Of course you don't need a big world to run a story, a big world is many stories in one, which is always much more than a single protagonist needs to see. Though I believe it's more your own experience with issues where its been taken too far and lost the more important individual character perspective, which is all I can think of that would turn a solid setting into a kingdom management sim if it hadn't been in mind for it from the start. The QM/DM decides how much is used or seen after all, and as far as DMing goes I know for sure that only a tenth of the world needs to exist and the rest can be half assed notes as long as you can improvise.

I've actually thought about how to make battles like that hype, you gotta have presentation, surprise, danger and shit going down. It would boost it quite a lot that the characters in the thick of the fight aren't just redshirts or rookies, the audience actually cares about them and will want to get them back to base in one piece.

And of course, it wouldn't be all battles all the time. The only problem I'm seeing is that massive tactical blunders or poorly balanced encounters could take it to either grimdark territory or result in too much fiating which would gnaw at the credibility of the enemy in the eyes of the players.

If I can't read more than 3 lines of the quest without thinking 'holy fuck, I hate this guy' they probably aren't a very likeable person. It's not like the 'trolling' of a quest happens in isolation either, plenty of people hate stuff for perfectly valid reasons. Saying their opinions are subjective and wrong just raises the issue that the quest is only subjectively good for someone that likes that kind of trash.
