No he became docile when he realized he couldn't get to a large population center because they don't live on a big island or near a city like Honolulu.

Since he literally can't swim/has a phobia of water he was stranded so his programming was overwritten and he calmed down over time.

Considering that Plasma weaponry is pretty common, pretty well on common fights. They use non warp FTL, and seem pretty darn advanced when it comes to robotics and the such. FTL seems like its nearly instantaneous, but causes huge EMPs

Hover tech and assault craft are also pretty established.

As far as covenant goes, their energy weapons just arent focussed enough to do more than stun him. Needlers, though. HA HA no, necrons, tryanids, chaos and orks can never have a long standing alliance with anything, the only way for any form of that would be for the first 3 to be wiped out entirely, and the orks given there own space where they can krump stuff for eternity, with constant watch on them to make sure they don't get out of hand.

I have seen characters that would be able to take him, but thats elder vampires and werewolves, and some few mages. Containing him would be relatively easy, and Tzimisce couldnt just glom him due to his immunity to all diseases. But there are the guys who survive nukes to the face, run faster than jet fighters by RAW, and can punch hard enough to blow up buildings. Any experienced vampire of fifth or below generation would probably incapacitate him, assuming we are talking about fighty vamps instead of Ventrue, who win much more easily.
The werewolves dont have the firepower to handle him untill they start getting epic fetishes and sixth level gifts, but after that they should be able to deal with him easily. This is ignoring the fact that they have one of the only safe methods of quarantining him.
And mages wouldnt require much to deal with him as they see fit, but they couldnt do it easily by raw attack power.
