The year is 1938. The Great War has long past and now is the time for innovation, exploration and adventure.

Throughout the world, airships are now common sights, airplanes have become the flying car, and high speed trains rule the transportation industry. Men and women of derring-do travel the world in search of ancient artifacts and long-thought extinct animals. Technology becomes almost indistinguishable from the magic that exists in the world.

But not all is right. In the ruins of post-war Germany, a new power rises led under the banner of Adolf Hitler, threatening to destroy the balance of the world. To the far east, Imperial Japan expands and slaughters its way through China. Air pirates dominate the skies and prey upon the lifeblood which now flows through the air. The occult and the mysterious strike terror and fear into the hearts of many.

That’s where you come in.

The Magical Girls come from a mysterious background, nobody knows where they come from or who they are. All that’s known is that they are powerful beings brimming with magic.

You are Magical Girl Liberty, fifteen year old Christine “Chris” Hunter.

“This is so boring,” says your co-worker, Sumire Kawanishi (AKA Magical Girl Lightning).

Your travels after the incident at Whitmore’s Mansion have taken you to this small one horse town on the coast of the Western Sahara. Apparently, Mr. Joanes’ notes have led him here to an acquaintance of his who might know where to go next. Thusly, you’re all in the rather seedy bar. It’s hot, sweaty, and you, Sumire, and Rana Scott (AKA Magical Girl Bomber) are sitting at the bar.

At a table in a shady corner, Mr. Joanes discusses the topic with his associate, a dark skinned man in white rags and the like. Usual folk out here in North Africa.

“It’s so hot!” says Rana as she fans herself with a bit of paper. Kirby rests on her shoulder. The three of you had to forego your usual outfits in favor of lighter shirts and skirts. The key is to not draw attention to yourself so as to guard Mr. Joanes from any interlopers.

Unfortunately, you’re failing quite heavily in that regard, you pretty much have the attention of all able-bodied men who haven’t seen a young girl in ages inside the bar.

Sumire says, “I’m getting real sick of this. I’m being paid to fight, not to guard things.”

You say, “Sumire, just count your blessings. At least the SSO pays you.”

“Hmph.” Sumire crosses her arms, frowning. “I go where the money flows I suppose.” She holds up a finger, saying, “And I believe that-“

You feel a pistol being shoved into the back of your head. The three of you freeze a bit as armed men point their guns at you.

“Sumire!” yells someone. It’s a girl, your age actually. She shoves through the armed men and yells at her, “What are you doing back here!? I thought I told you to stay out of North Africa!”

You glare at Sumire, with your eyes saying “Who the hell is this, solve this now you idiot.”

Sumire looks at you, then to the girl. This girl is Sumire’ height, dark skin and dark hair, wrapped up in a typical pilot’s garb, holstered on her thigh is a C96 Mauser. Must be another Magical Girl. In this day and age, it’s quite common for people to rally around Magical Girls and found pirate gangs or security companies. You really hope it’s the latter for this one.

Sumire takes on a confused expression, then speaks in her native Japanese at the girl, apparently asking a question.

The girl narrows her eyes, placing her hands on her hips, unamused. She swears back at Sumire in Japanese.

“Ah,” says Sumire. “I see you remember-“

“I remember a lot of things, Sumire,” says the girl. “One of many being the 500,000 Dollar debt you owe me for all the damage to my company.”

Your eye twitches. “500,000 Dollars!?” you angrily whisper at Sumire.

The girl looks at you curiously, then glares back at Sumire. “That’s right.” She counts off the expenses on her fingers. “Let’s see, we have three destroyed Devastators and four destroyed Warhawks.”

Sumire shrugs. “They were in the way.”

“One burnt up Security zeppelin in the Mediterranean.”

“That one was an accident.”

“Thirty men killed.”

“… that was collateral damage.”

The girl grits her teeth, getting angrier by the second. “AND- I should mention that you also stole several thousand dollars worth of cash from my company too! And now I see you on my turf, with these two girls and that stupid looking cat! Who the hell are they anyway? Did you turn to prostitution on top of being a mercenary?”

You say, “My name is Christine Hunter. The other one’s Rana Scott. We don’t want any trouble. First off, who are you?”

“My name is Jeanine Deladrier, head of the Siren Security Company in North Africa.” She jabs Sumire in the chest. “And I am here to collect since Sumire was so kind to show her face!”

