Your name is Volkov Marulovich, and you are a strapping young man of 18. You have been under the tutelage of your master for 4 years now. You are a bone mage in training and have specialized in the art of crafting and using artifacts.

As your master goes about freeing the loyalist guards from their cells, you decide to help yourself to the vice-captain's possessions, including that saber of his. The blade itself appears to be bone-enriched steel, and is barely even scratched from where you struck it with your overcharged dagger. The hilt and guard is brass with a leather grip and ivory inserts. Examining the weapon closer, you are uncertain of what type of module it uses, so you decide to test out the weapon on an old wooden chair. A single vertical swing on the chair reveals two things to you. The first is the massive drain on your mana compared to any of your other weapons, the second being the physical effect on the chair. Where the blade cut into the wood you can see green lines of light spreading out into the rest of the chair, causing the wood to splinter and crack along the lines. You've heard of this type of effect but never actually seen it before in person, mostly because it's less efficient than Pulse type modules in edged weapons. Examining your dagger, you can see that the edge where you blocked the saber is chipped pretty badly, but still usable. Thankfully, the blade itself is just a simple steel blade that can be replaced fairly easily.

(Acquired Enriched-steel Fraying Saber! Fraying modules cause a damage-over-time effect localized to where initial damage was inflicted via splitting and fracturing. Requires Shaper level 2 to use efficiently, costs 5 mana per use, has 20 points of charge and uses 2 per use.)

Aside from the uniform and saber, the vice-captain doesn't have much on him at all, not even a single piece of silver. You don't bother attempting to scoop up any of the ash that his bones have reduced themselves down to, you can feel the lack of mana in them. Soon the loyalists are released and armed with the gear of the fallen traitor guards inside the prison. Between your master's efforts earlier and the revolution itself, the number of rebel guards has decreased considerably, and what few remain are spread out thin enough that the sheer size of the loyalist guards encountering the rebel forces is enough to cause them to lay down their arms. Within a few hours of your prison break you, your master, and the loyalist guards have rounded up the majority of the revolutionary forces and have almost reached the Governor’s mansion, where the heart of the revolution has based itself. Soon enough you arrive at the mansion. The outside has been fortified as much as one would expect it would, given the time and manpower at their disposal. What surprises you most is the distinct lack of any forces outside the building. With no one outside to stop you, you think this should be easy, right?

I'll take this time to talk a bit about leveling. So, there are 5 skill levels per tree and 3 trees. You started with 1 level in your specialty and 0 in the others and 20 base mana. From this point onwards you will gain 5 mana per non specialty tree level gained and 7 per specialty level gained. Levels 1-3 can be achieved through general combat, but 4 and 5 requires dedicated training or overcoming a trial using the skills in the trees. Prior to that, you can level the various trees in a couple different ways:
-General melee combat will contribute towards Slayer
-Crafting and using artifacts will help Shaper
-Casting spells will level Speaker

“What about further in,” your master asks.

The guards all look to each other nervously, their faces saying what their mouth's won't. It seems they didn't even entertain the notion of pushing in further after seeing the blood.

Looking up at the ceiling you see something shaped roughly like a man suspended there. It jostles in place and frees itself from whatever was holding it in place.

The figure towers over you and everyone else in the room. On its chest is the tattered remains of a very ornate guard uniform, on its hip hangs a saber, forgotten by its barer. Across its shoulders is a thick mantel of twisted bone. Through the holes in the uniform on its chest you can see a thick plate of bone covering its chest. From the sound it made when it landed on the floor, you can tell it is quite dense. It regards you with crazed eyes.

“Looks like we found Captain Issuss,” your master says, cracking her knuckles.

Circle around opposite of our master and try to outflank it, tell the Loyalist Guards to back the fuck up and be sure to prevent it getting at them (replenishable life force, anyone? It's obviously already eaten all of its friendly guards).

The master should try to drive it with kinetic blasts onto our newly acquired saber, while we save the pistol to finish it off or to drive it off of our master if it presses her too hard.

He doesn't quite make it this time as your master intervenes, her fist slamming into the side of his face stopping him in place. He looks down at your master and is about to swipe at her when you take your shot at him, clipping him in the side of the neck. It reels in pain momentarily but the wound quickly starts to heal.

Alright, writing for real this time.

You reload your pistol, this time with a marrow charge, and holster it before drawing your new saber, the weapon glowing a dull green in your hands. The captain eyes you with fury in his eyes and roars, shaking the room. He charges at you, claws raised, spikes of bone growing out of them. You charge at him as well, sword raised and charged with mana. As you and he enter each others range, you duck under his claws, dodging the brunt of the attack but still receiving a massive gouge down your back from one of the claw spikes.

