Yes, I agree. I just don't think Vegeta or Goku are somebody we can feasibly be on par with in power, if not for just a little bit. If it's not a two-way rivalry and instead a three-way one, the entire dynamic of the show post-saiyan-saga will be totally different. Master Roshi's power level is in his normal form. Remember that he has to get big and bulky to fire off a Kamehameha that can blow up the moon. Most likely, his power level readings would be higher in that form (my guess).
But, yes, power levels were pretty much only there to show you that character A was stronger than character B, and they stopped being used around the Androids/Cell arc.
