You have to admit, this night Tia really behaved herself.

She was still clingy as all hell, but she apparently decided that you needed some actual rest, rather than a sleepless marathon through the night and far into the morning.

It was a bit hard to breathe though, with her huddled to you like you were an oversized hug pillow.

The sun dawns on the clear blue sea, parting the morning clouds and the shadows hanging on the archipelago.

You, Tia and Mikahil rise form the sands of the northern beaches of Tianna Island, well-rested and ready to face the day.

After a quick breakfast (consisting of Tia bringing back a couple of wild rabbits after a short hunt), you begin to make plans.

"I don't really know where to find these pirates you're looking for." Mikahil points out, looking outwards, towards the many atolls and isles that litter the horizon. "But I'm pretty sure they're based on hideouts and havens on these islands somewhere, probably multiple of them. Tianna doesn't have a lot of commerce: they mostly operate from here to prey on shipping in Wavecrest, further north and west. Small pickings."

"I guess there aren't many rich trade ships carrying loads of spices, gems, silver or silk around these parts." You consider, remembering that Wavecrest is not a very rich nation.

"Those are further north, usually centered around Coral. That's the turf of big-shot pirates, some of them even Exalted." He explains. "Down here, you'll find those more risk-averse, the ones forced out of the north by threats or competition, or the ones just starting out. There aren't any large, powerful military fleets around here, after all."

"What do they prey on, here?"

Maka, an exiled noble recently Exalted as a Zenith-caste Solar. She's in the western city of Tianna as a guest of queen Amata (DB), an old friend. Abyssals are targeting the city for conquest, Lintha pirates have infiltrated it with spies and agents, and half the island is controlled by paranoid Lunars. Fun times.
You are searching for allies,. The Lunars want to take on the Fae, and you promised them your help. After enlisting the help of Dancing Smoke, the island's volcano god, your next aim is the pirates infesting the northern waters. You have two days until the appointment.

"...Can you fly, Tia?" You ask her. By now, it wouldn't surprise you.

"Yes." She nods, looking very proud.

"...And carry me and Mikahil?"

The Eclipse seems nervous at the idea, but Tia nods again. "I can carry you both no problem."

"We'd draw a lot of attention." He notes. but Tia is already transforming under your eyes. Arms stretch and sprout feathers, the neck bends and shifts, the head changes shape...

Mikahil was probably expecting a roc or a majestic giant eagle or something like that.

Once the transformation is complete, a huge, ash-colored vulture caws at you.

"I, uh." He mumbles, moments before Tia leaps on tour back, grasping your dress with her claws, and lifts you up with large, powerful wing flaps. She brings you hovering over Mikahil, and you grab him from behind as the three of you take flight.

He doesn't seem to enjoy the experience.

You slowly pick up altitude, gaining a literal bird's eye view of the archipelago. From up there, you see several things that draw your attention.

The closest island, roughly triangular in space, has sandy, pleasant-looking shores, and a small wooden dock built on one side. There is a small village inland. Some fields with crops, a tiny settlement.

Further west, a larger isle sports some woodland and a bay that looks like a very safe harbor. You spot two ships there. If there are buildings on the island, you can't see them from this angle.

To the north, a single, small ship sails eastwards. It has a junk-type sail, something uncommon in the west. It's probably not from these parts.

And east of you, near another large island, there is a chase in progress, with a large merchant ship fleeing from a smaller but more agile sailing vessel maneuvering against it.

Tia swings you by the two ships, hovering about one hundred meters above the smaller one. It's a slender two-masts, with no rowers, and a fairly large crew for its size it seems. A black flag with a red shark flaps from its highest mast.

The crew is looking up, fairly astonished at your presence. They seem all well-armed, and judging by their equipment it seems fair to assume that these are, in fact, pirates! Score.

On their part, they're basically dropping their chase, mostly because, well, a man being carried by a half-naked woman being carried by a giant vulture is fairly distracting. The other ship, though a bit slower, is giving them the slip.

No, but we might need it for wayward spirits and DEFINITELY need it for ghosts of all kinds.

The alternatives, as I see it, are Tiger Warrior Training Technique (which is very important because it would actually let us properly utilize recruited mooks) or a Bureaucracy-based leadership charm (which is very important for leading the mooks we're actually utilizing, especially for non-combat purposes).

After all, aside from hitting immaterial things, I think we're solid on combat for the time being. Between Talking to the Heart and Majestic Radiant Presence we also have social stuff covered, at least for the moment. That leaves 'improving people' and 'leading people' as the primary things we want to focus on.

After all, we're currently good at recruiting/talking to people, good at surviving/winning fights, and good at dismissing hordes of Creature of Darkness mooks, but we don't have anything that actually makes us a better leader. We should fix that.

That or pick up a spirit-punch.

"Well, how do you plan to persuade them to join your causeeeeEEEEEEEEEEEEEEee" you drop Mikahil and gently pat on Tia's legs, and she lets go of you.

Your landing, a few seconds later, is impeccable, dropkicking a deck-hand through the wooden boards of the main deck and into the cargo hold.