You say, “Look, Jeanine. This is a bit much you know? We’re actually kind of busy.”

Jeanine scoffs. “What’s so important that I can’t collect my hard-earned money from Miss Blows-up-everything-in-her-path-and-leaves-me-for-nothing.”

“Just that we can’t pay your money now, but maybe later, right now, Sumire is part of a very special mission that involves having to beat the Nazis.”

She looks over at Sumire, quirking her brow. “Is this true?” Sumire is about to say something but Jeanine says, “Wait. What am I thinking asking Sumire if this is true.”

Rana says, “It’s true.”

You lean to the right a bit, Mr. Joanes and his associate are right where you need them to be. Good.

“Hm…” Jeanine rubs her chin, pensive. “Eh… I suppose I’ll let you go this one time. Sumire.”

Sumire grins. “Great! So does-“ Jeanine grabs Sumire’s hair and shoves her Mauser into her face.

“But only because I hate Nazis more than I hate you! I swear to god, if I find you on my turf again, I will not hesitate to shake you down for every dollar, yen, or whatever the hell kind of currency you Japs use! You get me?!”

Sumire’s grin is one of nervousness. She can only nod in agreement. With that, Jeanine lets go of her hair. “Ow…”

Jeanine holsters her Mauser then looks at you. “If I were you, I wouldn’t trust this girl as far as I could throw her.”

“Duty noted,” you say as Jeanine and her goons walk out of the bar. Once they’re gone, you look at Sumire, still rubbing at her hair. “What did you do?”

Sumire says, “Lots of things. Occasionally I get hired to help Security companies. That’s how it goes you know?”

You nod. “Quite surprised the collateral damage hasn’t set in yet then.”

“Oh, it will,” says Sumire.

You point your finger at Sumire. “Well, you-“ You blink then look past Sumire.

Mr. Joanes is gone, his associate is lying facefirst on the table. You quickly stand up and run over to him, pulling him up. Damn it, he’s dead. Where the hell is Mr. Joanes? They couldn’t have gone out the front.

The three of you bust down the back door down into the alley. You look over to see an Sdk.Fz. 9 roll away onto the main street.

Nazis.

“Girls!” you yell.

Sumire grins. “Finally, action!” All of you transform right then and there.

You hop onto one of the low rooftops and start following after that giant halftrack. Lightning and Bomber follow up after you.

As you run, you look down into the street. That halftrack has joined a convoy of other trucks and even a Panzer II speeding down the street. All of the trucks are filled with soldiers and troopers familiar to you: The Magisch Korps.

The truck directly next to you is filled with a squad of twelve Storm Elite with machine guns. They cock their weapons and fire at you, spraying the roofs with machine gun fire. You hold up your shield, blocking the vast majority of their shots while Bomber and Lightning dodge and weave through the remainder.

“What’s wrong, Liberty? You some kind of pacifist!?” yells Lightning.

You say, “I’m smart, Lightning!”

Lightning yells, “Whatever!” She then blasts off and right into the truck of Storm Elites. They never knew what him them as Lightning starts slicing and dicing through their ranks.

You roll your eyes. Showboating.

You manage to catch up to the Halftrack, the second vehicle in the convoy behind the Panzer II. You can’t risk Bomber shooting it up though, Mr. Joanes might be inside. Looks like you’re going to have to go mono e mono.

You yell, “Bomber! Cover me!” You jump at the Halftrack and grab onto the side, the canvas tarp slapping you as the halftrack speeds along. The driver must have seen you in his side mirror, as he immediately bears left, trying to knock you into some obstacles. You hold up your shield and simply let them all wash over you like water in the rain, pots, wood, walls, nothing’s going to knock you off.

You clamber over the side and manage to make it to the rear.

Suddenly, it gets very very hot as the wundersoldaten in the back shoot their flamethrowers at you. You manage to get your shield up in time before you become Magical Girl Barbecue.

You look inside to see your assailant, a man in heavy armor, a gasmask, and wielding a giant flamethrower. Behind him is Mr. Joanes, bound and gagged.

You hop onto the top of the halftrack the jump onto the hood at front. The driver yelps in surprise, right before you smash your shield through the windshield and then toss him out. You spin your shield until it gets hot and red from the heat, then toss it at the tracks in the back.

