The Clan Chief rips away a tarp to reveal the previously concealed shape underneath. It is strange - covered with twisting fungus, over a metal frame. A mix of rust red and fungal white combine, blooming and twisting in strange ways. It is unclear whether it is sinister or glorious, or both. The military expeditionary force of the UCE, battle-hardened by their crusade against the pagan barbarians of the islands to the north, wasted no time in striking down the traitors who had dared raise arms against their rightful ruler, the Grand Commissar.

Finally, the Grand Commissar traveled to the glorious nation of Mon Grayr to finalize the wording of the military alliance between the two nations and to actually sign the document. Unfortunately, the seas on the return journey were particularly tough and the Commissar’s ship was lost with all hands along with several other vessels in the UCE fleet. A national week of mourning was declared by the central government upon the return of the remainder of the fleet; yet even in this period of sadness, shadowy forces began to conspire to steal power for themselves in the wake of the Commissar’s death.

The sudden and completely unexpected loss of the Grand Commissar to an act of God threw the UCE into utter chaos. While officially, the nation was in the midst of a period of introspective thought and mourning, behind the scenes dozens of different groups were vying for power. Luckily for the integrity of the nation, the military, newly reinforced, put the stability of the nation above political power-plays and pledged to remain neutral in the bid to fill the power vacuum the Grand Commissar’s death had left.

The clan chief looked down at his hands. The United Collectives of Erbast were having trouble within their own government. Their propaganda offices - the envy of all CogHolme - were not able to keep up with the demand their people had.

They had paper - a great luxury lost to the mists of time. The device in front of him was half a ruin. Rusty, almost broken. A mechanical marvel. It had once printed words on paper by the thousand. The Millions. Much faster than the fastest scribes.

The United Collectives of Erbast had become a valued trading partner with the members of CogHolme. It would be difficult, but only the people of the Cog could possibly develop printing technology. The ruins of their dead oppressors held the secrets. They merely needed to reach out and take them.

He signed the treaty. Masonry for basic medicine, something his people badly needed. Mining techniques from the ancient reactivated mines in return for the technology of paper now, and the promise of the Printing Press when it was redeveloped. And his soldiers had trained with his, showing them the glory of the close order formation.

He sent the reply in a handwritten note. When he was done with this project, it would be printed.

Building on the knowledge that the UCE had gained by trading with CogHolme, the Ministry of Economic Developed decided to enter into trade negotiations with the UCE’s close ally, the High Council of Mon' Grayr. The negotiations soon bore fruit as a deal was signed which saw the technology of paper-making traded for advanced mining techniques.

Despite the success of the trade agreement, the nation was still leaderless. The young son of the former Grand Commissar had begun to rise in prominence however, and the nation’s military had officially abandoned their previously neutral stance and thrown their support behind the new Grand Commissar. Yet, there still numerous enclaves of dissidents who refused to accept the legitimacy of the Grand Commissar’s son. The largest of these groups even claimed to be in direct contact with the ghost of the passed Grand Commissar, and thus decided to break off from the UCE and form their own state.

It was apparent that the country was finally recovering properly from the religious disaster. The peasants had enough to eat and nobody was burning down anything, but the fact is that they were still illiterate peasants in a dirt poor country ferrying livestock around on the ruins of my beautiful road system. Obviously more work was needed here.

1: Get back on that written language. Pretty, practical, adaptable, sensible, compact.

2: Rebuild the road system. Still just dirt, but wide, well leveled, and in direct lines from Point A to Point A.

3: There's something wrong with this hammer, we'll never get a good woodshed together with a hammer like this. (Carpentry)

The military of the UCE, now fully supportive of the leadership of Grand Commissar Kelnitz II, descends on the unprepared traitors like the right fist of God. The battle, if it could even be called that, does not last longer than half an hour before the peasants are fleeing in droves. The leaders of the small secessionist territory and rounded up and promptly hanged for their actions. In death they will be closer to their dear departed leader than ever before.

Back at the Capital, Kelnitz II attempts to force all state and military officials to swear an oath of loyalty to his person. However, the wannabe Grand Commissar is fairly new to the process of political intrigue and finds himself outmanoeuvred by several high-ranking members of the state hierarchy who wish to claim power for themselves.

This new agreement was printed on fine, wood pulp paper. It was a delight - the only thing needed was his signature. The Clan Chief authorized the transfer of the Printing Press and the signing of a Non-Aggression pact with the Erbastians with excessive flourish. The official cogwheel seal even looked a tad - curved. He was excited!

He moved to the next agreement - basic medicine in return for the secrets of minting currency. His people had gold, but didn't have money before now, and this was highly valued.

Then he turned to the schools. They were a great failure. He had sunk a lot of money into it and failed. But not this time. Oh no.

This time he had printing. And if the kids wanted to be rebellious - well, a few years in good long books with extra printed tests and hard paperwork would straighten them out. He'd make proper cogs of all of them!

Citizens from across the nation flock to the UCE’s capital for Grand Commissar Kelnitz II’s coronation ceremony. The UCE, now finally untied under the firm yet steady leadership of Grand Commissar Kelnitz II, decides that now would be an appropriate time to reach out to the nation’s allies. Once again, the Ministry for Economic Development comes to the fore and suggests to the new Grand Commissar that the government should help private interests establish a permanent trading route between the UCE and Mon’Grayr. Kelnitz approves of the suggestion and directs the Ministry to make it happen.

Furthermore, Kelnitz directs the Ministry to open up trade negotiations with Inferno, a strong nation to the north. He suggests trading their knowledge of paper and the printing press for their knowledge of cartography, which is rumoured to be excellent.

The UCE’s Army has always harboured a strong desire to remain at the forefront of military technology and equipment, and thus spends a fair amount of its annual resources on various research and development projects. One project in particular that caught the eyes of the High Command Committee was the notion that a stronger metal that iron could be created for use in both armour and weapons. Curious as to whether such a mystical metal could be created, they decided to focus their resources on this line of inquiry.

As military engineers continue to tinker with the secrets of metal-working and forging, Grand Commissar Kelnitz II decides that he should solidify his new rule. His father had wisely decided to invest in a trade deal with the people of CogHolme which had resulted in the UCE gaining an amazing device called a ‘printing press’. Yet little had been done with device since that point, as the country had been embroiled in turmoil over his father’s death. This was something that he would have to change, and change in a way that saw him benefit the most.

Kelnitz warmly welcomes the Inferno and MonGrayr emissaries into his palace for the first time. The three men sit down over dinner and talk about all manner of worldly issues before taking a small break to formally put the finishing touches on the agreement to jointly unify their currency systems to adopt the MonGrayr Iron Star. After which they return to their wine and women.

The High Priest stands upon a raised platform North of the lava pool. The heat shimmering above the pool seemed to dance with the light of dawn. Things had gone well in the UCE since the start of his reign all those long years ago. Unfortunately, his calm mood was ruined by the sound of approaching foot-steps. He turned around wearily only to see the Minister of the newly renamed Ministry of Economic Excitement. “Here are the final details of the trade deal with the CogHolme people’s sire,” said the Minister in a deferential tone. “What are we trading again?” Asked Kelnitz, slightly annoyed. “We are trading our knowledge of ‘Austrian’ economics for their educational expertise and their knowledge of naval boarding sire.” Kelnitz nodded to himself, it was a fairly good deal. “Make it happen,” he said in a dismissive tone. The Minister, reading into the mood and tone of his Lord, took that cue to leave and finalize the deal.