You find yourself surrounded by an array of bandits, le'er-do-goods, brigands, ruffians and generally unpleasant people, armed with a variety of weapons and instruments of harm. They are mostly clothed like seamen, which means little armor and favoring colorful clothing and headgear.
Ethnically, they seem very diverse, with some having Realm or even eastern traits, and northerners and southerners as well. Their leader seems to be a pure-bred realmer, in fact, judging by his skin tone.
You conclude it's him by the way he curses in what you think is Low Realm, then kicks the closest deck-hand in the ass, brandishing a scimitar angrily. "WHAT ARE YOU WAITING FOR, YOU DOGS?!" He screams. "GET HER!"

Honestly, I would just make it a Scenelong effect that lets you use your Appearance modifier that normally applies to your and your enemies MDV apply to normal DVs as well. Seems easy enough. For example, Appearance 5 vs some Appearance 2 normal dudes? +/-3 to all DVs.

Let's hold off on that for a while. Our homeland is a desert and we already have an Eclipse on the ship - not to mention we're trying to make the captain and crew our minions. This is a really solid case of 'let the people working for us handle that.' We don't need to do everything ourselves - we're a leader for a reason.

Also, Tiger Warrior Training Technique applies to Sail as well. It's really quite broad and, if combined with the Lore training charm, can teach every Ability in the game.

So the overall idea seems to get some help from Amata in the short term, and perhaps some small amount of contribution or buy in in our business venture (I'd like to outsource some fleet level officers from her navy when they have extended shore leave) coupled with some merchant trading and shipping to get them some legitimacy in the archipelago.

Guys, we should concentrate upon meeting as many other Captains as we can instead of going for outright conversions. At most, we should try to convert 1 more ship, maybe 2 if there are a good number of multi-ship pirate fleets.

With 2 ships, we'll have a base group to found our navy/privateer force. They can work as a team to bring target/prey/pirate vessels down, and when they begin to prove their success we can later use our prior meetings with the Captains that remain to bring more ships under our banner.

It will also hopefully allow is to cherrypick the Captains we want, once we prove that our concept works, and let us minimize logistical problems.

The Fell-Star is led by a Iohannes Quint, with fame of being strict, harsh but fair. Preys only on Wavecrest shipping for some personal reason, and is known as a fearsome swordsman. The Black Eye is captained by a Yagate Sharktooth, a god-blooded of some power, infamously vicious but with a fiercely loyal crew. He's believed to have some contacts and friends with the Lintha, but nothing solid and proven.

So, this is the only time I'm going to mention it, but I think that Maka getting involved with sailing is a terrible idea - and I'll tell you why.

Out here in the West, there are goddesses called the Storm Mothers. They're a number of goddesses of ocean storms - big-time badass deities.

And they're petty, jealous bitches.

If they notice a ship has a woman above decks, they'll usually try to sink it. If she's actually participating in sailing, they're even more likely to sink it. If they're - to make things worse - actually pretty? They're even more likely to sink it. And if they're dressed in a prideful or revealing way? You better hope the Mothers don't notice, because you know they're going to sink it.

What does this mean? It means that Maka - a gorgeous, prideful woman who likes to be open and overt - is the death of ships.

Dawn is about being a General. Perfect morale, battlefield tactics, rapid troop training, and so forth. Zenith is about being a Priest. Giving speeches, convincing people, and building intimacies. My opinion on exalted charm, attribute and ability picking goes like this: Physical, Social, Mental, pick two.

In this case, it's Social first, Physical second, and pretty much discarding Mental.

What we can do is attract talent, we should do that. We can make deals and do diplomacy with mortals, god and other exalted, we should do that. We can also fight, we should do that as well.

But things like administration or investigating or sorcery or stealth are things out of our purview, and that's fine, nobody can do everything alone. It makes for interesting drama.

Personally, I would rather take a Solar Hero Style/Majestic Radiant Presence type charm which lets us get a +3 to certain actions for a scene. In this case, it would be a +3 to administrating and overseeing actions taken by an organization which we command.

So, for example, that means we could apply it to Dawn + Mind for planning tactics for our troops, or to Social + Eclipse for outlining a plan for our future economic model of our country, but not for Dawn + Mind to figure out how to single-handedly break an enemy formation, or to Social + Eclipse to try to make a trade agreement between ourself and the Guild.

I think that would be a solid - powerful, admittedly - but balanced charm that would make us much better at just sort of generally being a leader.

Yeah, it is easy to want to get into the trap of wanting to get everything, but the best strategy is to avoid things we are bad at. Taking another level in Eclipse would cost us two sessions worth of XP, not worth it. It would take forever to get better at the mental stuff. Let's just get another ship and maybe loot something to pay their bills and hand off the navy to somebody who can manage it and then get back as quickly as we can into our comfort zone.

There has been debate about it for a long time. Some people really want it for mote regen (Not that we even know it DOES that in this with how much stuff is changed), some people don't want it at all. Some are just highly opposed to how business-like/metagamey some of the supporters are going with it.

I'm personally against it simply due to how people are talking about going about it 'We should do it because mote regen' or 'We should manhandle people into worshiping rather than earning it' but there are a decent number of supporters. I personally think that a cult is something you should be doing something to earn, not just bully people into.

