I'd say Maid is a bit too lolrandom for Sailor Moon, more the harem anime type deal, though you could spoof the rules a bit and have Tuxedo Mask as the Master.

You could do it as a heavily reflavoured Mage: The Awakening at that point as well, since sailor scouts aren't supposed to be seen by "normals" when transforming or fighting monsters.

I'd go with BESM though.

It works better with the more modern style of action magical girls, but if you adapt the Sailor Moon style and mythology to that, it works great.

Notable useful mechanics are the ability to inflict social, spiritual and other such conditions with your attacks, instead of just injuries, and that being taken out in combat does not necessarily mean death.

Some people harp on about the secret arts making it bad material to adapt, but they don't understand how to use it for the genre. I've got a friend who is planning on running a game in a far future of the Sailor Moon setting using LotW.

It's happening and has, allegedly, been given a release date this time of July this year.
The primary issues plaguing this was they were pushing it to release it ASAP because of the entire 20th Anniversary and all that jazz.
Sera Myu La Reconquista also had a minor setback early on for the same reason but they sorted it out quickly.

I've toyed with it for an anime inspired game, but the Deeds system and the various loresheets assume a different style anime than Magical Girls. More shounen adventure travelling the world and fighting a bunch of factions, less focused on single adversaries and locations like I remember Sailor Moon being like.

That being said, Sailor Moon's seasonal villain and tightly focused factions thing I remember only from years and years ago and haven't seen any other magical girl anime in years. I should probably go look into Nanoha or something and see how the modern genre looks.

Seems the two things you would need for an anime game system, is 1) exponential leveling, and 2) resurrection.

Or at least that seems to be the theme with nearly all the bulk anime (Sailor Moon, Dragon Ball Z, what not). Sayan to Supersayan is a 10x-100x power increase, as seems to be the case with the various stages of the Sailor Scout's outfits, even if they aren't nearly so overt. And, of course, people get killed and come back more powerful than before at least once a season.

Not sure if BESM provides a framework for either of these mechanics.

It is clearly implied that there is intelegent life elsewhere in the glalaxy and that in addition Senshi are not only from the sol system. At the end of the series Galaxia is defeated and all of the star seeds (mcguffin that makes you a senshi) are returned to where ever in the galaxy.

You have three stats: Body, Mind, and Soul. Body is all physical, Mind is all mental, and Soul is willpower, luck, and supernatural power.

You have 15 points to distribute between them. A score of 4 is human average. Super-genius Sailor Mercury has a 10 in Mind. Plot-armored Sailor Moon has 11 in Soul. Amazon schoolgirl Sailor Jupiter has 8 in Body.

You need to pick an element. Do note that this is separate from your regular Senshi attacks. You could use it instead, if you want. You'd basically be attacking with environmental effects instead of straight up zapping motherfuckers.

the 'Inner' senshi, Mercury, Venus, Earth, Moon, Mars and Jupiter, are the guardians of the Princess. Usagi Tsukino/Sailor Moon is the princess but was also born with the Moon Senshi's Starseed thus she's Sailor Moon. It's never made clear if this is always the case for the royalty or not but her daughter, Small Lady/Chibi Usagi/Chibi Moon has followed suit.

Earth Senshi's Starseed, by the way, is in Mamoru Chiba/Tuxedo Mask. Men can't be Sailor Senshi but still manifest a lot of the related powers.

Next are the 'Outer' senshi. They are all far stronger then the innies but their jobs also have a lot more responsibility.
First is Saturn. Essentially the WMD of the Senshi, she is destruction and birth manifest.
Uranus and Neptune are the 'Guardians' to external threats of the Sol system.
Pluto is the guardian of the Time Gate, her staff sceptre is the Master key of this gate and on her belt she has the full set of keys. During the old Moon Kingdom she was the only one to survive and so is somewhat disconnected simply due to having lived thousands of years and having seen everything. Literally.
She's forbidden from 'spoiling' future events but she has exploited a loophole or two just to prevent worse case scenarios.

Past this is the Nemesis Star/Moon/Planet. The 'Dark' (Read: evil) planet.
If there is a Sailor Nemesis, we haven't been specifically shown, but their duty would likely related to watching for Chaos (The ultimate BBEG in the SM universe. Essentially pure evil with sentience and sapience) or otherwise being a point of Evil itself, Nemesis would prevent Chaos finding enough strength within the system to start to set up shop.

The Asteroid Senshi are innies also, and their future role to to be Chibi's guardians.

