It is indeed that time again, marines. THIS. IS. MARINE QUEST!

Last time on Marine Quest, the good Captain and his crew were visited by an agent of the sinister Cipher Pol, the World Government's intelligence organization. This agent, "Askem", has coerced our dear Captain to help him apprehend the dangerous criminal: Jeremiah Crowe. It seems Crowe has stolen something very valuable from Cipher Pol. Having discovered Crowe's next location, the Captain now arrives at Failsafe, an island famous for weapon and explosives manufacturing. The goal is simple: bring Crowe to justice, and discover what Cipher Pol is trying to hide.

You hear the calls for ‘land ho’ from your crew. You wince as you quickly step out from your quarters, the sun shining brilliantly in a clear blue sky. As you look ahead you see what must be Failsafe, the island of explosives. The island resembles more of a giant city than a proper island. A metropolis of tan grey buildings and towering factory smoke stacks dominate the coastline. It is these same smoke stacks that belch out the thick smog into the air, like a hungry volcano constantly threatening to erupt. The clear blue sky you enjoyed only a few minutes ago is quickly overtaken by the choking smoke, and a dim twilight seems to rule over the island. Every so often you see explosive plumes burst up in seemingly random locations. You’re not sure who named the island “Failsafe” but they clearly had a sense of humor.

Your crew skillfully leads the ship into the Navy’s base on Failsafe. As your ship slows to a stop, you immediately notice that the battleships docked here are extremely well armed, and a few brazenly bear some unapproved experimental weaponry. Being stationed at a weapon manufacturing island has its perks it seems.

After consulting a few officers and contemplating on the matter, you've decided the need for discretion is necessary once again. Only two officers will go with you into Failsafe, anything more could compromise the mission.

Alfonso, he's Excellent as People and Info Gathering. And Hitoshi we don't have any crew better than Fair at Investigation, but he's damn good at combat and being able to move silently means that he's better at investigating a place than his skill level would suggest.

You march down the docks with your officers flanking behind you. The Captain's jacket hanging from your shoulders sways with purpose as you make your way to the greeting party at the end of the dock. You tighten the hat around your head as a nervous tick, you're still new to being a Captain after all.

Alfonso follows behind you on your right, towering over you and Hitoshi with his massive tetsubo perched on his shoulders... you see he didn't bother to wear a shirt under his officers jacket again. Hitoshi silently follows on your right, with his black hair in a knot, and a simple hakama worn underneath his jacket. You must look quite intimidating.

Two full squads of marines salute as you walk past them to greet the commanding officer of the base. You made a bit of research and apparently the Failsafe base was run by a Captain Coco. It must be the man at the end of the procession.

You study the other Captain. A muscled man, with a grey suit underneath his officer's jacket. His face is clean shaven, and he has no other hair than a top knot shaped into a palm tree. You would be surprised by his bizarre haircut if you didn't already have four years experience serving in the Navy.

"Captain Abrams! I received the notice of your arrival only a few hours ago, welcome! Come walk with me." You walk beside Captain Coco as he leads you indoors. "I am glad you are here, Failsafe could always use a bit more military presence. These madmen will blow up the island before the year is done. Now, what is the nature of your pleasant and unexpected visit?"

Captain Coco is doing a poor job at hiding his suspicion. What do you tell him?

"Ah, him. We completely glossed over that bounty. An impressive bounty, but the picture is awful. Nothing to go on. We might have if we knew he was already here on Failsafe." He sighs heavily at the lost opportunity "Well Abrams if you're looking for a criminal there's only one place to go: 'Unsafe', this island's back alley district. If your man is any sort of scum then he had to have crossed there. I must warn you, no one there is going to cooperate with a marine."

You thank Coco and ask him he can provide you with any other place to go on the island.

Coco rubs his palm tree top knot as he contemplates. "Well there's always the main district. Only reason to ever come to Failsafe is to get bigger and better weapons. Crowe might have dealt with someone there, as the weapon smiths don't discriminate when it comes to selling their volatile products."

Despite his distracting hair cut, Coco has given you a lot to go on.

You and Hitoshi slap your hands against your faces as you soon realize the problem: as Alfonos removes his jacket and reveals a massive tattoo scrawled across his muscular back.

In kanji it reads: "ABSOLUTE JUSTICE"

Alfonso realizes this as well and smiles sheepishly, "I might have gotten it done at Mining Island."

After a short walk you arrive in the main district and it is absolute chaos. Shops are constantly trying to get the attention of customers with explosive displays. A few competitors seem to be testing the superiority of their weapons against each other. Entire stalls are dismantled or sent flying into the air as a result of the destructive rivalries. The noise is completely overpowering, the discharge of explosives combined with yelling merchants makes it nearly unbearable. Hitoshi is quick to pick up on your discomfort and wraps your group in a bubble of muffled silence. The ringing in your ear is still persistent, but you can at least think now.