Why level Eclipse up at all? Just spend 10xp on picking up a Solar Hero/Radiant Majestic such-and-such charm that gives us a +3 to all actions to manage our subordinates. Quick, easy, and useful in a wide variety of situations, without having to invest in something that gives us things we don't want at all.

A priest of Ahlat sacrifices a bull and starts a chant, a priest of Luna does a ton of drugs and goes wandering, singing, into the woods at night, and a priest of the sun bares themselves to the sunlight and dances themselves into a trance. She knew exactly what she was doing, because Creation's prayer/worship isn't just kneeling and reciting your wishlist to your god the way it is in Earth's modern Christianity.

That is why having a curated list of all discovered charms in a pastebin would make it easier to manage things. One thing before we leave town is to take over this island properly. Got to start our kingdom somewhere.

Then whit two ships in port we can leave them to induct or sink any other pirate.

With that done the next day we take all the other ships we have under our command and do some serious piracy to get the crews paid.

If they have godblooded captains or sorcerers and such they might be useful in a fight with the fair folk. That we can class as reducing a unknown variable, since Tiana and the Three Rivers are friendly to our August presence. With that done we start piracy and war on the Lintha. Taking their prizes, performing spy warfare on their informants and fences, etc. And then coordinated with Tianna and the Three Rivers to fuck them up. After that we see if we still go pirate or do some trade or function as Tiannas extended naval arm.

Makes sense to me. For what it's worth, I'm most-interested in a Dawn Training charm (along the lines of Tiger Warrior Training Technique, where you just dramatically reduce the amount of time it takes for people under your tutelage to learn) and some kind of Eclipse Leadership charm (something like Solar Hero/Majestic Radiant Presence where you spend 1 Ess to gain a +3 to a certain range of rolls for the scene).

I think that I don't like Power Awarding Prana. It seems fairly weird and never really clicked with me.

Soul Enlightening Beneficence is... I don't hate the way it works, and i like the idea, but i'll have to think of a mechanical way of handling it in this system. Still a possibility, but it'll require Maka to learn more about essence, or alchemy, or shit like that before she figures out she can unlock awakened essence in people.

With high Twilight (and Zenith for integrity) Maka would certainly be able to literally forge a kingdom out of the Wyld. But it wouldn't be a "snap fingers, stuff happens" deal. It would be the focus of an entire narrative arc.

As an aside on the entire Cult deal, my thoughts:
1) It's fairly normal for a Celestial to gain Cult after a while, especially a very social one, especially a Zenith. Nothing bad about it.
2) operative term "after a while"
3) Maka doesn't know well how cults and worship and essence works because, even though she's well-equipped to be a priestess (high Zenith, average Social), she's not knowledgeable on the occult (low Mental, low Twilight).
4) Maka doesn't have the "I am a being that should be worshiped" mindset. She might gain it later (and there's nothing bad about it. In fact, she's probably better than the average Western god: she's thus far proven herself to be loyal, compassionate, caring, just and kind. Maybe a bit prone to violence and sex, but one island over they chuck people into volcanoes like nobody's business), but, right now, she isn't likely to decide she needs a cult.

Of course the voices in her head (you) might change that, or it might change naturally over time.

I wasn't thinking about "Build an entire Kingdom including citizens out of the Wyld", I was more thinking about making small, portable stuff we can use like rare ingredients for crafting and trading (for example to Zaan) or creating food, wealth, trade goods or weapons/armor

If you want Maka to grow a cult, the best way to do it IMHO would be to do grandiose stuff while blazing Essence and loudly announcing who you are and that you are punishing them IN THE NAME OF THE SUN or something.

That would be a Wyld Hunt and general trouble magnet, but it would also make a lot of people spread rumors about you and a cult is likely going to form spontaneously.

Doing it while wearing a sailor outfit is optional but encouraged. (you're in the West after all.)

Maka has what would be considered above-average intelligence and occult knowledge for a mortal, but learning about essence-prayer dynamics is a bit above her scores unless she gets a god to tutor her in how to be a good goddess.

Which would also be an interesting story arc.

If we end up in another fight with the Abyssals, I could easily see us using Solar Hero and Iron Kettle Body, punching someone with a combined Ten Ox Mediation and Talking to the Heart to convince them to go the fuck away, and then using Radiant Majestic Presence to give a speech to calm down the onlookers and win them to our side.

Or, hell, just use our battle buffs followed by three damage-boosted strikes.

But generally speaking, I don't think exalts in the main game tend to hit iconic either.

Heaven Thunder Hammer actually seems really lame because movement is free here. You don't have to give up full-attacking to move - it doesn't cost anything. Unless we're knocking someone hundreds of meters with each hit - or hitting them far enough that we can hit them straight up or into an obstacle for extra damage - it just doesn't seem to do, well... No, most of the time it's full. It was full when we first encountered the pirates, when we met with Dancing Smoke, when we ran into the Lintha pirates, and so on and so forth. It's usually only 'half-empty' when we're already partway into a dramatic scene, and are therefore already partially-flared.

Also remember that the anima only fades at a rate of one level per scene, and that's about the same rate we recover essence at.