The halftrack flips into the air, smashing the front and burying it into the ground. It comes to rest on its side in the middle of a Courtyard. The Magischgrenadier and Mr. Joanes slide to your feet, dazed and confused. You bring your shield up then smash the rim into the Grenadier’s face, smashing his gasmask and most likely his skull.

You ask, “Mr. Joanes, are you okay?”

He can muffle frightfully. Oh right, gag. You undo his ties, then pull out his gag. He coughs a bit, finally getting some air through his mouth. “Oh dear!” he says. “That was frightful! Hopefully we don’t have to do that again.”

The Panzer II rolls up, turning its gun at you. Before you can react, it immediately gets some holes shredded into it, then bursts into flames. Bomber lands next to you, her .50 Caliber gun barrel smoking. Lightning lands on the other side of you. “Well!” says Lightning. “Ain’t this some fun!”

You turn around to see the Convoy stop in the courtyard, and all the soldiers dismount and storm out of their vehicles. They cock their guns and aim at you. Wundersoldaten like Magischgrenadiers, Gegenmagischtruppen, Strom Elites, even a few Magischjaegers.

Then out of the crowd comes Colonel Engelhardt. “Liberty! We meet again!” She takes a quick drag of her cigarette then tosses it to the ground. “I won’t mince words, give up the archeologist and we’ll let you live.”

"All right Engelhardt, you've got us outnumbered and outgun- HOLY SHIT WHAT THE FUCK IS THAT!?"

Point behind her as we yell, try to distract her for a split second and then fling our shield into her skull.

Then run like hell, we don't want to fight them in the courtyard where they can use their numbers against us.

We want to split the enemy up, use city streets and alleyways as chokepoints so Bomber can just fire full auto at them, deal with them in smaller groups, and so on and so forth. Don't engage them on a battlefield on their choosing, especially while we're trying to keep Joanes safe.

Colonel Engelhardt smiles, even chuckling a bit. “That’s very bold of you, Liberty.” She reaches into her coat and pulls out Mr. Joanes’ notebook. “I assume you mean this little thing.”

You nod. “Yeah, we’ll be taking that if you don’t mind.”

“I do mind,” says Engelhardt. “It happens to be my, the Thule Society’s, the Ahnenerbe, and the Third Reich’s ticket to the Lost City of Atlantis.”

Lightning yells, “Boooooring! Can we fight now?”

Engelhardt smirks. “I suppose I may oblige you then.” She pockets the book, then steps back. “Prepare to witness true Aryan superiority!” Sparks fly as Colonel Engelhardt transforms.

She lands on top of a building, then pulls out a simple conductor’s wand. She flicks it, and all her soldiers fall to their knees, their eyes now glowing an incredible red from their gasmasks. They drop their weapons, then stand, almost inhumanely. “Shall we, then?”

Retreat, lead them to choke points that we can hold while Bomber lays down an unending curtain of death, and Lightning sneaks away from us in the confusion and stabs Engelhardt in the back.

“Nope!” All of you run away, leaving a very confused Lightning in the dust. You run back and tug Lightning on the arm, dragging her away.

“Insolent American!” yells Puppeteer as she lifts up two of her Storm Elite, and launches them at you. You quickly dodge them as they explode into the ground, blasting magical energy and blowing up dirt and brick at you. The rest of them charge at Puppeteer’s wave of the hand, screaming and roaring like animals.

“Why are we running!?” shouts Lightning. “We can take them!”

“Yeah, in a better situation!” you say. You look around, the street is starting to narrow. Perfect. “Bomber! Let them have it!”

Bomber stops her in tracks and turns around. She tosses her .50 Cal up and lets them return to her hands as dual M1921 Thompson Sub Machine Guns. She fires full auto at the advancing horde of mind-controlled troopers. Instead of falling over dead or even seeking cover, they mindlessly throw themselves at her, even while getting swiss-cheesed by magical fire.

You park Mr. Joanes by some crates. “Stay here!” You look over to see Lightning- Wait. Where’s Lightning.

She’s hopping onto the rooftops, rushing at Puppeteer, her naginata twirling and glowing with Magical Energy.

“Darn it!” you yell. You’re about to go help when you look over at Bomber.

“Liberty!” screams Bomber. She steps back, narrowly avoiding getting grabbed by a trooper. “There’s too many, I need help!”

