Last time on EDEN City Blues,
You are Sergeant Warrick Locke d’Angelo, MC1309018, on indefinite medical leave from UNAAF and today is the worst day of the month. As a mandatory part of the draft, you were given a neural implant to interface with communications. Yours doesn’t work properly, and the powers that be decided you make a better case study than a soldier. They gave you an apartment up in Beta, which you now share with an old friend, welfare stipends you spend on pain killers, no way back into the service, no way outside the walls of EDEN again, and nothing to do with your life.

You have been hunting down the man known as Fenix, who is wanted for terrorist activities and treason. General Chase, commander of the military police, offered you a job, a way out of your stagnant life.

You refused.

Fenix confronted you and spoke of his idealogy. He tried to bring you to his side.

You refused.

You tried to continue down your own path, hunting down Fenix.

You lost.

You went down to Gamma, and got a girl hospitalized.

The night is dark, but the temperature is finally low enough that you don’t have to worry about being attacked by the infected. It’s fucking cold out, but you’re close to the fire and you’ve been drinking. The pig roast had already been ravenously consumed by the soldiers around you, so you all had thrown all the firewood you could on the fire till it danced above the roofs and lit up the entire night.

It seems you’re playing Kennon with two other soldiers, a third had already been knocked out. You’re in a bit of a losing position at the moment, but you’re having a good time. The men and women around you are shouting and dancing, vague music is pounding, Kuzuri are on patrol outside, it’s thanksgiving and all the stress is gone.

As much as you’d like to be here, you’re probably just dreaming.

The ephemeral world around you slowly twists and fades in dancing shades of orange and black as you acknowledge that it is nothing more than a dream. Your tired eyes slowly open to the blinding white light around you. Your awareness comes back slowly as your bleary eyes refocus. People are talking around you, you have a nasty kink in your neck, you’re staring at the ceiling. You blink away the fog of sleep and stare up for a moment. You’re in the hospital, the one up in Alpha.

You brought Chai here for treatment, but since you don’t actually know her, they kicked you out to the waiting area in the hall. The chair wasn’t very comfortable, but it was enough for you to fall asleep in whether you wanted to or not. You check the time and find that it’s a bit after noon. If the lights around you hadn’t been so painfully bright you probably would have been asleep for much longer. You might have missed her leave regardless though.

The people around you are little more than static in the background, easily enough ignored. You almost got away with a nice and gentle awakening without much stress, but then EVE just has to message you. “So are you going to give me a good reason for this catastrophe or not?”

“EVE, you’re the one in charge of Epsilon, if it’s anyone’s fault, it’s yours for letting the fucking rats get that big,” you complain as you bury your face in your hands to block out the light.

“You’re the one who went down there! Did you just think that you could pick up some floozy and drag her off to Gamma and have your way with her or something?”

If you had chose one of the other choices instead of enthusing Chai, it would have been a dream. A sort of retroactive choice that allowed me to write an amusing scene one way or another

“Whatever EVE. Is Chai still in the hospital?” you ask as you stand up from the chair and crack your neck. You note that you must have had your mouth open as you slept.

“Serah is still in her room, awaiting diagnosis on what she may have been infected with,” EVE explains as you wander over to a nearby balcony to look down on the main hall. You’ve come in this hospital dozens and dozens of times, but you always go straight to Chase, in the depths of the complex where everything is laid out for pure efficiency. Out in the front, where the rich people come, they had hired an architect to make everything look nice, resulting in sweeping glass walls with build in displays. Sometimes you can see out of the windows properly, other times they show recordings from tropical islands, or dense forests. Rarely, they will pull up a recording of what cities used to be like.

“I wonder if they’ll let me visit,” you muse to yourself as you lean on the railing and watch as a squad of MPs walk in and speak with the receptionist. Behind you an elevator opens and someone walks behind you. Out of idle curiosity you turn to see them.

Walking directly away from you is unmistakably Twi.

“Twi!” you blurt out. She stops and glances over her shoulder at you as you slowly push off the railing and walk over to her. Her face reddens as you become a bit self-conscious about your appearance which hasn’t changed in days. Pretty soon you’ll fit right in in Gamma. On the bright side, your Lupa is obscured. It didn’t get past the receptionist of course, but some fast talking and rank smoothed that over.

