Welcome to Academy City. The time is morning, the weather is NOT homosexual in any way and the date is now July 24.

You are Kyril Torikov, Level 2 Telekinetic Child Error and you just had a night you should have remembered. Laying about the floor of your dorms are your friends, Nakazawa, Kyousuke, Tadakuni and Kamijou. The whole lot of you had decided to watch a movie, if the paused credits were any indication. At least you all were still clothed. Somewhere between the end and now you had all passed out and if the empty bottle was any indication alcohol seemed to be the cause. Vaguely, you remember saying something important but it probably nothing. If anything you remember Kaoru saying something about drinking heavily again. Ugh.

You get up, amidst the crunching of spilled popcorn and think of what you had planned for today. A small start, your brain sputters to life and you remember that you had a case and evidence that Kiyama Harumi was behind the Level Upper and its disastrous side effects. That was swell and all but first things first you probably should do something about the current situation.

Hunger is the enemy, or so they say and you hobble to your kitchen to prepare breakfast. You’re sure the lads would appreciate it and cleaning up is a responsibility best guilt-tripping others in to. Still slightly unsteady from waking up you forego the Columbus Egg exercise in favour of just imploding an egg in to a bowl to make some omelettes. Without even realising it, your kettle is set on the stove and is heating up to a nice temperature. Tea and other groceries are running low and you make a note to go get some at the nearest opportunity.

It’s when the water boils do the others start rousing from their sleep. Nakazawa really doesn’t look at all fazed waking up in a room not his own. You suspect he’s used to it. Tadakuni has already poured himself some tea. It is Kyousuke and Kamijou that look slightly bewildered though the smell of breakfast does calm them down a bit. There’s also someone knocking on your door.

As you move to open the door, you assign Nakazawa and Kyousuke to stove duty and making sure your eggs don’t burn. Hopefully they won’t fuck it up too bad. Opening the door you are greeted by two girls. One of which you recognise as Kaoru and another girl her height dressed in a white nun habit.

“Good morning Torikov-san,” she greets you immediately, “Have you been drinking again?”

“Maybe,” you answer, “Can I help you?”

“As a matter of fact yes,” she gestures to her companion, “This is the Index Librorum Prohibitorum, Index for short. I’m sure you may have realised at some point but Kamijou-san was supposed to be taking care of her. He attended classes yesterday and did not return. After paying a visit to his teacher, we found her currently indisposed with a note left by you. Since you were not home until very late yesterday, she stayed with me temporary. May I ask where Kamijou-san is if you happen to know?”

“We were watching a movie last night so he slept here last night,” Kaoru looks at you funny, “I’m making breakfast right now.”

“As much as breakfast sounds agreeable I would not wish to impose.”

Index does not seem to agree with Kaoru’s sentiment but does not voice it.

You insist and at your insistence, the Index brightens up. The eggs weren’t burnt or anything so you manage to serve them before they become an irrevocable mess. Amidst all this you watch Index shout something angrily at Kamijou before lunging at him and biting down on his scalp. You turn around as if nothing has happened and that Kamijou’s cry of misfortune was no business of yours and start on making more breakfast for two more.

You quickly learn that inviting the Index over for breakfast may have been a mistake. She has a voracious appetite and you had gone through the rest of your food supply just keeping up with demand. It is to mild annoyance that you now had to go buy groceries today see as you had important things to do. Perhaps you should listen to Kaoru a bit more next time.

“Torikov-san may I know how far your investigation has progressed?” Kaoru asks.

As far as progress goes, all that was left was to bring Kiyama Harumi in.

“What makes you think I’ve made significant headway?”

“It is fine if you have not and you are free to tell me what you wish.”

“Well for one thing, Kiyama is guilty as sin,” you start.

Then you launch in to another lengthy explanation regarding her connection to the Level Upper. All the authorities would have to do was analyse the brain wave patterns of the Level Upper users and it’d be damning evidence.

“I will not ask how you came across this information but I appreciate that you did not decide to act rashly on this information and confront her yourself,” Kaoru says finally.

“That said, how is your hand?” you ask.

“My hand is fine, there is nothing wrong with it,” she makes an exaggerated show of looking at the others, “I must thank you for breakfast but now it seems that I shall be informing my colleagues of your discovery. Have a good day.”

“Same here,” Kamijou pipes up, “But I gotta do some stuff so see you, or something.”

He leaves with the Index and Kaoru. The remaining three just lounge about.

“So what now boss?” Tadakuni breaks the silence.

Seeing as the case was being brought to a close you decide to go see Sagara, if only to tell him the good news. He might not be awake but you’re pretty sure your words will get through. All the trouble you went through was for him, because you owed him. That said you may be in a bit of a pickle given what Nunotaba had asked you to do yesterday. You’re not exactly a career criminal and being one did have its disadvantages. Still it was only one job and you had a pretty good amount of time to do it. You couldn’t do it alone of course but this was mostly a problem you made for yourself so you wouldn’t hold it against your friends if didn’t want to help you.

“Well I need a little help with something,” you start.

“We’re not stealing something again are we?” Nakazawa asks.

“No, I’m not asking you to, only if you’d help me,” you answer.

“Whatever you’re up to I’m with you boss,” Tadakuni answers, “Sounds fun.”

“You’re agreeing even if you don’t know what his problem is?” Nakazawa seem incredulous, “Well outside of providing information I want no part of this.”

“Well I for one would like to know more,” Kyousuke speaks, “I can make up my mind later.”

It was fair you suppose and besides you weren’t exactly helpless either.

