Mortals. The ever-necessary cog in the wheel that is the Spirit World. Mortals feed the Spirit World with Belief which turns into Ectoplasm, the energy source for Spirits like you.

This is where you come in, a Spectre who is in charge of gathering belief in the paranormal. As a being of pure ectoplasm, you were never part of the Material World, and so you cannot manifest directly without using a tremendous amount of energy. Often times this would use more energy than it gained, which is bad for business.

This is why The Bureau of Paranormal Activity has assigned you Haunters, ghosts and entities who can more easily access the Material Plane. Its your job to use these Haunters to gather belief while keeping certain mortals in the dark about your existence. It wouldn't do well to bring a horde of Ghost Busters or Psychic Mediums to hunt you and put you all in jars.

When we last left our Haunting, we'd recently filled our contract: haunt the family out of their recently-moved in house by making them think that the previous owner still lingered after committing suicide in a bathtub.

You managed to stick relatively close to the Water and Blood fetters you were assigned, though it was an exercise in ingenuity since you opted to save your gold plasm and not rent specific haunters. However, it seems that you managed to pull through, and even added two new Haunters to your roster:

Dream Eater, the Sandman and Nixie, the River Spirit.

This brings your total number of Haunters to five, and you dimissed them back to the Haunted Mansion, your base of operations. You look over the now-deserted house filled with water, bits of plaster, and chunky bits of cranberry sauce. Another successful haunting.

And that's why they call you The Spectre Supreme.

Gold Plasm is used for various extracurricular transactions within the Bureau and as well as raising your Haunter's Ranks and it can be spent to teach your Haunters new tricks.

You decide to venture back to the Haunted Mansion before you report back on your mission. It was always good to have a little debrief before facing the desk skeletons.

A quick jaunt of your energy and the word seems to spin around you, your essence drifting along the aetheric winds and you come to standing before a familiar, condemned building. No living soul would dare set a foot inside, the structure looking as if it would collapse any minute. Still, the dead have no need to fear mortal building codes, so you venture your consciousness and see where your Haunters are.

You send out a pulse from your consciousness over the aetheric winds, summoning your haunters to you. Hector arrives first, leaning on a pool cue, not from any real need to, considering he doesn't have any mass, but most likely a habbit retained from his living days.

“You called, Boss?” he says inquisitively. “Bit early for another mission, isn't it?”
“I don't think he's even been to the Bureau, Hector.” Gail says in her wispy manner as she manifests above you.

A chittering, clacking sound rings out as Skitter the ectospider climbs out of the attic window and starts down the building to join the others.

Nixie, the river mermaid, and Dream Eater, the impish sandman, are close to follow, a bit behind the others.

“Sorry for the hold up, was trying to find a good place to rest my head.” Dream says as he hops up.
“This place has a wonderful little well in the back grounds.” Nixie says, arriving last. “I do think I'm going to like it here.”

You gesture for Nixie to go first. The river spirit nods and floats forward.
“I am, of course, Nixie. I am a spirit of the river, I have been since long before humans built their aqueducts and artificial tributaries. Not that I'm reminiscing of a time before then, no. Humans with their wonderful pipes ensure the water of the rivers run to quench even the most parched of soils. I spent my days drifting along with the waters of the river until I found myself trapped in that pool. The breath of the water was stifled with chemicals and treatments, I had no way to return to the natural cycle of rain. Until you came along, that is. I thank you all for your efforts, and it would be an honor to aid you in your task.”

Nixie gives a bit of a bow. “So, what's your specialty, Nixie?” Hector asks.

“The waters of the ground obey my influence.” she answers. There's a deep rumbling and two jets of water spray out of the ground, the two streams arced above Nixie's head. It looked rather tasteful, like a fountain, before the water died down. “I can also have the waters lie for you...”

It seems you found yourself a Hydrokinetic.

Her fetter is a little limiting, but if that last mission was any indicator, we can probably have Hector set her up a fetter by plugging some drains or turning on some faucets. We can have gale do a decent puddle job outside with a quick downpour as well, so we can have her active pretty much anywhere.

Shame she doesn't know Gore, but maybe once we have her leveled up a bit.

You nod at Nixie and she returns back to her previous position among the gathering. You turn to Dream Eater, and the impish spirit hobbles forth. He moves in a sort of skipping motion, his spindly little legs giving a hop while his leathery wings beat to get as much distance as possible between each lurch.

