The question then is how you want the merged state governed. You don't need extra governors to represent yourself as you can appoint and dismiss them personally. If you want a governance council (possibly even elected, leaving you the power to dismiss it) either to dilute individual power or to provide a broader range of opinions, that's possible. A single governor (and staff which he hires and appoints) mediates between the various mayors and makes sure the region gets what they need.
If the mayors feel that the governor is doing a poor job, they may appeal to the central government to audit the governor's work quality and if needed replace him

You get the feeling that Arail would rather remain on the front-lines, or perhaps merely defending Darlesia, but Glynn would be thrilled with the position.

If you were to choose from the Gendarmes, it would probably be Trielle or Phillias. Phillias knows how to manage territory and Neir was the one who took on that knowledge best, but she won't touch it with a ten-foot pole. That leaves Trielle who, unlike Pia and Adele, took to non-martial talents quite well.

Tobias is traditionally a noble ruling qutie a bit of land so would be a good fit.

Popular figures may not have the slightest clue what they're doing but would keep order high.

Phillias is an excellent commander. His fighting skills aren't much better than your best mage-knights but he's got more experience in commanding thousands of troops than every other commander in your army.

Of course, he's also the most experienced person to be governor as he used to manage a few provinces in the RSK.

I will be honest, I thought the whole "determine exact state size" and "exact number of governors" and "name governor" parts rather dry and I would have preferred to just gloss over those parts. Especially considering that we only have 3 out of 84 cities. this can get very tedious very fast. Or just force us to create ever larger states just to minimize the amount of people we need to personally vote for.

The rest of the stuff was necessary for us to go through though and was very productive.

The rest of the day passes uneventfully as both dragons are still recovering. You receive a report that the crowds mostly calmed down, though they’re all waiting to see who you announce to be the grandmaster of the Order of the Griffin. You still want it to be Lynn but you’ll need to see to that dragon problem before announcing it.

You don’t find the time to check up on your feldragon bodyguard, however. Instead you find yourself greeting an old friend and his family.

Phillias Gendarme is a bear of a man, just as tall as yourself but twice the width. Only a fool would call him fat, though, or somebody who wants to be bench-pressed in front of his peers. His bushy moustache bristles as he grins at you, stretching his arms wide.

“Talon,” he bellows.

“Phill,” you return, the two of you greeting each other with a comical bear-hug.

Breaking away and gesturing towards his family behind him, Phillias says, “You already know my daughters and son but I believe Pia and Trielle were unmarried when you last met.”

“That they were,” you mumble, vividly remembering doing things with them you wouldn’t normally do with married women.

Pia steps up first, as tall and lithe as always. If she were any taller she’d tower above you but as is she makes no different an impression than Gnome or Karise, apart from having less assets. She gives you a brief curtsy before introducing her bowing husband.

“This is my husband, Sir Terrence,” she says. “You might even remember him.”

“I certainly remember you, Gen-, Imperator,” Terrence says, looking sharp. “I actually campaigned under you for some time. We won a lot of battles I feared would be lost, and lost less badly than expected in the others.”

It figures that Pia would marry a knight, you figure. Her pride would allow nothing less than a man capable of guarding her back. It also wouldn’t let her marry a man more capable than herself. Terrence is almost certainly a capable fighter but nothing on the spear-wielding Pia. She’d taught you a lot about using pole-arms when you’d campaigned with her.

Trielle introduced herself now, giving you a slightly more revealing curtsy, with the cut of her dress making her cleavage very obvious. You’re glad Sarah isn’t here as she might get jealous.

“Baron Travon is my husband, though his barony isn’t much now,” she says, her voice teasing.

Travon gives her a dirty look before turning to you. Not much of a fighter but you suspect he can balance books. “I governed Highmeet until recently, Imperator.”

Your eyebrows shoot up. This was a surprise. “I’m surprised to see you moving here then.”

