The demons spread throughout Sweden before the government can erect a military cordon and start individually causing all sorts of trouble, sometimes because of malevolence but sometimes just because of unfamiliarity with this world and its rules. The authorities of Hell notice the missing population and diplomatic pressure and/or the threat of invasion is brought to bear on mortal authorities for the return of those demons still held up in Sweden. Meanwhile, hunters are dispatched to track down the escapees, without consulting anyone on Earth. Because they're not trying to hide, the hunters are much more cavalier about death and destruction than the fleeing demons.

Time travel is basically one step above "it was all just a dream" in terms of copouts. It also eliminates the feeling that there are any other consequences in the game - as soon as you add in the ability to un-fuck the situation, there's no real tension.

I like the idea of Heaven getting involved, though. Hell, don't even worry about petitioning them - give your players some time to come up with solutions, involving working with their authorities, and just when everything seems settled, Angels in business suits with briefcases and very stern expressions.

Do you know what that phrase means? It's how much you understand what you're reading. They perfectly understood that you don't like the randomness of dice rolls in determining outcomes. It's just that simple.

Individual attacks and skill checks and crits over time determine an outcome, and if the dice fail you consistently all night, then that's randomness (or "fate" in the case of a story) determining an outcome.

Thinking of this setting more as a real game, and less just wacky fun, I see the demons causing problems, but largely out of misunderstandings, frustration, or similar stuff.

Sure some are outright evil, and some are assholes who want to fuck with people, but most demons hate those guys (so basically like any group of people). Most demons are just displaced, traumatized, and from a strange culture.

There is however, a lot of room for rational, well intentioned conflict within the demons and between demons and people, and lots of rooms for accidents, misunderstandings, and the sort of stupid conflicts that come up whenever you have interaction.

It would be a really fun setting, one I'd love to free form at some point

The way I'd handle it is that Hell is basically a penal colony, only no one is born there, everyone was sent there for something they did. So yes, everyone did something evil.

But people can change, people can have regrets. It's been a long time, and the ones who came through are those that suffered the most. Going from how the premise has been developed, the ones that came through were the lowly, the suffering, the gate was closed before (most of) the Warlords, petty tyrants, destroyers and bosses got through.

I'm the anon who suggested a divided between those who regret there sin and are trying to start fresh, and those who are still set in their ways. I think that's a good source of conflict.

People can also be enraptured by Angels which basically means that they feel the the immeasurable power of G_d attenuated through the Angel. As a rule, 2* Angels can channel less of this power than 1* Angels unless charged otherwise by G_d.
These enraptured are usually either devout or faithless and are given a duty by G_d, communicated through the Angel. It is rare to be enraptured by an Angel and not given a Duty, even rarer is it for the Angel you have been enraptured by to fuck off and not communicate with you in any way whatsoever.

Heaven and Hell and Earth were bound by a pact. That neither would intersect upon the other (Mostly as a Rule of God to allow people to decide whether to be good or evil without definitive proof of punishment/reward). Once Hell broke this Heaven broke it too as a way to keep the equilibrium (Angels on Earth opposing Demons on Earth).

If a human souls enters Hell it becomes a Secondary Demon since Hell was designed for eternal torture of everyone who entered it, and it only accepts those who deserve it.

Of course, eventually other 1* Demons noticed this and waged war on Satan-Lucifer. He turned Hell against his enemies but was eventually defeated and deposed and another 1* Demon took his place and the title of Satan. He was called Satan-Beelzebub.
Only 1* Demons can become a Satan since they can be considered the lowest of the low by Hell itself.

First and foremost, it is called crafting a Pact, second, the human must initiate the pact, third, if the Pact is crafted with either party in any unwilling then the will of G_d himself will strike them both down.

He/She can do whatever they want, but if the Demon says do this then they can either choose to do so or have the choice taken from them. If pacted by a 2* Demon then they are able to channel the infernal energies of the Demon they pacted with. 3* Demons are basically 2* Demons except for the fact that when an Angel or someone enraptured by one comes into contact with them they feel sorrow without end, a mere fraction of a fraction of the Sorrow felt by G_d.

Hell itself is basically a prison created by God to hold the inevitable filth that would result from his creation until the day that they could be redeemed. This asylum Demon thing is NOT how G_d wanted this to turn out. But he'll take it as it comes.
Hell itself is sentient because it IS G_d himself. G_d is both the realms of Heaven and Hell. But because he crafted the realm of Hell instead of being born into it as Heaven he was created as Hell with some arbitrary laws of reality. This is what allowed Hell to change from a holding area for G_d's rejects to a place of endless torture. It is also what allowed Demons to escape it.

One thing I do with the In Nomine setting that I love a lot is make a very clear divide between the Fallen (former angels who became demons) and the Hellborn (demons who came into existence AS demons, and have never known Heaven), creating an ever-greater rift between the 'old' and new generations, regardless of when they were formed or Fell, in that the Fallen generally have a very ill and static outlook that focuses on taking down Heaven.

Whereas the Hellborn, mostly, only know the misery of Hell and see earth as this awesome place to be, and care less for ancient vendetta and more for a good mai tai and a week at the beach where the sand DOESN'T set you on fire. Creating good tension between those who hate/destroy and want Apocalypse, and those who don't give a shit and rather postpone it forever.

Basically those who go 'I fucked, and I'm so so sorry' (the damned all did something to deserve hell). For them Earth is a reprieve a chance to redeem themselves.

They feel that no one has the right to judge them. They have their pride, their freedom. They see Earth as what they deserve, or at least a step towards it (those who want to take heaven).

It is an archaic body, which has been followed by the Talmudic laws. The Torah is the root of these, but the Talmud is the body of endless Rabbinic debate and interpretation which gives it (arguably) substance.

On game note, I really really don't like giving out clear simplistic universal answers to complex questions in my games, which could be when dealing with angels and demons. So my idea for a solution is that despite the emergence, the answers still aren't there.

Angels (if we decide to have them), don't answer questions, or at least not clearly. I really like the idea of the angels (if present) being weird, and unrelatable, mainly observing and only interfering in seemingly near random cases. No answers there.