Bomber stops firing, allowing you to jump in front of her and shield bash an advancing Magischtruppen. All of them raise their arms and charge at you, roaring. You punch, kick, and bash your way through them as Bomber picks off stragglers in the back. You even start advancing through the horde.

Finally, the last of them are dispatched. You quickly high five Bomber before you look over at Lightning. She’s having a hard time landing a hit on the dodging and weaving Puppeteer. Puppeteer looks bored even as she steps, slides, and even flashesteps out of Lightning’s grasp.

“Die, damn it!” screams Lightning. She charges at Puppeteer, who with a flick of her wand, is suddenly stopped in her tracks, mid-swing.

“Lightning!” you scream. You and Bomber run to assist, only for Puppeteer to flick her wand again. You suddenly feel your bones and veins tighten as you’re forced to kneel. Bomber yells in pain as she kneels down next to you.

“You know, it occurred that I could’ve done that ages ago,” says Puppeteer as she raises her wand. Lightning screams as she hovers into the air, then is thrown next to you, stunned.

Puppeteer hops down in front of you, dusting herself off, smirking. “Always nice to see the lesser acknowledge their superiors.”

You slam your shields into the ground, giving up.

“Hm, you have quite the resolve,” says Puppeteer. “Not enough to help you however.” She kneels down to your level. “Do not worry, I’ll take good care of Atlantis.” She flicks her wand again, forcing you to look back and see Mr. Joanes being apprehended by two Magischgrenadiers. Where did they come from?

Then the Kleine Fraulein appears out of the sky, flanked by two more Zeppelins.

Around you step more soldiers, and even those four Nazi girls.

“Major,” says Puppeteer.

“Sorry we are late, Colonel,” says Knives. She looks down at you, and grins madly. “Ah, American. Lovely to see you again.” She kneels down next to you, brush her hand upon her cheek. “I can’t wait for you to come aboard, the fun we’ll have…”

Suddenly Puppeteer flashsteps. A bullet barely misses her, even scratching her cheek.

You can feel control returning to you. There’s a split second of confusion. What now?

“Auf Wiedersehen!” you yell as you stand up and punch Puppeteer in the gut with your shield. She goes flying right into a building, blasting a hole right through it.

Bullets and bolts of anti-magic start flying as you work out what’s happening. You look over to see Jeanine, shooting her C96 Mauser and dropping Stormtroopers left and right. Other members of her security company are firing their rifles, putting fire down on the Nazis.

She yells at you, somehow audible over all the fire, “Get over here you slackers!”

You stand up, grabbing Lightning and Bomber by the collar. You can also see Mr. Joanes making a run for it.

You make it to Jeanine without too much trouble. Lightning asks her, “I thought you hated me!”

Jeanine yells, “I hate Nazis more!” She points back. “Follow my crew! They’ll get you back to your Zep ASAP!”

You nod. “Alright! What about you?”

“I’ll cover you!” she says.

Jeanine’s crewmembers yell at you to follow them. You run after them down the street, turning back to see Jeanine transform.

She plants her feet to the ground and takes in a deep breath. All the Nazi soldiers charge at her.

Big mistake.

The scream resonates everywhere. The Nazis all drop to their knees, covering their bleeding ears as Jeanine blasts her voice at them. Even the Four are stunned by this amazing display of sonic power.

One of the crewmembers leads you into a car. All of you pile in, Bomber and Lightning sitting on either side of Mr. Joanes, while you sit shotgun. The crewmember starts it up and drives down the road.

Well, you did see a tank that was shortly after dispatched. Whatever. “Alright,” you say. You look back. “Is everyone okay?”

Lightning and Bomber look at you concernedly. You look down to see Mr. Joanes holding his gut, his white shirt stained with blood.

No.

No, darn it. That’s not fair. That’s not fair at all!

“Mr. Joanes,” you say. You look between the two of them. “Do any of you know any healing magic?”

They shake their heads. “Oh come on!” you shout.

“Liberty,” says Mr. Joanes. He looks tired, exhausted even. “Calm down. I just got the wind knocked out of me, I’ll be fine,” he says wearily.

Suddenly, the roof is blasted off, you cover your head from a shower of shrapnel and metal. You see that a Panzer III has rolled up alongside of you, along with a truck full of Gegenmagischtruppen. The tank commander turns out and yells, “Seize them!”

