>Let Eliza eat
>Keep Gligar
>Check Trainer Mons

You are Katie, a Grunt in Team Rocket's R&D division, with two experimental Pokemon, a humanoid Poochyena and Ghastly named Carla and Eliza. You have just recently caught a Gligar and ambushed an unsuspecting Trainer, and Eliza wants to eat the Trainer's thoughts.

“Well, I guess you can eat. But if you find anything in his head about Team Aqua or Magma let me know.” You tell her. She nods, grinning before her mouth opens wide and clamps over the unconscious trainer's head. You continue frisking the Trainer and come up with a small handful of badges and a Pokedex. Using the Dex, you quickly check the contents of the Trainer's Pokeballs. Linoone, Feebas, Tropius, and a Plusle and Minun pair. You think you remember something about Team Rocket really valuing small electric rodents, but you're not certain why.

I kinda feel bad for the child.
Maybe we should give him a Team Rocket brand zubat?
Just so he can start over and doesn't run into bad people at night.
Except for us, that is.
But I think we can trust our little zubat to shut it when we're lurking around.

>All in

Eliza finishes her meal, standing with a satisfied smile on her face. “Aqua is local~” She sing songs. You quickly recall her and Carla while hiding the other Pokeballs. After everything is carefully hidden, you make your way back to town. You almost run into an officer, but they spot some other Trainer causing trouble and get pulled away before you get caught. You quickly make your way back to the base, and find yourself waiting outside of Dr. Musashi's office. You nearly nod off a couple of times, but you're jarred awake when Dr. Musashi calls for you.

“What have you got?” She asks. You quickly present the Pokemon the Trainer had on them. Dr. Musashi quickly inspects them, nodding in satisfaction. “Not bad for a first haul. Anything else?” She asks.

“Ah, yes. Eliza managed to get some information on Team Aqua from the Trainer.” You tell her. Dr. Musashi motions for you to proceed, and you release Eliza from her ball.

“So, what did you find out?” Dr. Musashi asked.

“Team Aqua is local. They live in the coves, out in their favorite place of the world.” Elisa says.

>>
[2/2]
“Where?” Dr. Musashi demands. Elisa shrugs.

“Don't know for certain. Blurry. But nearish?” She answers. Dr. Musashi sighs in frustration and you quickly withdraw Eliza.

“Well, this is good to know. Go, rest. You'll get an update when you awake.” Dr. Musashi orders. You quickly flee her office, glad to finally rest. When you awaken, there's a note on the table and a new ID card next to a pair of Pokeballs. The note tells you that you've been promoted and issued two new Pokemon, and now have access to greater resources. You scan the balls with your swiped Pokedex. You now have a Seadra and a Ditto. Your current priority now is to locate the nearby Aqua base.

You fill the tub up with some water and let the Seadra out into it. He's seen better days, several scars in his scales and his fins are somewhat tattered. On the floor you release the Gligar, who scuttles back into a corner nervously. You let Carla and your new Ditto out as well. The Ditto seems perfectly normal, looking around with its beady little eyes at everything. For some reason, though, its stare kind of unnerves you. With Carla's help, you manage to find out that your new Gligar is male as well. “Well, you'll be Ripley.” You tell the Gligar, picking him up carefully. He looks at the other Pokemon somewhat nervously, before writhing out of your grip and flapping until he's away from the water. You turn to the Seadra, looking at it contemplatively. “And...Rie for you.” You tell the Seadra. He makes a huff at your naming, but doesn't do much else. You finally turn to the Ditto. This one, you're stumped on. Well, you can think on it while training them.

With Carla's help explaining things, you get Ripley to obey you somewhat, though he's often skittish and nervous. Rie has apparently seen battle many times before and responds to your commands quickly and decisively. He seems to respect you for now, but seems to be waiting for you to make a mistake. You're not certain what to do with the Ditto, as it has most observed and rarely listened to you, other than to laugh with a strange gurgling sound every time you had problems with Ripley. You decide to call a break for a sort of lunch.

Its form shifts slightly, growing a little larger and more defined. Black begins to seep across its form. Within a few moments you're looking at a bust of yourself.

“Guuu, hard. Nnnngo Sample, nngo base.” It speaks suddenly before collapsing down into a puddle again. Its oddly weird, watching a blob of goo pant like a dog.