“Demons like me don't have names.” Dream Eater started. The rest of your ghosts backpedal the slightest bit. Demons weren't dead entities, though they were much like spirits in the way of subsisting on ectoplasm, but that's where the similarity ends. Demons were beings from a dark corner of the spirit world, The Shadow.

In the same way that Skitter's mother was the primordial manifestation of mortal's fear of insects, spiders, and general creepy crawlies, it was accepted that The Shadow was the manifestation of mortal's fears of the darkness and all that lies within. Demons were rare to find this far out of The Shadow, and Haunters often regarded them with disdain at worst, suspicion at best. Not that you could blame them, of course. Demons were notorious for dragging spirits into that shadowy maw, never to be seen again. How lucky for you that this one was in your debt. As a Haunter freed by you, he was currently subsisting on your plasm band. If he acted hostile, all you had to do was cut plasm to him and he would be rendered an inert spirit without the slightest bit of power. Then he would start to starve...

“Relax, relax. I ain't that kinda demon.” Dream replied to the general reaction. “The witches who summoned me had this sort of... prophecy, I guess. I guess they wanted this one little girl to join their coven. Something about a chosen one. They summoned me and bound me to her toy doll... yeah, THAT one. I was to give her these prophetic and cryptic dreams, so that one day when the kid was all grown up, the witches could show up and explain away all of the craziness that they themselves had seeded. What they didn't expect was for the girl to make friends with some medium before they could show up. Some upstart little wiccan-raised goth wannabe witch became her friend. She saw me for what I was.”

“So the last I remember, these two do some sort of binding ritual on the toy, trapping me inside. I would have escaped if the coven hadn't chained me to that damnable bear. So I was trapped in that stupid toy. They put me in a bag and ran off somewhere. They didn't want to destroy my prison, because they were afraid I was gonna come back, and they didn't want to try and get rid of me personally because ain't no way to little wet behind the ears teenage girls are gonna exorcise a demon. So they went to an empty house, etched those markings on the nails, and pinned me to the damned wall. Time... sort of, passes by in a blur after that. Not sure how long I was stuck there. Nobody ever bothers to look behind walls, and I was too trapped to make any noise.”

Dream Eater trails off. “...So that's my story. I'm a Dream haunter. I can give people nightmares, or make their dreams sweet. I can make people fall asleep, or keep them awake. If you wittle down their willpower enough, I can even control them while they're in a twilight state.”

Ah, see, these are somewhat more restrictive fetters. The fact that he can bind to people and put people to sleep really gives him a leg up on most sandmen, but sleepers are a very weird type of mortal to haunt. I get the feeling Dream is mostly going to be used more for his ability to communicate with mortals and less for his ability to actually spook.

You watch as Dream Eater moves back, having finished his introduction, though you notice that the other Haunters have started to give him a bit more space. They don't speak out loud their discomfort, considering you've seemed to accept him into your midst. If you trust him, they'll work with him without complaint.

“Now that we're all acquainted.” you start in, “I just wanted to say good job on our last haunting. It was suboptimal conditions, but we managed to hit all the key points. It just goes to show that we work well as a team, and if we put our heads together, there's nothing we can't do. We welcome Nixie and Dream Eater to be new members as part of our team, which only makes us more prepared no matter what our assignment is. I want you all to just relax and enjoy your downtime until we get our next mission. And once again, a fine job from all.”

You watch as they acknowledge you and disperse to their respective hangouts.

You decide to pay one of your haunter's a visit. Specifically, a certain wind elemental that is expecting a favor from you. You manifest your consciousness directly on the roof of the building and spot Gale floating about the air currents above the mansion.

“I have come to a decision.” you say. She floats down, her form a bit flightier than usual. “Y-Yes?” she says, her voice airier than usual.

“I will be recommending you for a Rank Up when I go to the Bureau today.”

A wide smile appears in the wind elemental's formless face. It's hard to see, but you've known her long enough to tell when she is happy. The wind currents pick up, but they are light and breezy, a sign of her elation. “Thank you, Spectre. I will do my best not do disappoint you.”

“How are you back so fast? You've barely been gone a day!”

Mortimer fails to give an expression, taking the file on the Haunting from you and looking it over with seeming disdain. You note that it could be a result of his skeletal visage, but he seems to heave with a forced-sounding laugh. “Hardy har har...” he looks at you stoically with his skull. “You're so clever.”

“Well,” he continues, “You'd know that though you might have technically accomplished the mission, you still showed a clear lack of judgment when you chose to face the mission without accounting for the proper haunters. No, instead of preparing like you're taught in Ghost Master one-oh-blasted-one, you just rush in headlong without any thought whatsoever. And in the process, I see that you nearly scared away the family before all of the fetters were accounted for! This was blind, stupid luck, Spectre. I just hope you can come to your senses before your luck runs out. Not every haunting will be able to be accomplished using stage smoke...”