He shrugs. “Highmeet doesn’t really exist anymore, Imperator. The olive plantations that were its source of wealth are no more and the people have fled. There’s more light here than mewling about the north of the RSK under Falwick, at least.”

You’d heard about the destruction of several of the RSK’s olive plantations from Marcus recently. It was a good opportunity for you to seize on once you take Farun, what with the recent embargo in the RSK on olive oil exports. That was a matter you could bring up with Travon and Marcus at another time.

For now you need to deal with the fact you can’t hold introducing the Gendarmes to the rest of your cabinet over breakfast. Things might get dangerous.

You decide to actively ignore the possibility that your sleeping with most of the women in the dining room may cause some tension. It is surprisingly easy, as they all appear to get along quite well. As a friendly family of nobles from the RSK, the Gendarmes have little difficulty blending in with those members of your cabinet present today. You even manage to enjoy the sight of Adele teasing Finn and Agor gawping at Taira’s tails.

Mal makes a sound of discontent next to you. “I can’t believe you’re getting away with it.”

“With what?” you ask your friend.

“You have literally slept with almost every woman in this room and nobody seems to care,’ he says, glaring at you.

“There should be a crime,” Vad mutters as he overhears it. Meanwhile, the rest of the banquet goes on without a hitch.

Right up until Taira slinks her arms around you. “So, are they part of your harem, too?”

It would have been fine if Salamander and Trielle hadn’t wandered past, talking about archery.

That’s probably the closest you can get to the swearing of fealty by a noble who still has ties to his old land and people. You find it curious that Fenix granted them permission. You doubt that the old monster will let his plans falter in any way even after you refuse his earlier offer. He probably expected it. You’ll need to keep an eye on the RSK, you figure.

Alright that's exactly what I figured it did. Going to suggest we build some bastions(kind of like the ones in Attack on Titan) instead of an entirely new wall. Bit quicker and they serve good purpose.

The Termina one isn't too surprising. Conquest is typically easier than negotiation and the smaller factions are easy to conquer. Plus, it'll be more exciting.

It basically depends on who you're willing to spare for it. They'll get a fair bit of experience with the right support. At the same time, sending along too many at once will weaken the gains - this sort of training favours small units rather than an army.

The main reason to get his troops blooded is for the coming battles when he'll have to use every advantage he can get. At that point I imagine experience is going to be more important to Talon's forces than numbers (since he's going to be majorly outnumbered in almost all foreseeable major engagements).

Is there a safe way to increase experience with mock battles or is that covered under normal training? I was thinking that if Talon does sit back he may do some mock battles using the sisters etc to get his forces used to fighting very powerful foes. Out of all of them, the flashback threads will be the most important. As most of the people involved haven't actually been introduced or talked about in-quest, I have a lot of liberty regarding what happens to them. That way, whatever happens in the flashback can still have lasting results in the present even if Talon can't die.

It'd need a lot of research. Items that actually generate usable magic aren't common - most provide barely a trickle of magic. Just like with storing magic, your best bet is research into pattens and constructs as they're the most likely domain of magic to have ever needed this sort of thing.

There are obviously some genuinely dangerous assassins, though. You fought one at the start of the quest. You've met one of the League's best. Malataine has their Greycloaks, which are killing machines (even if Sala thinks they're not as dangerous anymore).

Alright so this is my proposition for future Harrowmont expansion post Noble District and Mage Tower expansion.

Though creating an entirely new wall is a solid idea it will certainly take a long time. The Bastions proposed are meant to take slightly less time and provide a quick boost for population/room/economic installations.

First is the expanded Residential District that would include a location for Ren's Foxes should they decide to move to Harrowmont proper. No Gatehouse as it is unnecessary from the outside and would likely be highly defensible and capable of cutting off the flanks of the enemies.