Alfonso looks around, clearly as lost as you feel, "So, where do we start in this madness?". Both of your officers look uncomfortable in the free reigning chaos of the Main District.

I also forgot to mention that we are now weaponless. The impact from the cannon ball we punched caved in our gauntlet. The sea stone was salvageable but the rest was a mess. We have one left gauntlet and 4 small seastones.

"Ah! Well most people usually just go about in their work clothes~. Here!" She hands you a pair of thick cloth pants, a striped shirt, and a black cap. "Course, you won't look like anyone else here since your clothes will be so clean~!" She hands Hitoshi black pants and a regular t-shirt, and gives Alfonso thick pants, a shirt, and a vest.

You ask her how much it is for the lot.

She gives you a very wide smile when you ask, "25000 Beris~!" The shopkeeper is obviously gouging you with that price, but you don't have time to argue about it all day. You haggle a little bit to avoid suspicion and settle for the only slightly less outrageous price of 20000 Beris.

You ask if you can change into the clothes and are shown to a dressing area.

You and your officers are now dressed in your civilian disguises. Hitoshi looks surprisingly ordinary in contrast to his usual traditional garb, and Alfonso still decided to forgo the shirt but at least kept the vest on to hide his tattoo. You look like regular citizens now, and you could pass off as Failsafe regulars with a bit more soot and grime on you.

The shopkeeper girl is occupied with another customer so you leave the store.

Most of them are swamped with customers, pirates and sailors alike are bidding over particularly dangerous looking weapons.

You don't see anything interesting for yourself, but you think Rosewater would be at home here like a sea king in the Calm Belt. You take out your den den mushi and key in the ship number. You ask the operator to patch you through to Ensign Rosewater.

"Hello~ who is this? If you're calling about my erotic phone service I'm afraid that is only after dark."

You explode as loudly as any of the displays here as you tell Rosewater it's the Captain.

"Aha! I know Cap'n I was only joking. I stopped doing that a few months ago." You have no words for thirty seconds. "Ara? Cap'n? Hello?"

You snap back into it as you tell Rosewater to check out the wares here at the main district, but ONLY to inspect.

"UPGRADES CAP'N? I'M ON MY WAY!"

You have a bad feeling about this.

With that done you decide to return to your investigation. You honestly have no idea where to start with all of the stalls and stores that are open here.

There seems to be some more stores in a few of the alleyways beside the main courtyard. You think these discrete shops would be the kind of place a criminal on the run from CP6 might go to.

There are much less people here in this area. The shops seem less interested in getting as many customers as they can in your store

You decide to head over to the "Unsafe" district. On your way there you decide to ask your officers about the current situation, unafraid of anyone listening in thanks to Hitoshi's ability.

Alfonso is first to speak up as usual, "We know about as much as we did when we started Captain. Hopefully we can learn a bit more in this 'Unsafe' district. But I'm not looking forward to mingling with criminals."

Hitoshi nods in agreement, "So far we've come up on nothing. We should be careful with how we deal with the people in Unsafe. If we make too much attention for ourselves, Crowe could make a break for it and we're back to square one."

You bitterly accept your officers' review. So far you haven't learned much, and you're not any closer to capturing Crowe.

After just over a half hour of walking, you arrive at what could only be the "Unsafe" district. The sun is beginning to set, and the nightlife already looks to be out and about. The Unsafe District is full of vagrants and unseemly people. A few men have already been thrown out of bars, and you hear pirate shanties echo against the alley walls.

You walk around the district, doing your best not to arrest any pirates that you recognize from wanted posters. After a quick walk through the district, there seems to be three main places of interest: a popular bar, a black market weapons dealer, and a long alley way holding various vagrants and bums

This bouncer is getting on your nerves, and you calmly reply.

"The Dentist."

"The what? What the hell are you talking about get out of here!" he attempts to make a move to grab you but you pull back your fist and slam it into his face with a straight jab.

The impact sends him flying as he pitifully wails, "Oh... the Dentist.". He soars through the door he was guarding and lands unconscious on the bar floor. You casually walk in over the bouncer, prepared to fight. The whole bar is looking at you and the knocked out bouncer now. No one is making a sound. You prepare for them to draw swords and charge you at any second. After a few moments the bar erupts into laughter, some rogue pats you on the back and hands you a draft.

You're in.

After the bar scene returned to normal you sit down at a vacant table with Hitoshi and Alfonso. You scan the bar. A band is playing in the corner, leading a good section of the bar in shanty songs. Flashy lights shine in the bar, lighting everything in different vibrant colors. The patrons are a mishmash of pirates, vagrants, travelers, and other rowdy types. Together, you mark out three notable people in the bar. The first is the barkeep, guaranteed to have seen everyone come in and leave the bar. The next is an old pirate who seems like a regular, he constantly goes around the room challenging people to fights as he spills his alcohol all over himself. The last is a trio of okama who seem to have taken an interest in you and your group since your explosive entrance.

