So currently it seems like the issue we are facing is what system Whack Foo should be based on, the most noted contenders being DnD 4e or the Warhammer 40,000 Roleplaying system, as in Only War or Dark Crusade.

The Corporations would obviously be the ones already appearing, Vladof, Torgue, Maliwan, Hyperion, Jakobs, Tediore, Dahl, and Bandit, along with bringing S&S Munitions back.

However S&S would be more like the Bandit weapons of BL2 with insane magazine capacities, while Bandit weapons would be crazy and more unique weapons scrapped together by the really talented gunsmiths that aren't now working for S&S

As for guns I'd like to see the following.

Revolvers, made by Maliwan, Jakobs, and Torgue

Machine Pistols, made Hyperion, S&S, Dahl, Vladof, Tediore and Bandits

Shotguns, made by Torgue, Hyperion, S&S, Tediore, and Bandits, with Jakobs making their unique break action shotguns.

Assault rifles, made by Dahl, Torgue, Vladof, Bandits and S&S

Sharpshooter Carbines, made by Dahl, Jakobs, Hyperion and Maliwan

Sniper Rifles, by Vladof, Maliwan, Jakobs, Dahl and Hyperion

Machine Guns (as in fuckhuge machineguns not assault rifles), made by Dahl, S&S, Bandits, Vladof, Tediore, Jakobs (in the form of a hand-cranked galting gun) and Torgue

SMGs, by Dahl, Maliwan, Hyperion, Tediore, S&S, and Bandits

Rocket Launchers, by Maliwan, Tediore, Bandits, Vladof, and Torgue

Grenade Launchers, by Torgue, Dahl, Bandits, and S&S. Like shotguns, Jakobs would also make grenade launchers in a unique break action form.

Elemental throwers, weapons that do pure elemental damage, Flamethrowers, Slag Blasters, Shock-It Launchers and Acid Flingers, made only by Maliwan and Bandit weapon-artisans.

There's some ground to separate S&S and Bandit guns though.
Old S&S always had slightly boosted damage and big mags, with a chance of low-proc elementals, at the cost of frills like recoil control, accuracy, and (except for the machinepistols) RoF. S&S machine pistols were replaced in BL2 by the Vladofs, but I always loved those little bitches.
Bandits sacrifice accuracy and damage for the deeper mags, and tend to be ETech or nothing on the elemental side.

Atlas guns were always rare, but decidedly average for their rarity - never really the best at anything, and their revolvers had obscenely low capacity.

Dahl currently makes these - any "grenadier" assault rifle (the rocket barrels) shoots arcing grenades, and they have a burst-fire mode. Also, the Landscaper, although it's kind of shitty. And TORGUE.

Dahl: doesn't really fit their design aesthetic. Those Carbines would make a good BAR proxy though - they use high-powered burst-firing battle rifles for suppression instead of indiscriminate spraying. Something like the early Squad Support Weapon concepts from WWI.
Tediore: the budget, "family" company making an HMG? I admit, the exploding fat-mag gun would be pretty hilarious, but I think they'd do better making carbines (fer hunting dontcher know) or grenade launchers (home defense against those particularly aggressive burglars)

These would replace Grenadier, Rocketeer ect weapons and become a separate class of weapon for game play reasons in a Pen and Paper contex.

Its easier than saying you pick up the assault rifle thats really a grenade launche r but still uses your assault rifle bullets. Grenade launchers would use their own unique ammunition, and unlike rocket launchers, actually be affected by ammo regen.

Right now I'm toying with the idea of an "AMMO" stat - you have generic "sizes" of ammo - Beefy, Boring, and Dinky guns.
Beefy Guns are Snipers, RLs, MGs, etc.
Boring Guns are shotguns, carbines, ARs, and the like.
Dinky guns are pistols of all types and SMGs.
Each gun gets a certain number of shots per point of AMMO. Still fiddling with it conceptually, so I'll probably change my mind once I actually put dice to table.

This is true.
The main point we had in the last thread of wanting to bring the S&S company back was so we could have a company making the cheap high cap guns on a large scale and then associate Bandit weapons with the mysterious art of homemade guncrafting.

