So basically, the moon was broken apart while it was habitable.

Then magic kept all of the shards together, and we got one of them which contained a Necropolis sustained by magic, which kept out the waters of the reef.

Then the Necropolis is slowly fading, so we have to mend it to keep the place from flooding. Right?

A few spells blood magic can do, just suggestions for OP.
rune binding. Can trap enemies in a rune and prevent them from escaping it, or curse them in some manner.

Liquid communication; two identical blood runes can be used regardless of distance to pass messages

Blood portal; create a portal between two points to pass through

Blood summoning; summon blood golems tied to the summoner. Different shapes, different strengths.

Blood manipulation; boil your enemies' blood, fatal blood freeze, explode blood outward of the body,

Blood consumption; to heal yourself quickly at the cost of the donor's blood and life span

We could classify blood magic as 3-4 sub-schools. Summoning, curse runes, and aggressive blood manipulation (boil, explosion), and research each at a time.

That's a good amount of blood bags, but it only covered our current cap. We need more blood bags to increase our numbers. Perhaps we should attempt a night raid to grab more from their homes. The lower class of any village not only live on the sidelines of a town, but they also have less protection. We should aim for those.
