Now that Valeria has gone home, our schedule should clear up nicely. What about that round-table discussion I proposed? Get T'Challa (and possibly Storm), Magneto, Black Bolt(or a representative), Xavier, Namor, Mole Man, and Callisto of the Morlocks to sit down at a table together (or at least a holo-conference call) to discuss populating MArs. Doom is amazing in all things, but single-handedly populating an entire planet, even a small one, is beyond him for the moment.

If Namor agrees to moving Atlantis, or even a portion of Atlanteans, to Mars, we can arrange for a portion of Earth's oceans to be exported to Mars via portals, (thus delaying coastline erosion and global flooding from global warming), and making up the difference by taking the water from Europa (also via portals, this should add more mass to Mars and make it better able to hang on to an atmosphere).

T'Challa's Wakanda is at least 30 years ahead of its closest non-Latverian competitor in terms of technological advancement, and at least 50 years ahead of America. They have extensive experience with Vibranium, which we have recently found on Mars. I trust them more than most other nations to handle it with the care and safety required. And as an African nation, Wakanda can distribute the fruits of Doom's martian hydroponics farms more quickly and accurately to those who need it than Doom can, by dint of familiarity with the region. Doom also wishes to consider IMPORTING Wakandan culture to Latveria. He respect T'Challa's people and their rejection of the crass materialism of the western world and would like to open negotiations for cultural exchange. T'Challa will be given a free pass to explore Latveria at his whim, to judge what of any value he would wish to take back to his people. I'm sure he'll be interested in the new magical academy, at the very least.

If Magneto, Xavier, Callisto, or Storm are willing to put aside petty rivalries, Doom can offer their people a safe refuge where few, if any could strike them meaningfully. Doom's own people suffered as Magneto did, and that shared pain gives them common ground to see to the protection of the oppressed. With a viable population colonizing Mars, all Mutants remaining on Earth could claim diplomatic immunity and protection. Even Xavier must admit that the mutant population is not large enough to effect policy change, and that conventional humans are not ready to accept mutants as family members. But distant neighbors? Without the constant pressure of overpopulation and resource/labor competition, tempers will cool and rhetoric will die in the face of public apathy. America can barely maintain its space program as is. They'll never authorize or afford constructing a fleet of sentinels just to launch at mars, and they'd never be able to send more than one at a time every few months anyway. With Doom and other trustworthy leaders securing the DoomDoors to Earth, the mutant population would be free to build, grow, and evolve in peace.

Black Bolt, as ruler of the Inhumans, rules an isolated people facing ennui and stagnation. Mars would open up mineral resources they could make use of, and more importantly, it could open up cultural borders with people who, given time, may grow in a way his people could consider equivalent to their own. Mutants are the next stage in human evolution, and they are evolving in ways that Inhuman biology predicted centuries ago. What will happen when all of humanity is born X-gene positive and all humans are mutants? How will the Inhumans differ? This is their chance to shape an emerging culture, to help their fellow post-homo-mundanus, and to reach out to what could be considered their 'younger brothers'. Likewise, Atlanteans are an offshoot of humanity just as old as the Inhumans. They too are lost cousins, and deserve to know their family. Wakanda, while not genetically divergent from the bulk of humanity, is culturally and technologically superior to the bulk of humanity. As such, there is no homo-sapien nation as likely to treat with Inhumans as equals and friends.

Mars is a new world, with none of the ancient grudges and petty bickering of the past. It is a chance for the best and brightest parts of Earth to start anew, unshackled by the tyranny of ignorance or fear or hate. It is a place where the future may be built in peace.

The mutant population, while not beholden to Doom, would be at least grateful for their haven. And since Doom is building their starting settlements and staffing them until they can become self-sufficient (not to mention feeding them from his own farms) we can collect extensive medical data about the mutant genome.

Wakanda's technology and expertise in mining, refining, and utilizing vibranium.

Inhuman technology and culture.

Atlantean culture and technology.

And most importantly, a strong alliance of traditionally ostracized people willing to defend each other, all with the gentle guidance and advice of Doom. In time, they will witness for themselves the wisdom and righteousness of Doom and submit willingly, as the whole world would have had not the delusions of 'democracy' and politicians and heroes of the Earth not conspired against Doom.
