That's a bad idea when we're sending a ship into a fight. Besides not accounting for the possibility of an enemy coming up with a teleport interdiction and jamming field, if the reactor is ever damaged by battle, the backlash from it exploding would go through the portal. And if we set the portal with a fail-safe deactivation if the reactor is damaged, then the reactor has to be shut down anyway instead of being able to operate even with some damage.
Or the fail-safe gets triggered even when the reactor isn't in danger of overload, and the ship is now out of the fight.

However, I would think we should begin this NATO-like organization with the countries immediately bordering our own. Physical proximity also gives us a large amount of that troops trying to invade our lands by conventional means would have to cross.

Killing Richards is foolish. We still have use of him. However, we can use this to potentially win allies. Instead of killing him, for trespassing, give him a choice. A trial in a Latverian court with charges of Assault, attempted murder, industrial espionage, vandalism and trespassing, or Trial by Combat.
When every super withing a week's travel comes to fuck us up for giving Richards a death sentence, give them a speech. Tell them that you're following the fucking law, and being a super does not make you above the law. They do nothing but treat Doom with suspicion and scorn despite being the only super following the fucking rules. One of the only guys trying to help humanity gets shafted at every turn.
Here we reveal the rest of Richard's crimes, and let him into the crowd.