“What the hell are you doing here?” she asks as she glances around. She seems to be checking to see if she knows anyone else in the hall.

“A friend of mine got hurt down in Gamma with me so I took her here for treatment. What are you doing here?” you respond as you walk over.

“Visiting my friend, and don’t call me Twi, please,” she asks under her breath. “You’re covered in blood you know.”

“Oh, uh yeah. Same reason I’m here. I should probably get new clothes or something, shouldn’t I?” you comment as she starts backing away.

When a nurse walks by Twi grabs him. “Excuse me, but can you please keep this man away from my friend and I? He’s harassing me,” she says. You and the nurse both look at her in confusion, then at each other.

“That is a false accusation,” you say, putting your hands up and stepping back.

“Sir, I’m going to have to ask you to come with me,” the nurse says as he crosses his arms.

“Harassing women now? How incorrigible. Am I the only woman you know how to talk to in the least?” EVE messages you as Twi smirks and walks away.

She doesn’t respond, and the MPs make eye contact with you. “Sergeant d’Angelo!” the commanding officer barks up to you.

“Yes?”

“I’m placing you under arrest under suspicion of conspiracy to commit terrorism and treason against the state.” The four MPs are all lightly armored but none of them have their main weapons.

“Uh, no. No, that’s wrong. I haven’t done shit. I am a soldier of the UNAAF. I’m not a terrorist,” you say as you slowly raise your hands. You can hear the hurried footsteps of the nurse behind you, backing away.

“That will be for the investigation to decide. Now put your hands in the air,” the officer commands as he steps closer to you. You slowly comply, but remember too late that you have a Lupa holstered on your hip. The bottom of your shirt edges above it as you raise your hands. “He’s armed!”

Your eyes shoot open as you look down at it and back to them. “I’m not going to shoot!” you shout as you watch one of the MPs draw their stun gun. You only barely get your arms in the way as he fires, the barbs shooting into forearms. The electricity instantly discharges through you. The pain isn’t the issue, basic training included endurance of non-lethal attacks such as tear gas, sonic blasts, and stun guns, but it still knocks you flat before you can get a word out.

Your face slams down on the bottom stairs and you would have broken something if your arms hadn’t been in the way. Before you manage to even get a full breath back in your body the MPs are atop you, wrenching your arms behind your back and ziptying them in place. One of them rips your Lupa from the holster as you’re hauled to your weak feet.

“I wasn’t going to fucking shoot you bastards,” you growl as they carry you stumbling down the steps. “Where are you even taking me? HQ?”

“Prison for now,” the commander responds as they force you into a lift. The door slides shut as you stare at him.

“EVE, what the fuck is going on?” you ask as you slowly get feeling back in your legs. The lift is one of the originals in the tower. They could be taking you all the way down to Epsilon if they wanted to.

“Seems to be orders from General Chase. I’m not actually allowed to tell you any more than they’ve told you though,” she responds as you watch the lift lights slowly roll by you one after another.

“EVE, I’m your admin. Tell me,” you order as you glance at the soldiers around you. You could have been working with these men instead of being arrested by them.

“No can do Warrick. You should have asked before you got in the lift. Admin or no, I can’t tell you anymore,” she replies.

“How the fuck could I have asked before getting on the lift?”

“Sorry.”

You curse under your breath and try to contact Chase, but you get cut off. You’ve descended about ten levels by now, almost to Delta, and all wireless connections are secured. Only government locations keep wireless connections secured. You could easily get access to it with your implant, but that would probably get you noticed, and the commanding officer is glaring at you out of the corner of his eye.

“You’ll be in a solitary cell until the interviewer arrives,” the commanding officer says as one of his men pushes you out of the lift. You’re on a balcony above a large open area. The tower support collumns are stripped bare to make more room for the prisoners milling around them. Halls and halls and halls of cells spread out from the main area, and the solitary cells are on the balcony with you.

