Invention and physical prototypes are different.
Physical prototype is needed to get above 5/10. Development is limited to 10/15 after that until a successful use in space has been done.

Keep in mind that things like the radio telescope and reactive-pile do not have to be prototyped and tested, they are already built and tested by there use. You can improve each by up to 5 points in each category each turn if you can afford it.
