Cup Size is dependant on Age, Weight, and if the character is pregnant. These factors give bonus/penalties to a D100 roll. Roll the D100 and refer to a table; AA, A, B, C, D, D+.
They have "Bodily Attractiveness" factor as a stat - AA and A reduce it, C and D increase it, while B and D+ don't have a modifier.

Half elves are basically the "in between" of humans and elves. Humans being voluptuous, and elves being petite, the half elf would be something that fits in the middle. Basically, they are the underwhelming race, they're average with nothing special about them. That's a simplified formula for NPC's, and it's not just boobs FFS- it's the "primary sexual feature for the race".

Proper equation for a PC applies that bonus you spread across primary, secondary, and teritary features.

Thus, you can have two people with identical CHA but the higher CON one is naturally more...lush in some places. As a lot of people noted, it just doesn't fit many races as you wrote it. :(

Ok - so improvising here.
Lesbians are affected normally by the chart - according to the characters personal preference (big/small/etc.). If the final modifier for "using your assets" is a negative modifier (for some reason) then it reverts to "no modifier".

With gays its different. The positive modifier is replaced with a negative modifier - disregarding personal preference. If the final modifier is a positive modifier then it reverts to "no modifier". Now - just so I make this clear - I know very little about the gay man's view of breasts are; and I quickly typed this up for feedback and refinement.