The desk skeleton turns back and starts typing away at the computer with bony hands.

Freeing spirits merited a one hundred gold plasm reward for each one you register with the Bureau. Registering spirits will allow other Ghost Masters to rent Haunters from you for gold plasm. However, you're wondering if you should enter Dream Eater into the registry, as you would be required to divulge his status as a demon for the public eye to see. Registering Dream Eater will cause your reputation to fall for consorting with demons. You certainly aren't the only Ghost Master to consort with their kind, but you will be looked down on by the more "purist" of Spirits.

Tell him the two new spirits are being stubborn but talkative. Haven't gotten them toa gree to anything yet. Seek out Bloody Mary and ask her advice and for her secrecy as our favor. Shows that we're good with favors, don't ask too much and all that. She may be more likely to drop the favor word more often later.
Dream eater would be very helpful for longer hauntings, lay some brilliant ground work for later scares or if we need to get someone to move somewhere/do something.

Several options cross your mind, but you ultimately decide that the stigma of working with demons is something you're not too concerned with. Dream Eater is in your debt, and hiding your dealings would only lead to a headache.

“Standard fare, Mortimer. One river spirit...” you say, sliding over Nixie's file. “...and one Dream Demon.” you say, noticing the skeleton pause for a second.
“Demon? How polarizing.” Mortimer muses. “All right, two hundred for the registries. Three hundred for the Class two Haunting... anything else you wish to claim?”

Unfortunately, there was no madness collected during the Haunting, and the routine nature of the event did not warrant any mitigating circumstances. You shake your head. “No, Mortimer. Just the two spirits and the class two.” you answer.

“Very well, five hundred gold plasm is the payout. I'll just need you to sign here.” the desk skeleton pushes the closeout papers toward you. You reach out and leave your aetheric print on the contract, and the skeleton pulls it back. “The plasm will be transferred to your band as soon as I get these filed.”

“Thank you, Mortimer.” you answer.

“Now, are you prepared for your next contract?”

+500 Gold Plasm! You now have 700 GP.

If there is communication with The Shadow, it's above your pay grade.

You've heard of demons working with the Bureau, but nothing about them being stuck forever. You'd have to talk with someone higher up to ascertain that kind of information.

Also, Haunters can refuse assignments from anyone other than their current Ghost Master, so its not like Dream Eater would be pulled into doing anything he doesn't want to do, except by you.

“Open cases. Not official Hauntings, but broad-spectrum assignments that can wait until your business is concluded. Let's see... we've got an unofficial Haunting of a non-sanctioned spook. The Bureau wants you to go investigate what's causing all the ruckus. Aaaaaand over here, we've got a recruiting mission. Seems we've got a high-profile Haunter the Bureau wants freed. Neither mission pays very much, but you'll get something for your trouble, and there's absolutely no timetable.”

“The unofficial Hauntings have left several mortals in psyche wards. It's flooding the area with plasm and madness, but it's also consuming energy at an alarming rate. Your job is to go in, find out what is making so much noise, and either recruit it to our side so we can put it to work making all that madness and plasm for us, and/or get it to stop being so overt in what it's doing, because it's attracting a LOT of heat. We're almost wary of sending anyone in there because of the frequency of the mediums and spirit talkers going to investigate. So far, all of the mortals have ended up either running far away or committed to the local psyche wards. But it's only a matter of time before a body turns up or one of the mediums manage to contain it.”

“On the other end, the Bureau found a beacon to call up a bad spook. The file's got all the steps, but they want a promising young Ghost Master to go to the site, perform the necessary steps, and call the Tooth Fairy herself. Now, I'm not talking about the little spritely girl in a see-through dress that leaves money under kid's pillow. No, this girl is a psycho. Ex-dentist that was driven insane. Had all her teeth torn out, gruesome stuff. Gonna take more than a can of cranberry sauce to call her up, but the Bureau wants her. Massive body horror fetter with a plasm band the likes of which we only see on the most powerful spooks. If your interested, you better have a strong stomach.”

You look over the files before reaching over and pull the investigation case toward you. “I'll take this one.” you say.

“Excellent, I'll draw up the paperwork while you're gone.” Mortimer answers. “Just glad to finally get that case off of my desk...”

You thank the desk skeleton and with the file in hand, you rise to your feet. “If there is nothing else, then?” you ask. Mortimer looks up. “You'll be taking all five of your team, then?”