As an aside, the Bastions themselves are designed for that purpose. They sit out and give a larger range for our AAs and Battlemages while entirely cutting the flanks of the enemies and forcing them inwards, thus a more congregated mass of soldiers with less formation. Any siege of Harrowmont would necessity the taking of the bastions as bypassing them only leads to strong hold outs for the defenders to rally from. This fact coupled with their general defensibility makes them a bitch for any attacking force both pre and post 3rd wall.

Second is the Transit District, designed to be a welcoming area for the Merchant's District it would allow room for the small town forming below Harrowmont to move in and large amounts of Hotels, Inns, smaller businesses to move into and make some decent cashflow. This is of course given a Gatehouse as the current Merchant's District has to help thru traffic and will likely be weaker for it and thus will need a heavier guard/better defense.

Both the 1st and 2nd District are proposed shorter term projects that I assume Gnome, Bartom, and our Structural Mages could handle in about 1/3 of the time it would take to create the 3rd wall. They provide the room necessary to house new acquisitions and their defense will come in handy even when the third wall is constructed.

So yeah, I'm kind of into castle design and stuff like that.

That reminds me. I've had to retcon the size of the Harrowmont residential district. It now holds about 15k people - room for approximately 6000 soldiers and their families. I think this was what I intended but wrote it down wrong.

In that case Bastion 1 would be simply a Residential District expansion and location for new Mage Towers, Knightly Order Towers and Ranger Towers once we burn the room in the Noble District.

Vad's technically part of Ren's clan. With that said, he was adopted into it as he grew up in Gauron (which didn't really have clans until they moved here).

He's got a few centuries under his belt. Fought in quite a few wars and battles in both Gauron and Pharos. So yeah, pretty experienced but it's spread out and across different areas of warfare. He's basically an all-rounder general that can also kick serious ass with his tails.

I ask because I remember you mentioned how surprised you were at everyone wanting to take alyce and reject his, even though there was a lot of popularity to his offer when it was made

Well, yea. I really like his offer when it was made. But I don't feel we are ready for it any time soon, would prefer if it was slightly altered in some way. and he explicitly told us we have years to decide. So, not going for it right now seemed the most sensible thing to do, with a "maybe do it in a couple of years" as an option.

So we have Parras who is skilled at sieges. Arail who is good with raids and the likes and a all around general. Sounds like a good group to me.

Though thinking on it how good would you rate Finn's potential as a general? Right now he seems kind of easy to fluster but with some experience will he be like full on general potential? Or does he work better leading small squads?

I think Fenix's offer hinges on us doing the preliminary work to quickly slot into "the guy" when it all comes crashing down. We have years, but those years would be spent winning over allies, diplomacy and cutting out rebels like Falwick early.

So while we will be able to go in years later and take over, it will be entirely on our own as the multiple new factions will be dug in already with no relations to Talon.

The alliance decisions were short term decisions to provide long term results where we did the work to provide results.

Neither feldragon nor godknight uplifting was done by a group of mages
Feldragon uplifting was invented by a single dragon called the font of eternity, who uplifted some dragons, no one else can do it. Although that one dragon we killed in the pop figured it out as well
Lord uplifting was developed by ember, who uplifted two others, and then the three of them did the god knight uplifting. so you have only 3 people who can do it

in either case its not "groups of mages" or "common" or "easy" but an incredibly rare knowledge/skill.

Lords method of getting astral is unknown. The god knights are though the process but you kind of need Astral to start that process so they kind of couldn't have just used astral without having the process done in that case.

Feldragon had a civil war leading to all but two dying. I assume they had more then just some to lead to that.

I meant more that the skill was rare anyway.

Even if you refused, Fenix wouldn't accept it. He's happy to bide his time for now. With that said, anything you get off him would be different later than accepting it now, simply because things will rapidly change. What you could do by slotting into the royal court now is different to if you do after, say, Falwick declares open rebellion.

Finn's potnetial is in the training. Same as Lynn's. Both could be competent commanders. Leadership I would put them on the same level as Arail and Parras but its the specialities you want to develop.

