You are the PRODUCER, a former soldier hired to manage a group of teenage girls on their rise to stardom, assuming they don't get killed in the process!

It's been roughly a week since now. You and your idols have basically been running ragged trying to prepare for today's event, which would require your idols to split up on 3 simultaneous missions. Ushiyama had been tireless in drilling Rin, Niko, and Cole in the new routines, while the girls assigned to the drug bust trained endlessly at the MOUT course preparing for combat.

You felt a bit bad for Cole though, having to balance her training between performance and combat throughout the week. Maybe you should make it up to her sometime.

Nevertheless, you had your own little mission to handle. You were sitting in a Hyperion VTOL shipping you to the Pandora Maximum Security Prison, where Hyperion's massive prison concert was planned to take place. Mr. Blake had invited you to come observe the preparations and spot any potential security concerns.

You look out the window and gasp. Even though you were still quite a ways out, you could clearly make out the skyline of the prison. It was literally a miniature city in itself.

"We'll be landing in five minutes." The pilot announces. "Please remain seated and engage safety restraints."

You smile and shake your head as you cut the connection. Finally, the VTOL makes a landing and you're ushered out.

"Unfortunately, Mr. Blake has been delayed." One of the guards grunts. "He will be here shortly. You can wait in the main lobby."

Well, regardless of how badly they were treated in prison, the prisoners still had visitation rights, even if they were highly restricted. There was a section of the prison set aside for visiting civilians, though found it was no less heavily guarded and fortified as the rest of the prisoner. Guards were liberally spread across the room, eying each and every visitor suspiciously. Cameras and sentry guns also kept vigilant watch.

"E-Excuse me, you are the Producer, right?" You see a rather meek girly cautiously approach you.

"Yes? Do you have business with me?" You raise an eyebrow.

"Erm, well, yes." She nods. "Can we talk?"

You notice her eying all of the security measures very carefully. Whatever she had in mind, it was not something she would be proud of doing.

"Just a second." Melissa says, catching a dealer's fist that was aimed for her and then casually crushing it between her mechanical fingers.

Meanwhile Rochelle quickly takes a deep breath as she sifts through all the new sensor data she's getting.

The law enforcement apparatus is chartered by a city, county, or regional authority acting under the auspices of the larger, governing state body: ie, the City of Los Angeles has its city charter granted by the state of California that legally recognizes LA as existing, providing all the handy benefits that brings (representation in Sacramento, etc).

This is the local authority-level we’re dealing with, aka “smokey,” “5-0,” “bear,” etc. These cops operate, legally, within the established law enforcement structure of the existing city (in our case, Delta City). They have the authority to conduct searches based on warrants, make arrests based on evidence gathered from those warranted searches, etc.

It’s a pretty common trope in cyberpunk literature/fiction/etc to represent the banality of decrepitude of modern society by having the actual police work/constabulary/etc contracted/out sourced out to another, separate private corporation/entity.

...Clover isn’t one of those companies. Clover is an idol company that engages in mercenary work for profit or benefit. They have no standing in the law enforcement community.

Thanks to the majesty of the Constitution, the Bill of Rights, and a few choice other amendments (13th is pretty great), the private citizen is entitled to a vast and sweeping array of protections against the abuses of the feds and the staties. Things like “due process,” and “trial in front of jury of peers,” and such are no doubt familiar to you. That 13th part is important, because it means that states have to comply with all the other amendments too. Total bitch for states, who up until then got to do essentially whatever they wanted by shouting out “10th! 10th! Fuck off, pigs, 10th!”

So, back to smokey. He now is responsible for following bullshit ideas like “due process,” meaning that he has to perform all his actions in good faith, in compliance with both federal (privacy rulings, etc) and his local state and city rulings (what his actual job is (see: difference between highway patrol and a sheriff and a regular uniformed officer). So that means that Smokey’s playing with a pretty limited set of rules, which is why you’ve no doubt watched your local nightly news about people doing naughty things and then being let off - most of the time that’s because an officer working that case did a bad and fucked up the entire investigation/arrest, leading to evidence being thrown out, which is then reflected by a jury or judge verdict.

Clover isn’t acting under or through the powers of a city, and it certainly hasn’t been given any sort of credentials or licensing or permissions or any other synonym that make it function like a law enforcement office - this means that everything Clover does is considered, legally, perpetrated by a private citizen - a private citizen who does NOT have the power to conduct arrests, or investigations, or anything resembling actual police work.

If you punched out a guy who you saw beating his life, and left him tied up in front of a station, he’d be the victim, because you just assaulted him, kidnapped him, and a whole host of other naughty things people aren’t allowed to do to each other.

To bring it back to the situation at hand: Clover isn’t acting through or on behalf of the local law enforcement agency, it’s “community service.” Clover has no standing to conduct police operations because they aren’t police at all - they’re just vigilantes “helping,” out.

This means that while the drug dealers are actually no doubt doing all sorts of illegal things it actually doesn’t matter because it’s not any sort of lawful law enforcement agencies/personnel doing the work.

If Rochelle were to have kneecapped him and left him for dead with smack in his pockets and the real police came around, he’d be able to lawyer up so hard he’d take Delta City for all its worth in the following settlement suit because there IS no due process, no protection from cruel and unusual punishment (getting kneecapped by some bitch with a gun), or anything else he’s entitled to if the actual popo did the busts.

It would be a pretty big shit shoot if any of the drug guys were arrested. They'd be able to sue the police for shit like "unlawful incarceration" stemming from there being no actual police work holding them, and they'd also probably be able to get some incidental charges (probably stuff like police brutality claims, maybe some racial stuff).

The big part is that they'd be able to sue CLOVER over this incident for all sorts of things like assault, battery, (attempted) murder, etc.

What's more is that since this isn't an act by a recognized law enforcement unit, the popo would probably (maybe, maybe not - it's still cyberpunk where police departments are regularly bought off wholesale) launch an investigation against/into Clover regarding the incident.

The reason why the upkeep is so high this time is because it's tripled. Upkeep applies on a per mission basis. So that's $2400 deducted from your total per mission.

The M224 does NOT count as a heavy weapon, but it comes damn close.

Shotguns as a whole are a very specialized weapon, with their biggest advantages being rather cheap to obtain and can load specialized shells. Other than that they see limited use as actual combat weapons.

I'm not sure if you're from /vg/ or not, but when you talk about -real- shotguns, they have some serious advantages.

Things like long-range stopping power with slug ammo, smartlinked airbursting microgrenades (frag-3 irl), taser rounds for nonlethal solutions, and they're still fully automatic.

Video Game Shotguns are terrible and awful and have poisoned an entire generation of people against respecting an actually good weapons system.

Probably should've stated this before, but all the Idols have already received nanomachine injections, which is how they can communicate with the Producer on the network. The nanomachines a very cheap and low maintenance, only having to be replaced every few months.

Only the designated "commander" can use Harbinger's direct control ability or delegate another person registered on the network to use it. You can only control 1 person at a time.indefinitely.

There's no built in safeguards for how or when you get to take direct control. Commander essentially has the power to do whatever he wants with it.
