Well, Guardsman, it helps to know that even if I weren't to wear this hat, The foe would likely know where I am. Every race has its own means of doing this, but obviously yelling at undisciplined or weaker-willed troops tends to make one stand out. Second, this varies between Commissars. I happened to find that such a hat would draw attention to me from enemies, the better for killing them, and it draws attention from my troops, the better to let them know that there is a price for insubordination.

Something similar happened to me on a Crusade in Segmentum Pacificus, actually.

One of our most notable commissars, with a record of absolute courage and fearlessness under fire, and a record of kills and victories long enough to stretch back to Holy Terra, wound up being revealed as a servant of the Blood God, earning his victories through drawing upon the Warp for strength.

It really shook up everyone from the grunts to the high command, and we dithered for almost a year slaughtering his subordinates, who had spread heresy throughout their commands. Turns out, you can kill a lot of orks, and look like heroes, by calling on demons to keep you going.

Their big plan was to do so well in the Emperor's service that they might be called to Holy Terra to receive some sort of reward, and by infiltrating, attack the Emperor himself. Failing that, they'd try to strike at our high command and wreck the entire Crusade.

I count my blessings every day that my commander was one of those who broke the news of the heresy, or I might have been taken in.
