Ok, first off, riding out to meet our people? Fuck these guys. They already hate us, and we already hate them. Fuck meeting with them. Honestly, we don't know the situation as well as we would like, so the elaborate plan doesn't work to well. My suggestion would be either ask Korbis's advice, OR, summon our captains and give them orders to actually use the military units we have to start guarding the iron/weapons shipments from the mine to the town and the ships.

Actually, cancel that. Thinking back to my Russian history, it's always been much easier for people to agitate for change in the cities. Force everyone back into the countryside. Get the farms working for us (collectivise them if we absolutely have to) and introduce laws preventing people leaving their villages without permission (e.g. for merchants). The bandit groups won't be able to coordinate attacks on our shipments if anyone found running messages from town to town is murdered.

I think we should ensure the wages in the mines are relatively. This will attract refugees to the mines, reducing discontent and overcrowding in the town. It will also ensure our miners (and primary source of income) are reliable. And it will cement the mines as a source of wealth for the realm. If most families have a relative earning good wages in the mines then they may be less willing to raid the mining caravans out of a fear of disrupting the employment of their relative.