Personally I think the weapons should be sold/found as specific models of weapon that come with different variants, green rarity weapons being the standard civilian model, blue being souped up, higher quality military version of the civilian variants, and white being the most cheaply made and poorly maintained junk.

Only purple and orange weapons would be entirely random, as they are the custom makes made for soopa speshul operators, or members of the companies own deluxe gun club.

The exception being bandit weapons of all qualities would be random as they are made by small time gun crafters, S&S now serving the role of the high cap cheap guns.

Aye. Lemme think of what weapons or otherwise interesting effects are in-game that aren't accessible to players.

Homing rockets: Both small and large versions. The small ones are basically grenades and are fired by JET, RPG, and Badass loaders. The big ones have glowing orange aftertrails and are fired by exceptionally large Hyperion units, like the Bunker, Saturn, and Constructors.

Nuclear warheads: Only fired by Badass Constructors, and they have like a full 30 second windup time and can be intercepted. But dayum.

Throwers: Already covered these, but whatever. Nomad Pyros have flamethrowers, and perhaps the breath weapons of elemental skags count as well.

Linear heat ray: Fired in single rays by Deathtrap, Constructors, Hyperion Engineers, and Terramorphous tentacles. Badass Constructors can fire arrays of them simultaneously.

Disk Launcher: Strange weapon used by Hyperion Engineers. Fires what looks like hockey pucks with glowing lights on the top and bottom. Not sure if they have any mechanically interesting properties, but they seem to fly slowly and arc, then explode on impact.

Tesla bolt: I've only ever seen Deathtrap use this. Fires a medium-damage sustained bolt of lightning that, once locked to a target, keeps with it until the bolt finishes.

Shockwave: Hyperion Engineers will sometimes slam the ground repeatedly with their mechanical arms, causing multiple shockwaves to explode up around them. Spiderant Knights have a singular large shockwave effect.

Electro cannon: Fired by everything Hyperion ever. Shoots a slow-moving orb of electricity that explodes on impact. Eats shields alive.

Shield ray: Projected by Surveyors and Deathtrap. Either repairs or places a shield on an otherwise shieldless target. Gonna need some team-synergy effects in a tabletop anyways.

Wormhole: Awesome effect produced by the hideously annoying Wormhole Threshers. Might be nice to be able to do some battlefield control.

While I actually prefer E-Tech most of the time, the fact that Eridian weapons exist at all is an important part of the setting and flavor, and I was mightily disappointed to see them go. Relic weapons = <3 (And having a sniper rifle that shoots a lightning bolt is pretty awesome on its own.)

For flavor and balance purposes, I'd bump true Eridian weapons to the highest level of rarity, and make them significantly more powerful than anything else. At the expense of all those other things you listed. Maybe bump their recharge times to be prohibitive to fire more than one magazine's worth in a battle. Like an Action Skill.

Personal wealth on Pandora is measured in “Guns”, not dollars: a “Gun” is the amount of cash given by flipping one gun to Marcus. >Buying< a gun takes 5-10x its resale value.
“Guns” are measured as follows (The “Greenie” is the standard measure of wealth on Pandora):
50W=1G, 20G=1B, 10B=1P
Orange, Cursed, Seraph and Pearlescent guns are unique treasures, and the return for selling them will be determined on a case-by-case basis. Note also that Blue and Purple guns will not usually be available for sale in Marcus Machines – he's a greedy murdering sonovabitch, and definitely not stupid.

Though you would have to do something to make them more appealing than your basic bayonet attachment.

Alright. So, say we have a D4 system with 1s being hits, and no 'glitch' mechanic like in Shadowrun. Hit acing is standard, so you can reroll all hits.

The weapon system in Shadowrun makes it so that character skills and attributes are the primary numbers used, and weapons provide bonuses to that number. Borderlands should be the exact opposite. Dice pools are calculated based off of weapon statistics, and bonuses are added based off of character stats.