Thick sheets of laminated polycarbonate seal the cells off from the rest of the prison, and seal their inhabitants in as well. Hanging over the social area are dozens of Kuzuri, hanging from the ceiling like bats and scanning at all times. You can hear some of the prisoners hooting and hollering about fresh meat as they point at you.

Almost at the end of the hall, you’re stopped and the wall to a cell slides out and over enough for them to push you through. “Welcome to hell shithead. Why don’t you try killing more of us from here,” the commanding officer says before spitting on you. You glare back as they seal you in.

“Fuck off, I have things to do,” you growl as you sit down on your cot and focus on your neural implant.

“Oh, my apologies. I’ll just get back in my corner and get my briefcase. I have work to do too you know.” You try to ignore him and ping into the wireless connection. A moment of focus later, and you have access to it, just as if you were back in your apartment. You probably don’t have much time before they figure out that you’re connected, so you work fast. You message Chase first, explaining what happened and asking if he knows anything, and then start looking through the data on the prison. “I hope you have friends on the outside. Lots of folks in here got picked up with no one on the outside, no one to know if they were to go missing, forever.”

The prison seems to be synced up with the hospital, and has a direct connection to MP HQ. You follow it through, your gut telling you you tripped something. You need to contact General Chase, the only one who will certainly know what’s going on. As soon as you get contact with the headquarters’ systems though, you get a message. EVE sent you his contact info for you. You grin and force a communication through to him.

Instinctively, you jump to your feet to stand nearly at attention. “General Sir. It’s me, Warrick.”

“Warrick, how good to hear from you. Are things well?”

“Not quite Sir. You had me arrested a moment ago.”

“So they have gotten to you already. I suppose you’re wondering why?”

“Yes, Sir.”

“Two of my men are dead Warrick, because of you. Did you think we wouldn’t notice the marks left behind by your meddling? I can’t afford to leave you out there any longer. I’m sure the interviewer will arrive shortly to sort everything out. Until then, you may want to stop these communications. Wouldn’t want to get anybody angry,” he responds before dropping the call. Before you can reconnect to him, something slams down on the balcony next to you.

You slowly turn to look at the kuzuri perched just outside your cell, staring at you with its weapons aimed down on you. “Tell me new guy. Do you have any friends on the outside? Cus I don’t think you’re going to make it out of here if you don’t.”

And, not to criticize you in any way, the quest is great, you should keep the 10-3-1 Rule in mind regarding clues for a mystery or puzzle. A DM plants 10 clues, the players recognize 3 and successfully decipher 1 of them

“You could have disconnected. You ignored me I’ll have you recall. I was being perfectly nice to you and you decided that your stupid game was more important, so there.”

“Well, yeah. It doesn’t really matter too much because right now you’ve triggered a Kuzuri. You’re not supposed to be talking to me right now you know. Prisoners aren’t allowed outside communications,” EVE responds as the door on your cell slides forward.

“Well get it off me!” you shout at her as the wall on your cell slides over and a second kuzuri lands next to the first.

“Can’t, I don’t have control over them. They don’t have wireless communications, they just monitor data traffick. You’d need to already be registered as an admin by it, or have an EMP or something. I sincerely recommend not resisting,” EVE says before ending the chat.

“Cease activities prisoner. Lethal force is authorized,” the kuzuri buzzes out as it levels its underslung rifle on you.

Its not diametrically opposed, but it can become difficult for the players to filter out the background noise.
In a "one Actor" type scenario its less of a problem, especially if the theme is mystery and conspiracy (Like here) that has a clearcut goal, enemy etc...

I was personal thinking more along the lines of a classic rpg-setting with a group of characters in a more sand-boxy world. In such an scenario, the DM should adapt the story around the players "Oh, the player got suspicious about this hairy fluff character while hunting Vampires? Well, now hes the leader of a local Werewolf group"

“I am in a solitary confinement cell on the upper level,” you state carefully.

“An officer will arrive shortly,” the second kuzuri states before spreading its rotors and leaping off the balcony. You watch in a bit of awe as it gracefully flips in the air and latches back onto the ceiling. With the wall open, you can hear the prisoners below joking and laughing about the kuzuri’s, and you hear the term city boarder dropped quite a few times, in scorn as often as in praise. You stare at the machine as it silently watches you. Minutes pass by as you wait for an officer, but you don’t even hear nearby footsteps.

