger for fear. A chance for Evil to strike from anywhere and an opportunity for good to shine through, should they clear out the factory and make it an expressway and hub for the various resistances.