By the way, D4 was chosen for two reasons: One, because a 25% chance for a hit makes for appropriately large numbers, and 1/4 is still right around where Shadowrun and that other game (d10 with 7,8, or 9, if I recall correctly) stand. A one-off idea I had while deciding on hit acing is a class power (like gunzerking, basically) that allows the character to reroll on 1 or 2 instead of only 1. I haven't checked the math on that one, though, so I don't know how powerful it makes the character. So these here are simply referred to as Shotguns. They have nothing to do with actual shotguns, except that they're made for extremely close range. The top right one is the basic model, the others are rarer. They look like giant crossbows, but are actually an array of 5 auto-tracking guns that launch a short-range fusillade with every pull of the trigger. The yellow one is different, firing an arcing bolt of electricity that zigzags between targets.

The one on the bottom right is a different class of weapon altogether, called a Launcher. It's basically an E-tech flame grenade weapon.

I posted them for their appearance, but they're not actually melee weapons. You may notice they have triggers. They're called Slicers, and are kind of a go-between between gun and sword. You press the trigger and swing the "blade", and an energy blade detaches from the body and continues on to the target. (You can even bounce one between multiple targets.)

Perhaps who manufactures your turret plays in heavily to its abilities. As... Borderlands as Atlas was, they had an extremely strong teamwork feel to them, operating in highly coordinated units. Roland's turret, consistently, could heal allies, supply ammo, instantly recover a downed ally when dropped onto them, and it came with its little bunker shield by default.

Axton's, by comparison, was all about putting out as much damage as possible in as traumatic a fashion possible. Rocket pods that actually mean it, doubling up its number of guns, setting off a fucking -nuke- just for deploying it, slagging targets, etc. It gets the shield thingie, but only with a skillpoint (and halfway up the tree for it, at that.)

So maybe come up with turret options for each manufacturer. A Jakobs turret is more or less an anti-tank railgun. A Maliwan fires Thrower weapons at short range, and energy globs at long. A Vladof is just a row of miniguns on a rotating tripod, and a Torgue fires explosive rounds.

I'm imagining a huge ass hot rod engine, using a racing tire as its base and swivel point with a miniature artillery gun as its barrel.

With upgrades including

Upgraded exhaust manifold, makes fire constantly burn from the engine's exhaust pipes, when it is damaged it releases a large fire nova, like a shield.

Sound system. Adds some huge speakers to the thing, which blare loud rock music, giving damage, fire rate and/or reload speed bonuses to allies in a certain radius.

Weapon upgrades, increasing the rate of fire and damage of the main gun, adding a rocket launcher, adding a grenade launcher, which with an other upgrade the grenade launcher then fires your grenade mod.

DYNAMIC ENTRY! Gives the turret longbow deployment and sets off an explosion when it deploys.

Basically it would be an extreme offense turret with no defensive options beyond releasing a nova when hit by a melee strike.

Well, Dahl already has the Full Offense market filled, Torgue should be on a sort of sliding scale with some defensive options. I'm imagining a four-barreled AA gun scaled down a bit, with a shield to protect itself. It can be used for cover, and the weapon can be deployed at a limited range to act as a diversion or to help flank enemies.

I'm imagining that the Hyperion turret has an option to be dropped from orbit, crashing straight the fuck into one enemy and dealing damage.

Torgue longbows would employ the same gyrojet technology in their longbow system as they do in their ammunition. When thrown it randomly is assigned an element (or make it the player's choice). It fires whatever the chosen element is, reduces damage allies take from that element, makes all non-elemental weapons do that damage type (so that they can know what it'd be like to have a Maliwan), and boost the element chance of all elemental weapons.

If a Borderlands-style three-path upgrade system is used, then one path will be completely dependent on the turret chosen by the player. The player would need to re-spec to change turrets, but would pay nothing else for the turret (Digistructing murder machines are a razorblade business, after all).

I think S&S should get the Ammo Regen perk, and Vladof should give a rate of fire boost within its range. Ideas for the names of different turret models would be cool too: They would be mostly there for fluff purposes, but they could change depending on the perks chosen.

I like a lot of this. The base turret should be a midget-controlled MG with slightly less ROF than the slowest gun and less damage than the second-least damaging turret, and the midget is vulnerable to attack. Early upgrades would be: Giving the midget axes to hurl and digistructing extra midgets to replace those that die, some straight stat upgrades, and Pis On. The Bandit turret could be the most powerful in the game with the right upgrades, and it's the only one that's mobile after getting the skag upgrade.