>Provide Samples!

“So...all you need is a sample?” You ask. Terd seems to wiggle approvingly. You take one glove off and bite down hard on your thumb. A small pop echoes in your head and your thumb explodes in pain. “OUCH!” You exclaim, pulling your thumb out. Nothing but teeth marks and a slightly swollen looking joint. No blood, though. Terd is gurgling slightly in amusement. “Maybe I ought to use my hair instead...” You mumbled, wincing slightly as you pluck a few strands of your pink hair out. You drop them on Terd who quickly absorbs them. He glows slightly and soon you're staring at a perfect doppleganger of yourself.

“Gugugu...” Terd chuckles. Carla sniffs at Terd slightly.

“Smells similar. Not same, but close.” She mumbles.

>Genetic Samples!

You gesture for Carla to come over, and pluck one of her hairs. “Here, Terd.” You say, holding it out. Terd takes hold of the hairs, and absorbs them through the hand. A slight shift and now Carla is standing in front of you.

“Guu, is...hard? Many forms difficult to hold.” Terd says, face scrunched up slightly in concentration as it shifts between both forms a little. At one point it assumes a form that looks like a combination between you and Carla before returning to your form.

“Do you think you can take a third sample?” You ask. Terd shakes its head, a frustrated look on its face. Still, this is a good opportunity. You stop by the lab and requisition several small test tubes. While you're there you ask the grunt in charge for a few pieces of hair. On your way out, you spot a hair band of Dr. Musashi's and grab it when no one is looking. Back in your room, you put your new samples in separate test tubes and label them. You pluck some more of your own and Carla's hair, bottling and labeling those. Eliza willingly gives you quite a bit of saliva to work with. Rie is a bit harder to get to cooperate, but you get a few scales. Terd sits off to one side for most of the time, enjoying its new human form. With some help from Carla and Terd, you manage to get some saliva from Ripley as well. Now you have 42 test tubes of genetic samples, all you need is a way to carry them without them breaking. Most of the daylight has been used up at this point, since you slept so late.

You grab a lab coat from a supply closet on your way out. Its a bit big for you, but it fits. The inside has all kinds of pockets and test tube holders and even a hidden bandoleer for Pokeballs. You manage to hide all of your stuff in there, including the darts for your gun. “Right, your new name is Agent!” You declare, pointing at your Doppleganger.

“Gugugu.” Agent chuckles. Then you turn to Eliza, enjoying the way your lab coat flares out around you slightly. It makes you feel important and bad ass.

“Eliza! When you munched on Bill's head, did you happen to get a password?” You ask. She shook her head, a sad look on her face. “Well...that's okay. I'm certain Dr. Musashi can do something about it!” You say. You withdraw everyone except Agent who shakes its head when you raise its ball. You shrug and head off down the hallway, your Doppleganger following you. You knock lightly on Dr. Musashi's door and she calls you in.

“Yes, what is it?” She demands.

“Well, I was wondering...can we hack into the item storage system?” You ask.
[1/2]
>>
[2/2]
“Possibly. But it could trip the wrong alarms here in Hoenn. As well, this system wasn't designed just by Bill so we're still getting used to it with low level probes. We'd be more likely to do such a thing in a few months time.” She tells you. You deflate a little in defeat, and Agent pats you reassuringly on the shoulder. “If that's all, please leave. I'm in the middle of some work right now.” She tells you. You turn and leave, Agent following behind. You stroll out of town, forgetting about Agent until a cop stops you to warn you and your 'twin' about a mugger on Route 121. You thank him for the warning and when he's out of site head back towards the route. Through the night you defeat a few Zubats and some more Shuppets. Agent is getting fairly good at holding most of one form and accessing another. It manages to manifest Carla's sword and arms when needing to make an attack, or her eyes when needing better sight. So far, you've had no sign of any trainers.

You turn back and head in early, Agent following behind you happily. The tears in its clothes have already mended themselves, turning pink and flowing back together. Agent seems unhurt, but it has been moving a bit more sluggishly than at the beginning of the night. Back in town, you and Agent wander through some of the seedier parts of town. The local homeless population nods in greeting and you help them out with a few dollars here and there, and listen to a few sob stories. “Tell me, how'd you end up in this life?” You asked their apparent leader. He keeps glancing at Agent a little nervously.

