Welcome to Academy City. The time is probably morning now, the weather is stale, and the date is probably August 29.

You are ‘Kyril Torikov’, ‘Level 2’ Telekinetic Child Error and you were in jail. It was a small cell of eight by eight metres. There were no loose objects, just a sink, a throne and a bunk. Hell, even the pillow was really just a raised bit of solid sheet of metal that made up the bunk. You wished you had a blanket. The air conditioning maintained a comfortable temperature but you still wanted a blanket. Of the four walls, one was bullet proof glass that depicted a pretty much empty white corridor. According to your jailors it was a temporary holding facility before they moved you to a more permanent residence. You don’t actually know where it was and why you weren’t there already. Maybe it was something to do with that deal you made with that old lady yesterday. Now that you thought about it, you didn’t actually manage to catch her name.

Speaking of the devil, she was sitting on a bench opposite of your cell. She had arrived a few minutes ago. It seemed she wanted you to start the conversation. You couldn’t explain her silent staring otherwise. She was giving you time, time to think of something to say. While you had been stuck in a cell for you don’t know many hours now. There wasn’t a clock you could use. With the time you had, your mind had been hard at work ruminating on various worries. The fact that you were going to serve time was going to affect your relationships. You don’t think Kaoru would have a very opinion of you now, let alone Sparky. But what about Last Order? Who was going to take care of her now? What of Asuka, and her family? Then you realised it was probably the kind of mind games they would be playing to break you. To what end you did not know but the silence was uncomfortable.

You stared back. If that was how she wanted to play it, you might as well indulge her. Besides it’s been so long since you’ve had a staring contest. That got her attention. She blinked.

“This isn’t a game,” she said.

You smiled.

“Have my value rating?” you asked.

“For some reason, they think you still are,” she replied, “I do not know why.”

She got up and moved closer to your cell.

“Where’s my sister?” you asked another question.

“Who knows? I expect she will want to pay you a visit before you are put under lock and key,” she shrugged, “And trust me, you will be for a very long time yet.”

“But that doesn’t explain why you’re here,” you pointed out.

“It is all very simple. I am here to inform you of the reality of your situation. Given our rapport, I have been made in to a simple messenger once again though admittedly I would have volunteered anyway. But now I digress,” she shifted tone, “Right now, you may as well be dead. When you enter the Reformatory you will never leave. Even if you do, you would be a changed man. Your time will taint everything you held dear and everything you love.”

“So I work it off huh?” you mused.

“That is a given,” she confirmed, “Officially you will be held permanently in solitary confinement. In actuality, we have thing we need you to do. You will have no name, you will have no record, and you will have no choice.”

She paused. Maybe she wanted to let it sink in but you had a feeling it was for something else.

“Are you saying I have a choice now,” you asked.

“Maybe you do, maybe you don’t. All I know that security is lax during transportation,” she smiled, “but that’s just between you and me.”

With that said, she left promptly. You would fall back on the bunk to digest her words and their meaning if you didn’t hear another set of footsteps coming down the hall.

“I told you I wasn’t a hero,” you sighed, “I break the law all the time. It never really seemed important to me, especially if I had to do so to help others, like Nunotaba. In fact I’m sure Kaoru here’s right jealous I haven’t broken the law for her yet. Then again she does work for Judgement.”

“I am beholden to help those in need, to protect those who cannot help themselves. Judgement just so happens to facilitate that,” she corrected, “And yes, I am only slightly jealous.”

Misaka was regarded as "Talented" by which I mean easy to power level. We don't really know how long the others took to get to Level 5.

How fast you level is a combination of mental instability and how far AC is willing to go (and how much they're willing to invest) to make you level.
If it was genetics, the Misaka Sisters would have all leveled just like Misaka did.
But it's a mental thing- by giving the sisters their hivemind, they removed any chance of them reaching level 5 like the original did, because they didn't have the right Personal Reality.

Sparky turned to you.

You really shouldn’t be surprised that Asuka was so swiftly released from the hospital. Then again it had been a day, according the guards, so that was more than enough time for her to have recovered. She probably didn’t visit earlier because she just got released from the hospital. She came in alone, carrying a box. The Dean was not with her.

“Good afternoon dear,” she sat down on the bench, “I take it you are well.”

You only smiled at that, though you eyed the box in her hand. She noticed it too.

“Oh this? This is cake,” she opened the box, “I wanted to give it to you but the guards insisted I did not feed you.”

It was a nice round cake, probably a pound, or two, in size. The frosting was white and red. Strawberries adorned it. There was a sign stuck in the middle made of two types of chocolate. It read, “Congratulations on your incarceration.” Now you were hungry.

“Which is a shame but I shall do the next best thing,” she continued, “I shall eat it for you.”

Thus she produced a plastic fork and removed a slice. You noticed something metallic stuck inside the cake. It was a file.

“Oh I forgot about that,” she mock admitted, “Academy City’s cells don’t have bars on them. But tell me, did you enjoy that joy ride of yours as much as I will enjoy this cake?”

“On one hand, it’s was a giant robot,” you finally answered, “On the other? Well.”

You gestured around your cell. Asuka grabbed a bite.

With a wave, Tadakuni moved over to you and Sagara moved away. It looked you were taking turns talking to each other. You it was probably to throw off suspicion. Tadakuni didn’t really have much to say. Neither did Kyousuke. At least you now knew that Nakazawa’s project went up a few spots in the rankings. Better than nothing you supposed. Once your friends left, the lights dimmed.

You sat in your cell for hours. The only break in it was dinner. The green soy-based dish wasn’t terrible, even if it was kind of tasteless. Eventually though, they came for you. Heavy booted footfalls carried along the empty halls. Your arms and legs were restrained before they placed a helmet that blinded and deafened you on your head. It didn’t look like they were taking chances. You had felt them secure it around your neck. There were four guards. Two of them helped you stumble about before they tossed you in to a vehicle of some sort.

It rumbled on for a while before finally coming to a stop. That was when you felt the restraints coming undone and the helmet lifted. Your eyes didn’t need to adjust to a night time street in Academy City. The guards that were escorting you were dead, their throats slit. Beside them was a familiar figure, though this time he looked like he was in gear. It was Toulour.

“Well, fancy meeting you here,” he greeted.

“You owe me a story about my mother,” you noted.

“I do, hop in, we’ll talk on the way,” he gestured to a car.

It was an old Chevrolet but you didn’t get to read its model as you were kind of in a hurry.

“Your gun’s in the glove compartment but the way,” Toulour said as he started up the engine.

True to his word, a familiar M1911 laid waiting, along with a few mags and a shoulder holster. He shifted in to gear, driving off in to the night. Now began the first leg of your journey.
