Protoss know how to do it. Specifically the dark templar do. All we got to do is receive their training. You see the Dark Archons can do it and even after their death the zerg are still friendly/allies. As to counter psi emitters all you need is a modified psi crystals. Which even allow basic protoss to control zerg. Problem with that though is they'll become less friendly when freed from its control. But it would counter the effects of a psi emitter.

Bonus campaign in starcraft had you dealing with a terran ghost who really REALLY liked zerg. He ended up encountering a cerebrate who took an interest in him. He met the cerebrate and used its help control a brood. Dark archons have the ability to take control of an enemy unit. Which if you take a worker can build up along their tech tree. Even after the dark archons death they still remain under control. EUD had developed tech based off the psi emitter and more which they used to enslave zerg forces. Its all there on the Starcraft wiki you just have to be willing to read through it.