Once you arrive at the hospital, you proceed quickly to Sagara’s room. You find that you weren’t the first person there. Kiyama Harumi stood by Sagara’s bedside with her back to you.

“I figured it’d take you this long to figure it out,” she says before placing something on the table by his bedside, “I suppose this deserves a reward huh?”

There were sounds of heavy footfalls coming from the hallway.

“Looks like my time’s up,” she opens the window and jumps out.

As much as chasing after would be satisfying, Kaoru was right. Your part was done and there was no point in going after her now that she was a wanted woman. Anti-Skill may not seem all that useful but they were well mostly a group that dealt with unruly Ability Users every day so a researcher like Kiyama wouldn’t be too much trouble. You hope anyway. What was important was the object she left behind. Before Anti-Skill could confiscate it, you grab it and exit Sagara’s room. It’s when you get back to the lobby in company of your friends did you fish it out of your pockets and have a look.

It’s a chip of some kind but you’re not sure what purpose it serves. Amongst the four of you, nobody was that good at computers so you’d have to actually ask around. The question was who could you ask? Even then, none of your contacts were certified experts either. You could only hope that they knew someone in the field. There were three apparent options, you could ask a teacher, preferably Yomikawa or Komoe-sensei, you could ask Kaoru, Judgement should have a few hackers, or you could ask Nunotaba but she could pile on another favour on top of your current one.

You dial up Nunotaba. She was the one who’d be knowledgeable about Kiyama’s field of research and hopefully she’d be able to make out some kind of sense from whatever is inside the chip. Hurriedly explaining the situation and your need of meeting with her immediately, she agrees to meet you as soon as possible. It takes her about half an hour, having dropped everything immediately to rush out and meet you.

“しっぴ, you owe me a favour,” she starts, “This better be important.”

Once she plugs in the chip, all that comes out is noise. It takes a moment of silence before she bursts out in laughter.

“So that’s how she did it, clever.”

“What is it?” you ask almost angrily.

“それ, I suppose this is similar to that Level Upper she devised,” Nunotaba surmises, “This is probably the ‘cure’ to the Level Upper, so to speak. You will need to have all the victims listen to it. Maybe through radio broadcast just in case.”

On the issue of broadcasting the sound file, she has no means to arrange it. It’d have to be someone with a tangible link to authority.

You arrive in a huff and hand off the chip to another Judgement girl with the same uniform as Kaoru. You barely catch her name as Uiharu.

“Are you sure this will work?” Shirai teleports in and asks as you catch your breath.

“I have the professional opinion of some in the same field as Kiyama backing me,” you answer.

“Then that’ll have to do,” Kaoru gets you a drink, “Anti-Skill is getting slaughtered out there with the way things were going. You really should let the Railgun handle this.”

What?

“And for the last time Kaoru, I cannot approve of bringing in a civilian in to a fight like this, least of all Onee-sama. Anti-Skill is being manhandled out there specifically because we don’t know how Kiyama Harumi acquired those Abilities. It’s too dangerous.”

“Yes she does, not as much as you perhaps, but she definitely does,” Kaoru replies.

“Then she really shouldn’t be sitting on her ass doing nothing now should she? Even if a thug like me can do all this then she certainly should be able to do something more. Otherwise she’s probably not all that great to begin with.”

“Fine,” Shirai gives up, “I’ll give her a call.”

“And you Torikov-san?” Kaoru asks you, “Will you be going to confront her?”

“I don’t think I’d be able to do much,” you reply, “But I do know someone.”

You dial The Dictator’s number.

“Kyril?” her voice is surprised, “Here to ask me out on another date? Oh dear, and here I was thinking that you’d be capable of resisting my charms.”

“There’s a big fight happening,” you cut her off before she launches in to another tirade, “Are you in?”

“My, my, you do know how to get me all hot and bothered,” a pause, “Yes, I am in.”

“Great, her name is Kiyama Harumi and she’s,” you take a moment to look up her location, “Westbound on the highway to Kanagawa. Oh and if you don’t hurry the Railgun might beat you to her.”

“Well then I must be off then,” she abruptly hangs up.

The highway is a wreck. Scattered about are wounded Anti-Skill, destroyed robots, and over turned vehicles of some sort. Kiyama’s Lamborghini however has remained spotless. In the distance, you see to figures fighting some hideous floating foetus of some sort. Flashes of lighting and steel is evidence of both The Railgun and The Dictator’s presence. You’re not sure if they’re winning or not but their battle is dragging them closer to some kind of facility. Your first priority is,

Your medical training is pretty much non-existent outside of bandaging small cuts and the like. These guys look like they’ve suffered from more than just that. As for the abomination in the distance, well, it was still there despite two high level Ability Users giving it what for. It was definitely out of your weight class. You notice that there seems to be someone missing from the scene and it was Kiyama Harumi. She was the reason behind this so climb down the wreckage to look for her.

You find her propped up against one of the support columns of the highway. Someone’s done a number on her alright and her expression is a mix between confusion, despair, resignation and many others. She notices you and smiles.

“Oh, it’s you,” is all she says.

She pulls out a handgun. It isn’t aimed any where yet but it could easily be you.

No reason to not disarm her. Your answer was to grab the gun with your mind and away from her. She could have shot you, or worse, herself. You weren’t going to let her take the coward’s way out. Kiyama only looks limply as you secure her weapon. With that done,

“I thought about it,” she admits, “But then you took the option away from me.”

“Good thing I’m here then,” you grin back, “So, what the hell is that thing?”

You point at the floating jelly baby in the distance.