You remind them of your bargain.

Before you find out the barkeep breaks a bottle over the old codger's head and tells him to get out. The old pirate is successfully distracted from you and sobs as he begs the barkeep to let him stay.

Well that was embarrassing. Alfonso rushes over and kneels next to you, the mirth in his eyes are gone as he checks to make sure you're fine. You're not sure if you can look your officers in the eye after being beaten up by an old pirate.

He gives you a chuckle, "Never could hold your liquor could you Captain. You know how some people get really angry or really sad when they're drunk? You just get shit at fighting gahaha! Come on! Up you go."

You smile as he helps you up, good old Alfonso.

As you walk up the stairs you wheel around to your two officers. "This has been a bad enough night for me already, not a word of what has happened here to the crew. Understand?" They nod their heads, even Alfonso is serious. You suppose they're not cruel enough to jape at your already wounded pride.

Hitoshi completely silences the movement of your footsteps as you look for room twenty two. While your own movements are silent, you can hear all of the unseemly and decadent festivities coming from the bar and the other rooms around you.

Finally you come to the door. It's a normal wooden door with a carved '22' on the front and a grated vent above it. The door is locked and you don't hear noise from inside. The okama said that Crowe only stayed for one night, but you're not sure if it isn't currently occupied by another guest.

You take out your mini transponder snail and place the small black dick on a needle just underneath the receiver. You set the snail to speaker mode and listen.

At first all you hear is static but then the sounds of something being set up is made clear, finally a voice speaks:

“Director, by the time you hear this message I’ll be long gone.. By now the pirates that I armed with military grade weapons should be finished rioting around Failsafe, and I’ll have already left. Did you enjoy that little distraction? Ah. You thought you were close?” -hollow laughter- “I’ll never let you catch me, not before I’ve warned each and every person on this list. If I have my way, and I swear I will, you won’t send one more soul through the Gates of Justice. And when you finally look like the bumbling idiots that you are and the World Government is just about ready to toss your ass on to the street, I’ll reveal everything to the world. You’re finished.” Kacha!

Director? Pirate rioting? What the hell is he talking about?

Alfonso looks out the rooms window, "I don't hear or see any rioting out there Captain, maybe he expected this 'Director' to find the recording much later."

Hitoshi nods, "That means Crowe is still in Failsafe."

You motion to head back to the ship and prepare for interception!

BOOM! A massive explosion rocks the bar. Gun shots are heard ricocheting in the street. This is different than the usual explosions from Failsafe... these feel more like...

A riot. It's begun! You don't have much time! Can you stop the pirates from tearing the city apart? Can you stop Crowe from getting away? Or is it all too late?

What clues did we miss along the way due to our TERRIBAD rolls?

How dense and hard can we make our clouds? Can we make Sea/Island Clouds? With practice would we whip up Hurricanes and the like?

Barkeep wouldn't have told you much just that you're on the right track. But you had the opportunity to alert the Navy base of a planned riot if you kicked the old pirate's teeth in or found out that Crowe purchased a massive amount of firearms from one of the Main District back alley dealers.

Currently all you know is that you are made of CLOUDS and that you can influence the type of clouds you become. Although I will not limit any ideas that utilize the full effects of clouds I will judge it if it is in the character's ability to successfully achieve it.

While I am completely all for Abrams eventually mastering the art of cloud density, weather manipulation, and things like sea/island clouds, he will need a lot of practice or some kind of catalyst for him to "unlock" the powers(similar to how Luffy needed to see CP9s Six Styles to think of Gear Second or how Robin can't make clones until after the time skip training). If this was not in quest format I would have Abrams go for a 6 months training program on Weatheria.

Turning into a pile of zappy clouds and enveloping someone ought to be pretty easy and unless they happen to have Haki or something similar we won't give a single fuck about them trying to hurt us.

Given that we have a Six Forms guy with us we can see Tekkai as a catalyst for pulling off really fucking hard clouds. Hell the Six Forms in general is a great catalyst for all sorts of crazy stuff.

We shall become the Storm, our voice will be as Thunder and our strikes like Lightning.

Well, I wasn't referring to the Kairoseki part of them, that might not end well, but to their solidity and so on.

Also more weather control would be cool, being able to call down hail, sleet, ice, wind, massive rain, and thunder would be great. It'd make us into an utter ship killer.

sea clouds are sea clouds because they act like the sea in every way that matters. anyway there are better clouds to make like iron cloud, string cloud, or swamp cloud.
