Based on the summary Arnaud gave us of the Fall, it sounded like he was only able to seal other elementals into swords, which I thought would've precluded Dragons, as they're something else. unless they're not.

It needed to be mentioned that The Steel Dragon wasn't sealed in part because he was a wanderer by nature, and thus wasn't able to be targeted like some of the other Old Kings, but he also wasn't a true dragon. He was an elemental spirit that chose to take the form of a dragon after seeing one in the sky.