We had alot of good times, but the final arc involved an evil entity who could shift through time, infecting people's hearts to do evil. Everyone hopped in the plutomobile and went around the time line righting wrongs.

By that time we were fairly high level (13-14 IIRC) most of the enemies were people who were in high levels of power either because of or before their corruption. The darkness of people's hearts spread from the central infection, and could even turn people into monsters...

During one of the early fights, one of the big corrupted dudes infected our sailor saturn, it seemed like she recovered... however the corrupted fight was against a future sailor saturn in a bleak metropolis devoid of life.

One by one, the senshi of the past found dead bodies of themselves, or rather, their future incarnations.. and the corrupted Sailor Saturn awaited them in a stadium battle.

The force had corrupted her hope, and due to her power as a sailor senshi infected most of the people of the city.. It convinced her that false hopes did more harm than good, and the ultimate false hope was her allies.. Still trying to bring about a positive fate. She had already absorbed the remainder of their sailor energy, and stood as a victor in despair...

The dark force had cemented itself in her so much due to her energy, this was the best chance to destroy it for good..

Needless to say, the senshi of the past managed to pull it off by the skin of their teeth.. There were losses, but in Sailor moon fashion, once the big bad was restored, the evil disappears like a wave, and old friends and new ones return.. The flawed Saturn was reborn from her starseed pure and innocent again, and the senshi of the past returned to their proper time..

We had around 15 players in total, though people would come and go over the 2 so years that it ran. At certain points we were running 2-3 games a weekend, with other GMs jumping in when they had a plot to send the Senshi down.

Every senshi of the base 9 was filled at some point, as well as Tuxedo Kamen (Whose trials allowed him to shift into Endymion and Moonlight Knight form) and several of the starlights.

Other enemies the group fought included eldritch abominations, invaders from beyond the stars, more traditional criminals and always, always quirky minibosses.

One of the final bosses essentially attacked with a deck of many things, with each card she drew summoning a creature to fight or a spell based on the card (Tower was big rock golem, Death a reaper, Star rained down meteors, etc.)

... It was alot of fun, of course nowadays I would never have started with AD&D.. but I was 13, no regrets.

I'm still DM'ing more traditional D&D though, as well as on an off Battletech campaigns, BESM and Paranoia. I'm pretty much forever DM at this point. All my games are bursting at the seams playerwise at the moment too, so I can't make any offers there..

I wouldn't mind another stab at Sailor moon, but real life has it's concerns and my time for hosting games is painfully short. Finding players would be much harder nowadays too that it's no longer in the public eye that was Toonami and such.

Here's the Original planned outfits for the Senshi.

Allegedly, these are still canon. Sailor V's first outfit was a kind of 'training' suit which eventually upgraded into the familiar leotard from the series.
Atermis had a feeling Minako Aino was the Princess they were searching for as he remembered Venus previously was royalty (The Venusian royal family though) and so 'awoke' her first.

Usagi and co on the other hand were fast approaching their point of awakening and/or were just more attuned to their previous lives so when Luna woke them, they skipped 'training' and jumped straight into the standard suit.

Also, masks are part of the outfit but only Venus and Mercury ever bother to manifest theirs.
Venus did it as part of her V career, the 'second sight' it provided was a major boon in her early days.
Mercury on the other hand is essentially a scouter and it interfaces with her computer.

We never learn what powers Tuxedo Mask's mask provided him, nor what any of the other Sailors masks would have given them.

On the subject of secret identities.
Their suits have a subtle spell worked into them that unless a Sailor directly tells someone or transforms in front of them, they won't realise who it is.
This isn't perfect though as Motoki in the Manga works out who the Senshi are when he sees their secret base under his arcade (They use Rei's shrine in the show for all their meetings), Naru works out Usagi's identity sometime second or third season (Though this is only ever alluded to, never spoken outright) and Venus is found out by a friend from Interpol through simple detective work.
Being a Sailor doesn't include you in on the secret though. (See Moon and Mask but also after they all met Venus for the first time, they didn't know her as Minako until they saw Atermis with her. Even then they sounded unsure for a moment)

In R, when Usagi has her memories returned to her is actually kinda sad. It one of the few animes (Or shows from anywhere in the world) that actually seems to realise that characters are not islands and Usagi has been really suffering from being the hero.
Sadly this isn't further explored much at all.
She's really happy when the rest of them have their own memories restored that it becomes apparent she's using them to cope with it all.

I get the feeling these few moments was what inspired Ikuhara to put together Be-Papas (Creative team behind the Revolutionary Girl Utena series) and then later Penguindrum and coming 'soon', Penguinbear.