You hop out of your seat and onto the Panzer III. Lightning and Bomber cover Mr. Joanes from the flying bullets and anti-magic bolts shot at your car.

The tank commander pulls out his C96 Mauser and fires at you. You block the shots effortlessly and jump up to him. He yells something in German before you grab him and throw him out and forward, allowing him to be run over by his own tank.

The driver tosses you a grenade, which you take, prime and then toss into the hatch. You hop out and jump onto the truck. The Panzer III erupts into flames from the inside then spins out of control, crashing onto the side of the road.

There are six troops in the back, all of them with short anti-magic C96 Mauser pistols and large tower shields.

You hop into the bed with them, smashing one out of the truck and letting him eat dirt. The rest back up, holding their shields up high. They withdraw their pistols and pull out electric shock batons instead. They mean to take you alive.

You don’t.

One of them tries to whack you with an overhead hit. You punch him in the stomach, mid-swing, stunning him. Another tries to tackle, but you end it with an uppercut to the chin. He flies out of the truck and hits the ground.

The others form up a shield wall. You bring up your own and charge at them, knocking two of them out of the vehicle. That just leaves two of them now. You bring the rim of your shield down on one’s foot, causing him to yell in agony. Taking the opportunity, with a punch and a cross you send him flying out the truck.

The last one waves his baton around, ready. He rushes you, and you simply kneecap him with your shield. He falls onto the bed, yelling. You finish it with a shield bash to the head.

The truck peels away, and you manage to hop back onto the car in short time. That felt extremely good just now.

“We’re almost there!” yells the Driver.

You lean down. “How is he?”

Mr. Joanes seems to drop in and out of consciousness. Lightning says, “We managed to stop the bleeding but if we don’t get him some help, he’s going to get dead.”

You nod. “We’ll figure something out.” You pat Mr. Joanes shoulder. “Hang in there, Mr. Joanes. We’ll help you. We’ll find someone to fix you up.”

Mr. Joanes coughs a bit. He reaches into his coat and holds up his papers. “I-If I die-“

“Don’t say that,” you say. “You can’t die. We need you.”

“N-No…” Mr. Joanes exhales, his heaving chest rising and falling laboriously. “F-Find my colleague… She- She was captured by the Nazis… She’ll know what to do.”

Bomber yells, “Look!”

You look forward. The Sparrow, the Zeppelin Operator #5 loaned you. You’re just about to hit the runway. The driver pulls up onto the runway, dodging stray fuel pipes and other obstacles. Then he pulls up next to the Sparrow.

“Come on!” you yell. All you hop out. Bomber and the Driver assist Mr. Joanes out of the car. “We can still make the-“

You blink. You pull up your shield. An anti-magical knife scratches right across it. Another knife successfully finds its mark in the driver’s heart, killing him instantly and dropping Mr. Joanes to the ground.

The Four Girls. They pull out their respective weapons, Knives, Sabre, Court Sword, and Rapier. Knives says, “American.”

“How did you get here first?”

Rapier yells, “You think you’re in a position to ask questions?”

I'd say it's more of a plot-incentive than anything. There are situations where defending makes little to no sense, so we players have to be on our toes.

You run at them, shields raised. Lightning joins you, yelling. The four split off into two groups. Knives and Rapier stand guard against you while Sabre and Court Sword fight against Lightning.

You throw punches at them, keeping them on their guard while maintaining the offensive. Knives cartwheels backwards and throws out a knife from your sleeve. You smack it away and charge at her, beaming him in the gut and sending the Kraut girl flying into a pile of boxes.

Rapier grits her teeth, then thrusts at your shield, sending green embers flying as Anti-magic and magic impact with each other.

“You do not know when to give up, do you?” says Rapier.

You shake your head. “Nope!” You bash Rapier in the chest, knocking the air out of her, then grab her and toss her into the same pile of boxes Knives landed in.

Sabre and Court Sword notice this. Court Sword leaps from the fray and stands on guard, smiling.

“Time to die, American!” says Court Sword. She charges at you, sword raised high.

You run at her, spinning your shield and then making a quick punch at her. She parries it, slapping it away. You try using your off hand shield for another punch, only for her to parry it again.