“No choice. Either this or beggin' and beggin' doesn't get much for the little kids.” He mumbles. You nod, thinking about this.

“Well, what would you say to working for me? Getting some extra cash and food on the side?” You suggest. He looks up at you disbelievingly while the kids behind him whisper amongst themselves excitedly.

“Why would you do that?” He asks suspiciously. You give him a disarming smile and ruffle his hair.

“Because, I'm nice. That, and I need some eyes and ears in and around town. You guys know the town better than most, and see things.” You tell him before switching to a whisper, “Screw with me, get greedy, or anything else and I let my twin here go to town on you. And don't think you can hide, I can find you.”, letting him see the large R emblazoned on the chest of your jacket underneath the lab coat. He seems to think on this for a bit before looking back up at you, a determined look on his face. You have to suppress yourself from squealing at how cute it makes him look.

“Fine. We'll do it.” He tells you. You grin, and hold your hand out for him to shake. He looks at it suspiciously for a moment before taking it and shaking it. So, now you've got a group what looks to be eight ten to twelve year old kids to look after. After a quick talk, you also find out most are just living on the streets, and a few have younger siblings.

Do the Rockets have some sort of system for hidden agents to identify themselves to the organization so they don't get harassed by other Rockets.
If so, implement that for them. Whether it's some sort of bad password or a little card that doesn't say TEAM ROCKET™ on it.
And pay the kids enough for a few of days of food up front, of course.

>Provisions!

You quickly check your funds, and figure that you have enough for one of those cheap buffets. The food won't be great, but it's better than nothing you figure. A part of you wishes you had caught a few of those Zubats to give to the little brats, but then you might not have encountered them in the first place. Before long you and Agent are herding the kids into a hole in the wall buffet place, and the waitress gives you an understanding look.

“Got roped into looking after the neighborhood brats?” She asks as you both push a couple tables together for everyone to sit at.

“Yeah, but I roped my sister into helping me out.” You say, gesturing to Agent who's helping the kids get seated. Agent keeps scolding them when they don't use their manners. Everyone gets settled very quickly, and the kids are stuffing their faces. Their leader, whose name is apparently Joey, sits on your right while Agent sits on your left. Apparently they're not too pleased with this whole Eco-Terrorism thing since it scares the tourists away, which makes it harder to find an easier mark.

“So...now what?” Joey asks as you leave the buffet.

“Now I head back for a bit. I need to see about getting some capital to get a small flat or something for you brats. In the meantime, you'll be keeping your ears to the ground for anything Aqua related. Also, see if you can't find a sweatshirt or something with your gang colors on it for me, and meet me back at the alleyway tomorrow night.” You tell him.

“Really?” He asks, his serious facade breaking for a moment. He quickly tries to cover it up, though. You grin, and ruffle his hair before turning and leaving, Agent following you. Back at the base, you grab some paperwork and fill it out quickly before dropping it into Dr. Musashi's box. Hopefully she'll approve you moving off base for your operations.

When you awaken a Grunt is banging on your door. Agent manages to sort of crawl sort of ooze towards the door and open it. “Miss Katie, you've gotten approval for some housing funds. The account is here, under the name Rosie Larias.” He says, handing the paperwork to Agent. Agent mumbles something in reply, and tosses the paperwork to you. Its information on a local bank account, with a debit card and some checks and a fake ID and all the other requisite paperwork. Now all you need is to find a place.

>Apartment Hunting!

You head out into town, strolling through the neighborhoods on the poorer section of town, hunting for any place with a for rent or for sale sign up. Eventually you stop in front of an old dilapidated apartment building with a huge foreclosure sign on it. Its on the outskirts of town, on the south side fairly close to the rocky portion of shore that no one enjoys. Almost all of the windows are boarded up, the paint is peeling and the roof needs new shingles. But it should work perfectly for you. You grin, taking note of the information and heading off to get some paperwork.

