Okay, so, here's a semi-serious assessment.

BB and whoever the Villainbot AI is are both nothing more than poorly-programmed assessment computers. They assess the good and the bad of each individual in the 'organization' and from there reward certain behavior ala $$$$.

All the money in the city runs through these two programs, one designed to encourage positive behavior, the other designed to encourage negative behavior, all the while both of them constantly assessing and reassessing the strengths and weaknesses of the individuals, and ranking them accordingly.

For something so difficult to rank as which power is better, they do a surprisingly competent job of it, all told. Even Rena and her resourcefulness was appropriately ranked up into S-Class, and she's proven worthy of the rank with her charisma, social prowess, and skill with rock throwing.

The big question is, who programmed them? They're clearly both derivative of the same design, literally just one value different (One supporting good, the other supporting bad), so it's logical to think the same person designed them both. The question of 'whodunit' is the one we want to answer.

We should change it such that villains have to submit their evil schemes/heists in advance and have them approved by the VA. The VA then contacts the HA, who pairs the villain with a hero (or heroes) with comparable strength and experience.

Any casualties whatsoever equals no payment to either party.

Furthermore, no more getting shanghai'd into the HA or VA. Volunteers only and they have to have to be approved by both the VA and HA, since this is a cooperative effort.