Definitely do it. Keeps us all on the same page about who is who and does what, while also gives us options we can slot Finn, Lynn, etc. into without the grey area.

That would be nice just for being able to find the generals faster. Right now they are kind of spread out though the NPC listing.

Though stating would be a good idea for the generals that tend to be badass. Like Parras doesn't seem to be worth stating due to being pretty average. A dragon or something I would suggest stating.

My stat blocks are catered towards people being really powerful which skews things a bit.

Not having a skill at all means you're just an average joe.

Skill O means you have at least some experience. This is where somebody with basic training and experience falls.

Skill I means you're pretty competent at it. Veteran soldiers, most competent athletes etc. This is where Arail and Parras fall for Leadership.

Skill II means you're excellent at it. Most people cannot go any further than this. This is special forces, Olympic athletes etc. Phillias and Talon are here (thoguh you're due for a bump soon).

Skill III means you're amazingly good. World-class skill and talent. This would be Falwick.

Skill IV is practically otherworldly talent. Probably the Archangels and Great Knight Garynth.

Foxes got genocided in Pharos, Dragons are apparently so hated that any attempt to form their own nation would result in the lot of them getting slaughtered, non-humans aren't allowed to join mage towers as anyhing but familiars etc...

I think its like an enchanter vs a transmuter
A transmuter has massive amounts of inherent powers and can instinctively change the world
An enchanter manipulates external power and this requires a lot of study and practice and provides weaker results overall.
Similarly the monks use astral power externally, they gather it from the world (as do foxes, but foxes are specialized created beings that can do so on a massive scale)
Astral beings on the other hand handle astral power the same way a transmuter handles sorcerous power

They might be Fae in mortal bodies for all we know, or half-angels, or a natural but rare kind of human born with astral power, similar to how some are sorcerors and some aren't.

Not really. That was more a case of one clan basically trying to seize power by wiping out the other clans.

The draconic kingdom was not exactly nice to others, either. Many people who have power wouldn't want to see such a powerful race regain that sort of power. Then there's factions such as the radicals in the Mage Guard, the Lords and Malataine who just dislike non-humans.

Mage towers are for mages. Gnome says the rules are there for historical reasons to prevent mage towers basically hogging familiars and the like. Most non-humans can become familiars so it was mostly to prevent the biggest towers keeping the small towers down (by declaring, say, that all elementals in the city are under their tower's protection).

This sort of rule has probably transformed into a feeling of superiority for the mages over non-humans. Made worse by the fact that humans are absurdly populous compared to most other races after Kushan smashed up the elves and dwarves, and evocation means they have powerful magic widespread throughout their race (also thanks to Kushan).

How would mage towers react to another race founding their own tower? The Tower of Shadow (or scales for dragons, stone for dwarves, w/e). I'd sorta like to see someone explain to Larios that really, he can't be a Magester because he isn't human.

Well, the towers can remain towers.
The towers are primarily about politics and power, not about teaching. The vast majority of mages don't belong to a tower.

So, nothing is stopping us from making some sort of... academy. open to everyone. Heck, it can easily focus on the study of the interspecies interactions of magic methods, ways to hybridize them, counter, etc

Also, remember that each race has their own thing that they do. The foxes do the 4th tail ritual, the elves do the tattoos on their slave-warriors caste, the monks do their own thing, etc.

The fact is, a mixed classroom is very highly limited for mages beause they can't teach each other. A dragon can't teach a human or an elf or a dwarf, their magics are different.

an research and learning center designed specifically for the development of harmonic interactions of multiple different magic sources would be a beneficial thing to have. You can't make every mage tower be one, it just wont work. But having just one of those in the capital could prove useful.

That may work somewhat. I would suggest placing it in Harrowmont after Talon Bonds some POPs though. A bigger issue is that each one probably has their own magic secrets they don't want to share.