“And sign here, please.” The realtor tells you. He looks a little relieved as you finally sign the papers and he hands you the keys. You're given a quick copy of the paperwork and ushered out of the office. You head back to your new home, checking the keys. After fighting with the door for a moment, the old heavy lock clicks. As you open the door a Ratatta scurries out of the light and deeper into the house. Looks like you've got some pests.

we should capture the pokemon in the house to present to our squad as welcoming presents. then have some grunts move our stuff in, and we can begin setting up our base. we will need a barracks for the squad, a training room, an office for ourselves and if there is any space left over, a pokemon lab. we shall plan an elaborate heist to acquire pokemon healing facilities under the guise of team aqua. that should keep the pressure on them, giving us some more breathing room to expand our operations.

You quickly release your Pokemon. “Eliza, take these, ambush whatever Pokemon you find in the building and catch them” You tell her, handing her a few Pokeballs. She grins and fades from sight in the shadows. You turn to Agent, handing over a few more balls and Ripley. “You take Ripley and work your way down from the top. Carla and I will work up from the bottom.” You tell it. Agent nods, and calls Ripley over, bounding up the rickety stairs. You and Carla make your way to a back room where you find the trap door to the basement. She manages to pry it open with her sword and leads the way down in. You cough as the dust scratches at your throat and follow.

A few hours later, everyone returns to the main entry way and dumps their catches on the floor. You've managed to use up all of your pokeballs, and you still had to drive a few of the little pests out. You've gotten six Rattata, four Pidgey, and a couple of Ekans. Still, its something to give to the little brats. You quickly hide the balls in your lab coat and recall your own Pokemon. You stop back by the base and grab the Grunt who's sample you collected earlier and give him your new address and orders to move your stuff there. He grumbles about it but says it will be done by tonight. With that taken care of you stroll back to town to meet up with Joey. When you get there, you see the brat sitting on a trash can, waiting for you. Apparently he came early. You think you'll...

“Yo.” You call out as walk up to Joey. He jumps up off the trash can, nearly tripping in his excitement. You laugh slightly at him, and he looks down at his feet in embarrassment. “Get the rest of the group together, and their younger siblings. I'm going to show you your new home.” You tell him.

“Yes ma'am!” He agrees, turning to run off before stopping and coming back to the trash can. He pulls a garbage bag back out and holds it out to you. “The sweater you wanted.” He said. You take it from him, inspecting the inside. A rather plain grey and purple hoodie. You grin and ruffle his hair slightly.

“Thanks. In return, take these.” You tell him, handing him a pair of Pokeballs, a rather tough Rattata and one of the Ekans.

“R-really?” He asks hesitantly. You nod, and he sniffles slightly before turning and running off. Brats. An hour later he's leading a gaggle of brats back to you. He quickly introduces you to the young ones in the group, and you smile at them reassuringly and ruffle their hair and give them a couple small pieces of candy you snuck out of Dr. Musashi's little jar on her desk. As you lead them to the home you tell Joey what you want them to get done, telling him to divvy the tasks up as he sees fit. Things like cleaning the apartments up, cooking food, scouting out around town, bringing all of their stuff into the house. You also divvy up the Pokemon amongst the gang, only the young ones who don't do any dirty work going without. You give one copy of the house key to Joey, warning him to be careful with it. You head back into town, making a shopping run for groceries and few more Pokeballs.

As night finally falls you've finished sectioning off the back part of the first floor for your use, making sure the only entrance to the basement is in your area. The other kids are busy dusting and cleaning, and you've hung a sign out front, “Katherine's Home for Wayward Youths”. You'll get the paperwork for a front organization taken care of for the morning.

“Joey. I want you, Mark, and Chris to come with me tonight. We're going hunting.” You tell them during dinner. The three boys suddenly start eating with urgency. They're done in record time. As you head out you pause a moment behind them and release Eliza into the shadows. “Keep an eye on the house and the kids.” You whisper to her.

“Yes, Mistress...” She whispers back, grinning as she fades from view. With that you head down to the beach with your minions. On the beach you encounter quite a few wild Tentacool in tidal pools or between rock formations in the shallows. You tutor your three minions in how best to deal with them and the occasional Wingull. Very rarely you spot a Magikarp or two. You aren't quite quick enough to nab them on your own, but Carla might be. Around midnight, however, the brats start to get tired.

“Right. Let's head back, brats.” You tell the kids, ushering them off the beach. No sense in them getting hurt mucking about on slippery rocks while tired and all. Once back home the quickly crawl into bed, and fall asleep shortly there after.

“Welcome home, Mistress.” Eliza says as she steps out of the shadows from behind you. You barely avoid jumping in surprise.

