Rin looks at me slightly surprised before thinking. "I'm not sure we should be more concerned about the Runes or about what happened to Kirei. Whatever Avenger's plotting is bad, but Zouken making a move like this and ignoring the Church's authority is a little terrifying."

The odds of that are effectively zero. First of all, Zouken never got his hands on the Grail shards from the 4th war. Now he may have lied about that, but the fact that he's completely lost interest in Sakura supports the idea that he never had them.