Eventually, you try to edge over to your cot and sit down. You manage to take one step without it doing anything, so you try a second, and it immediately rotates the barrel of its rifle and fires a round a few inches from you. The report silences the prison for a moment as you leap back, and then laughter erupts from below. “Do not move prisoner. Lethal force is authorized,” it states again.

“Down Spike! Down!” someone barks as you try to collect yourself in the corner of your cell. The kuzuri takes another scan before lowering its weapon and leaping back to the ceiling. Two men walk in front of your cell, one in a suit and the other in military fatigues.

“Sergeant Warrick? So sorry to interrupt,” the man in the suit says as he adjusts his glasses to hide his weasely smirk. “The warden will be escorting you to the interview room, if you wouldn’t mind.”

I’m not here to convict you or anything, I just need to speak with you,” the man in the suit says as you get marched down the balcony and through a door. When you don’t respond, he continues, “If you are innocent, then I’m sure you’re quite confused by what’s happening right now. Rest assured, everything will be explained in due time. You will be given a fair chance and every right accorded to you by law including an attorney of law. In fact, General Chase appointed me your attorney, so rest assured that I am on your side.”

Seems they are going to charge you in civilian courts rather than court martialing you. You probably would have had a better chance if they had court martialed you, but on the other hand, the same methods that screw the average man pulled into court can get you out scott free.

“The big man himself is involved in this?” the warden asks as he unlocks a door to an interview room. By your guess, you’re probably on the very edge of the tower, but the only thing even close to a window is the video camera hanging in the corner.

“The charge is suspicion of treason Warden, he’s obliged to handle this before it gets out of hand,” Inspector Hughes comments as he walks in and takes a seat at the table, offering the other to you. The warden grunts something, shoves you in, and locks the door behind you. “Now, Warrick, if you don’t mind me using your first name? Is there anything you’d like to say to me before this begins?”

The photos are of two men, both are laying on guorneys Dried blood runs in streaks from their noses and every blood vessel in their eyes had popped, additionally, it seems that their jaws are locked shut. Quite a bit like how you feel when your implant starts acting up. “These are the two men who accessed the coordinates you provided, entered the simulation of the hanger. They’re dead now,” he says. He pauses to stare at you but you only react with a hint of honest surprise. “They died when someone noticed that they were in their simulation. Rather than merely ejecting them, they hacked into their neural implants and forcibly rewrote nearly every failsafe. They were killed Warrick, without even being touched.”

“I’m sorry Inspector, but I still don’t understand why there is blame on me. I cooperated, and explained to Dr. Chase that I had suspicions about a third party by the name of Fenix. General Chase should know this as well, I spoke with him about it,” you say as you slide the photos back over to him.

I don’t believe for a moment that the Landmaster program was shelved after my implant, or they wouldn’t still have me around. So I’m not even necessarily the only one that has this kind of ability. Not to mention that my medical staff would have full records of exactly what my implant does to networks it accesses, so it could easily be spoofed, fabricated, forged. If someone had access to the data on the hangar, where I got the damn implant, then surely they had access to my medical files as well. It would be child’s play,” you explain.

“That would make sense for the code fragments we found when the systems hard crashed, but not the corruption. You don’t just fake this thing Warrick.”

“Why the hell did you withhold this kind of information from me?”

“The only thing we’re missing right now is a motive. We know you did this Warrick.”

“Being Dr. Chase’s little experiment might have gotten you off prostitution charges, but this is another caliber you arrogant sack of crap.”

“Do you have any idea what’s going to happen? Assuming that perhaps they’ve been using my implant to fake all of this and frame me, then their next step will be to use your own god damn kuzuri to kill me. All it takes in here is one little nudge to the wireless and they crash down around me guns blazing for hacking, and what the fuck am I supposed to do about it? You’ll just close the fucking case on it and say I killed myself either intentionally or accidentally.”

A moment later, the warden returns to take you back to your cell.