“How did everything go?” You ask her. She shrugs noncommittally.

“They cleaned up after dinner, they played. No one came to the house.” She answered. You let out a sigh of relief at that. You release Carla who stretches as if waking up from a nap upon materializing.

“Carla, I need you to go down to the beach. See if you might be able to catch some of the Magikarp.” You tell her, handing her your few Pokeballs. She nods, taking the balls and running down to the rocky shore. You release Agent as well. “I need you to go to base, get me forms 68 and 72. Bring them back here.” You tell it. It nods and walks off. Eliza hums a haunting tune as she follows you back into the house and you think about where you might raid to get some more advanced equipment. Whilst it's not Silph Quality, Devon Goods ships a lot of stuff through the harbor on the southwest end of the city. As well, the Pokemon Center is a little understaffed right now. Choices, choices. Something to think about in the morning. “Eliza, let Carla know to just put anything she caught on my desk and to put any unused Pokeballs on the dresser.” You order. Eliza nods, not missing a beat in her haunting tune.

You wake up the next morning almost uncomfortably warm and with several bodies on you. You look to your left to see Carla's sleeping face. Underneath the covers are a couple of the younger kids, sandwiched between you and Carla. You roll your eyes in aggravation, and very carefully pull yourself out of the young girls grip. She curls up slightly at the loss of warmth before managing to curl up with the other kid and Carla. “Eliza.” You say softly as you step out of your bedroom. Your ghostly Pokemon pops halfway through a nearby wall.

“Yes, Mistress?” She asks.

“Why didn't you stop them from coming into my room?” You say simply.

“No threat. They were scared. Carla calmed them, brought them to bed.” Eliza answers simply. You let out a sigh. You make your way into the kitchen where Agent is waiting, eating a piece of toast. The paperwork you asked it to bring in is on the table in front of it. You pick it up, looking it over. You can fill this out while helping the brats train. A half hour later Carla comes wandering out of the bedroom with the two young kids holding her hands on either side of her. Soon, the rest of the kids start making their way down stairs to the kitchen as well. While several of them are enamored with Carla, Agent gets them to sit down and behave while eating breakfast. As everyone finishes eating you finally make your announcement.

“I'm going to help you guys train today. We're going to have a small tournament style competition.” You tell them. Everyone falls silent on that until on young girl pipes up.

[1/2]
>>
[2/3]

“What's the prize?” She asks.

“I'll take you out hunting for a new Pokemon.” You tell her. Everyone starts whispering at that. “Quiet!” You order and they all stop talking immediately. You smile slightly at that. “Now, since some people have more Pokemon than others, we need to make this fair. Only one Pokemon may be used per person.” You tell them. “Everyone will face everyone else once, and whoever has the best win-loss record will win the tournament. If Carla or I ever tell you to call it off, you must stop. Got it?” You explain. You get a chorus of 'Yes ma'am' in return. “Good. Now, everyone needs to go get dressed and we'll head down to the beach.” You tell them.

Down at the beach you sit on one of the rocks with a note book, your paperwork and a pen, taking notes as you watch the brats battle. Occasionally Carla steps in to call a fight off before one side gets grievously injured. In your notebook you've got scribbles of varying squad names and layouts. You've got your three head brats in charge of the squads, but its been difficult divvying the rest up.
>>
[3/3]

You look up as Markus manages to beat Joey's Rattata by a hair. Its about lunch and Carla is declaring Markus the winner. You close your notebook and stand up. “Alright everyone. Now that we're done with that, I've got some after lunch tasks for you all. You two and Chris. You're going to go to the Pokemon Center, get your Pokemon healed since they're the worst off. I want you to grab some brochures and any maps of the Center itself and bring them home.” You order, pointing out the two who fared the worst over all. You point to a couple of your more average fighters. “You guys are going with Joey. I want you guys to scout out anything you can find from Team Aqua. Uniforms, base locations, recruitment. Whatever it takes.” You declare. Joey nods in acceptance. Finally you turn to the last three of the little gang with Pokemon. “You three are going to go watch the docks. Keep track of the Devon Goods shipments, their schedules, and find out what you can about their routes.” You tell them. They chorus back with another 'Yes ma'am!'

After lunch, you'll drop this paperwork off and...