Having already decided to wait until Gale was done with her trials to start your mission, you nod.
“Yes, my entire team.”
“Very well, I have nothing else.”

You bid the desk skeleton fare well and head out of the office and back into the spectral hallway.

You walk into the Council Registration Chamber. There sits another desk skeleton. Through another door would be the Council, the ghosts responsible for billions of units of plasm. Bloody Mary, The Lady in White, The Headless Horseman, Mr. Tepes, The Woman of Greenbrier, Nan Tuck, and La Llorna. They oversaw the workings of many things in the Bureau, and were the sole voting factor when it came to increasing a Spirit's Rank. If they had to have a rank, it would be somewhere around 12. A few ranks more powerful than the top Haunters, but not quite as much as a spirit like Arachne.

“I'd like to request a Rank Up for one of my Haunters.” you say.
“Name?” answers the desk skeleton.

“Gale, a wind elemental under Ghost Master 161.”
“Wasn't she recently recommended for a Rank Up?”

You nod. “Yes, but she has since then proven herself capable. I wish to recommend her again.”
The skeleton looks up, “Very well. I'll need the deposit.”

You hand over a vial of Gold Plasm. (-400 GP! You now have 300 GP)
The Council did not like to have their time wasted, so they instilled a plasm-based fee of recommending Haunters for Rank Ups as a way of paying them for their trouble. You thank the desk skeleton and turn away.

You decide to spend some time in the library to do a bit of research while the trials are going on, researching your next haunting location.... a certain district in the mortal city of Chicago. Odd. You peruse through the spiritual records, but find only records of small time local Haunters. There doesn't seem to be anything local that should be capable of stirring up that much trouble. Of course, there's always a spectre that's too gorged on plasm to stop feeding. A sort of spiritual frenzy isn't unheard of. Still, it's no wonder the investigation is open.

Still, as you mill about the record library, Gale is off attempting to prove that she is worthy of ranking up to Rank 5.

I'm working on a game of averages. Players roll a certain number of dice and the average is added to the base roll against a certain percentage. If you get higher than the percentage DC, the trial is completed. If not, your Haunter has failed.

There are also bonuses and penalties, considering if you decided to do a mission first, Gale would be fatigued and suffer a penalty on her roll.

The average bonus is her "trainer bonus" reflecting how well you've prepared her for a test.

You finish what little research you manage to do and wander back after the trials would be completed. They're a timed affair, so you're confident that the verdict would be out by now. You wander back toward the Council Chamber and see Gale emerging from the adjacent office, positively brimming with plasm. She turns to you and you see her smile again. She seems radiant and you notice the aetheric winds even stir with her glee. “I passed! They said I demonstrated an average ability, but it's enough to pass!”

“Congratulations! I knew you could do it.” you say. She beams with delight at your approval, and you continue. “So what's your new band feel like?”

“Wonderful!” she says as the aether winds pick up again for a brief moment, responding to the elementals emotions. “And that... well, that's what I needed to talk to you about. I have two options open to me, and I need you to give me some advice. I can either focus on the more subtle applications of my powers, which would give me a finer control over my existing abilities and allow me to bind and manipulate in a wider spectrum... or do I just concentrate on seeing how I can fit this new plasm into my current array?”

>Tell Gale to concentrate on her focus, allowing her to bind to the air indoors as well as out. This training will allow her to perform various indoor wind manipulations such as summoning stormclouds, effectively allowing her to create weather inside of buildings.

Those are both amazing for building belief. I think the former is probably going to be of more use to us though. A ghost with the fetters of "Any Indoor" and "Any Outdoor" is a ghost who will see a lot of use.

You think for a moment, debating which use you would get more out of. Eventually, you decided specialization would be better for her. “Concentrate on application.” you say. “You've been of great use with your specialty so far, so the more you can do with that, the better.”

Gale nods, still smiling. “I trust your judgment, Ghost Master.”

“Return to the Mansion.” you say. “Gather everyone.”
You hold up your file. “We're going to Chicago, The Windy City, as it were.”

Gale gives an air laugh, but nods again. “It will be done.”
The air elemental demanifests, drifting off along the aetheric wind.

You follow suit, demanifesting and heading in the opposite direction to scout the area, wondering exactly what you'll find. As you speed along the Spirit Realm, the air grows heavy with saturated plasm. Hopefully you won't have to look too hard to see what's causing it... and hopefully your team will be able to handle it.

But that's why you're the Spectre Supreme, isn't it?