“You think you can hit me with those uncalculated attack-“

You punch her in the face, sending her flying at the Zep. She slams into the envelope wall, then slides down and falls onto the ground.

You nod. “Yep.”

Lightning twirls her naginata, attacking Sabre with a flurry of blows right out of Sabre’s reach. Finally, she sweeps Sabre off her feet and smacks her away.

You run over to Lightning. “You okay?”

Lightning grins. “Of course, did you expect anything less?”

Then you hear engines. Bomber brings Mr. Joanes up to you. He’s passed out by now. All of you look out to the runway to see the full extent of Colonel Engelhardt’s resources. Three Zeppelins including the Kleine Fraulein, several tanks of all types, and hundreds of soldiers of all types and ranks.

You’re frozen in awe, but you know you should be trying to run by now.

“Halt!” yells Colonel Engelhardt, transformed out of her Puppeteer form. She steps forward, flanked by the Storm Ace.

Lightning, in a rare moment, balks. “W-We killed him!”

The Storm Ace holds up Jeanine by her hair. Jeanine screams in pain, gripping his arm, looking tattered and worn out. “Agh! Lemme go you kraut bastard! I’ll rip off your head and spit down your neck then I’ll kick you in the nads so hard your extended family will feel it you beer-sucking goon!”

Engelhardt smirks. “Liberty, if I know anything about you, I know you hate seeing people die unnecessarily.”

Double Cross Quest uses a brilliant take on Rock-Paper-Scissors, whereby players need to note the actions the enemies are taking and decide the correct course of action, based purely on those contextual clues. I think it would be a good fit here, with some modifications.
Like, instead of win-lose-draw, grant hidden roll bonuses or penalties based on the choice. Not enough to split them into 'right and wrong', more like 'easy and hard'.
Maybe some combo system where choosing actions in a set sequence grants a small bonus as well. Defend-defend-attack, for example. Again, nothing huge just enough to actually warrant actual battle tactics beyond BURN MAIM KILL.

But honestly you're doing pretty good as-is. I'm pretty sure we're just ignoring the benefits we might gain from actually defending once in a while, so maybe just point out allies ready to assist or something if you think it'd fit.

Lightning leans over to you and whispers, “Let’s just go.” You wave her away.

“What do you want, Engelhardt?” you yell.

Engelhardt says, “Well, we came for the archeologist,” she says. She leans over slightly, tilting her head. “Ah, but it seems he’s a bit indisposed. That’s terrible.”

You say, “Well, maybe you should’ve asked for him, I’m sure we would’ve just let him work for you.”

“Hmph,” says Engelhardt. The Four limp out of their piles and stand next to her, bloody and defeated. “As you can see, it is so hard to get good help these days. Magical Girls are hard to come by.”

“Get to the point.”

Engelhardt nods, smiling. “Surrender yourself. We’ll let your associate go, along with your fellow Magical Girls and the archeologist.”

“Hm,” Engelhardt nods. “She does prove a point. However, need I remind you that I hold the advantage here, Liberty.” The troops cock their guns, aiming at you. You can even spot some Magical Girls in the crowd, ready to transform and face you should you try something fancy.

“If I wanted to kill you,” says Engelhardt, “I already would have. I want YOU alive. As for them, I don’t care about them, they can live, they can die, who cares.”

You grit your teeth. Lightning says, “You should probably do it.”

“Lightning!” you say. “Seriously?”

“Hey, I know when we’re beat,” says Lightning.

Bomber says, “You can’t give yourself up. We’ll fight with you, to the end if we have to.”

Engelhardt checks the time on her pocketwatch. “So, what will it be, Liberty?”

Engelhardt nods. “Fine. They may leave in their own time.” The Storm Ace drops Jeanine, who runs over to Lightning. Lightning smiles at her, to which Jeanine slaps her then gets aboard the Sparrow.

You nod to Bomber and Lightning. “Don’t worry. Everything will be fine.”

With that, Bomber and Lightning leave you to board the Sparrow. The engines roar as the Sparrow lifts off, then turns around, flying away. You feel a Magischgrenadier snap an anti-magic collar on you, instantly sending you back into your usual form and blocking your magic.

“Right,” says Engelhardt. “Come with us.”

The Storm Ace pushes you in the back, marching you as you’re led into the awaiting jaws of the Magisch Korps.