You just grit your teeth against the pain and keep going, slashing across his chest with your saber. The mana drain from the saber making your arms sag a bit with exhaustion. The captain skids to a halt before turning towards you, seemingly unfazed by your attack. Your master is instantly between you and him though, arms raised in a boxer's stance. You can see the bones in her arms and shoulders growing a bit as she casts Expand and Reinforce, layering the enhancements together. She twists her body, putting all her might into an Impact powered punch from her left arm into the spot you struck. Her blow sends the captain flying into a wall, creating an impact crater. The bone plate on his chest has been shattered by the combined effects of being weakened by the saber and the immense force of the strike. Blood pouring out of the wound, the captain uses up the rest of his energy and bolts upright before attempting to flee through the door.

Drawing your pistol from your holster, you give chase to the fleeing captain with your master as best you can, the wound on your back screaming at you. The ball impacts the back of one of his knees and takes off his leg below the site of impact. He screams in pain and falls to the ground, before attempting to crawl forward. As you approach him, you raise your saber to give the finishing blow, but just as you are about to bring it down on him he flips himself over to face you. His jaw unhinges and a skeletal arm comes shooting out of his throat.

The arm manages to grab your throat momentarily, but before it can do anything you bring down the saber, beheading the captain. The lines created from the slash of your saber crawl through the stump of his neck, eventually reaching down into the base of his spine through the mantle of twisted bone, destroying the object that caused his transformation. The captain's body sags as its bones disintegrate in place. Breathing heavily, you collapse onto the floor of the mansion, blacking out temporarily, the combination of exhaustion and your wounds proving too much to handle.

A short while later you awaken on a tattered sofa, luckily free of blood. Your master sits next to you in a chair, having dosed off herself after treating your wounds. As you attempt to sit up you hear your master speak.

“Get some rest for now, you earned it.” Her eyes don't even open as she talks. Following her orders, you flop back down and pass out again.

Come morning you awake again, feeling much better than when you awoke last but still not at peak condition. You get up off the sofa, your master nowhere in sight. Walking around the mansion, you see a bunch of the loyalist guards positioned around the mansion, and they salute you as you walk by. You head into a restroom off the main hallway to clean yourself up. After a few splashes of water from a wash basin, you feel much more awake. Drying off your face you spot your reflection in a mirror. Your shaggy black hair is getting a bit too long for your liking, and a rough stubble is starting to develop on your jaw. You are beginning to develop bags under your blue eyes. Walking out of the restroom, you feel refreshed.

“Volkov, glad to see you're up and about. This,” she motions to the man next to her, “is the former-vice governor and is now the interim governor until word from Luan comes to determine who will be succeeding the late-governor.” You and the man exchange greetings before your master continues.

“And this,” she says nudging the man in the chair, “is Darrin, also known as one of the leaders of this little insurrection.” You take a closer look at the man. His face is bruised and bloodied a bit, but it looks like he hasn't been actually tortured, just roughed up a bit.

“It seems he's the one that supplied the rebels with those items of interest, although he refuses to give a source for where he got them. We also know he isn't a mage, so he didn't make them. We did find this on her person, though.” Your master pulls out an amulet from her bag. It appears to be made of silver and has the image of a skeletal hand grasping a heart. You can feel a faint amount of magic in it.

“Normally,” your master says, “we'd probably just let our friend here meet his fate however the people of the town wish. However, because of the nature of this incident, we're taking him back with us to Xel'Karth.” The man grimaces when he hears this, and you can't blame him for it from the stories you've heard. With the business of the rebellion sorted out for now, you can your master exchange farewells with the interim governor before setting off for the docks with Darrin in tow.

Only the burst mechanism of the pistol is bone, the barrel itself is just iron. But back to the heart of the question, normal molded bone is strong, but not as strong as bone-enriched steel, and much less stronger than boneforge alloy. The upside is that pure molded bone channels and handles magic much better.

That aside, you fail to account for the fact that mage numbers are very few among humans in this setting and that obviously there's some sort of centralized governing authority that has some sort of supervision/contact with most of them. Think that might be there to...I dunno...prevent full scale mage wars because mages are a precious commodity?

I'm pretty sure he's referring to crafting materials. Though you're right that a set of good boneforge armor is probably stronger than what your average (or even accomplished) slayer can grow on a whim, it's also probably prohibitively expensive.

Yeah, those don't work like that. Central governing authorities grab all their mages so they can use them in fights against other nations and their mages. Mage on mage combat proceeds to happen.
