It seems like a lifetime since the fall of Korhal disabled your neural inhibitor and you went rogue. With the help of a rogue Dominion Marine, Jacob Henderson, you and your small crew secured a Gorgon-Class battlecruiser you now call The Daluke. The New Albuquerque government is a coalition of Governors of the 16 cities. Governor Lakas is at the head of this coalition and in charge of the capital city. He is the primary shareholder for every major Lakas shipping, shipbuilding, resourcing, and construction company. Effectively he controls the police, military, and industrial forces of the entire planet. He is opposed by the middle and working class for abolishing welfare laws, restricting civil rights, and general corruption such as accepting bribes, extorting smaller businesses, and smuggling.

His resistance is currently weak and scattered due to the death of Don Javelito. Various rebel groups can be armed with our schematics or supplies to increase chances of success.

Success will likely result in the formation of a republic similar to that or Murric, due to the heavy influence of Murric traders and immigrants to the planet.

"New Albuquerque People's Army."
They dislike the government due to gross negligence of the working and lower class, and want to instate a communist regime so that the people don't starve.

"Las Rosas"
Mostly small businessmen and women who are tired of extortion and excessive taxes. They're struggling to make end's meet under current laws.

"Prycastle killers"
Prycastle was home to 23 rebels originally. All of them were hung by the neck until dead, and called "The Prycastle Killers" as they had been blamed for the death of a local girl, rather than reported in the Media as what they were, rebels. The remaining population took up the mantle and openly defies the government, and all governments.

"Shipbuilder's Union"
SCV and starport workers fed up with terrible working conditions under Lakas' corporate and government face. They demand representation.

"Police Spies"
The few remaining 'good cops.' They've done what they can to stop Lakas and his cronies behind the scenes.

"Rogue Bankers"
Most of these bankers backed Lakas until he established his monopoly and effectively hung them out to dry. They've hired offworld mercenaries mostly, and just want him out of power.


"Firefighters"
Firefighters, EMTs, city workers. Most of them are sick of corrupt politics and favor removing Lakas but are unified in little else.

"Missionaries"
Religious fanatics. They claim that Lakas is the harbinger of a dark god and a sign of the end times, and he must be stopped. Politically, their leader will favor more conservative governments.


"The Guild"
Asssassin's guild that wouldn't even be on this list if the Rogue bankers didn't hire them. I know next to nothing about them.

"Radiation Bandits"
Jake's Forge was home to a major strike. Lakas had his men remove the city's nuclear reactor's shielding, and a few hundred people died before the strike was ended. They're very, very upset about the guy.

"Scalping Braves"
The settlement has next to no infrastructure. I'm talking electricity and running water are pretty much a luxury. When Lakas cut the governmental welfare programs they were hardest hit and had to resort to criminal activity for most of their food, water, and basic supplies.

They have no real organization and aren't really a rebel group so much as they're looking to eat.

"Heartbreakers."
Mostly, uh... 'escorts'. They were the first to suffer the abuse of a corrupt police force and also have dealt with the worst of it. Las Ventis 'was' the crime capital of New Albuquerque, and home to a multitude of Casinos, but Karen Cortes organized her women and took the city, more or less. At the moment the 'status quo' between Lakas and her organization is seemingly preserved until she is ready to strike.

"Rogue Army Division 22"
Exactly what it says on the tin. Good guy marines didn't like Lakas. Went rogue. Hiding out in the mountains playing rebel scum at the moment. They're losing, and quickly, but they're the best equipped of all the rebels.

"Buffalo Riders"
Vulture bike gang who took control. They're not as bad as other criminals, and aren't openly opposed to government or anything along those lines. Mostly taking advantage of a bad situation, within reason.

"(Construction) Yard Workers."
Mostly SCV workers and factory workers. They're tired of their working conditions and low wages, and demand the right to unionize, something denied to them by the current government.

"Rogue Engineers"
Mostly starship engineers, but most other academics. They have no military force to speak of, but are strongly opposed to the government's current opacity.

Also, as the government is chosen by elective process, it means that in order to stay in office, they would have to maintain good public relations, which should prevent such atrocities such as those committed by Lacas...

Ok, from the looks of it, there are three divisions here.

* Settlements belonging to minority groups or poor people that have been fucked over and are fighting to survive. If survival and the welfare of their home communities is paramount to them, they should have no problems with a system that offers them self-administration.

* Unions of mistreated workers. Should be on board with a democratic system of government.

* Criminal gangs with no claim to government or legitimate grievances. Smallest group. Can be dealt with later within the justice system.

Call a summit.

We have here a bipartisan system based on working class groups. In fact, have them distributed so. As long as they recognize the rights of their supporters they should have little trouble coping most influential seats.

The Bankers are there because they'll want to know. The Guild will then be focused towards holding the remainders.
