It was like a lighting out of a clear sky. Festival of Third Harvest began with joyous release of a million fireworks, funrockets and flamesprinklers all over the Prothera. People laughed, danced, drank and fucked in a storm of festivities and wild celebrations. Kids were running around the cities with masks of the Great Harvester - Emperor himself, street vendors were selling talismans and effigies that were suppossed to guarantee that your fields will grow unmolested by pests until the next harvest, farmers symbolicaly burned bad, rotten fruit in huge piles in city squares and even always grim priests allowed themselves to preach hope and salvation on this day. Because of this, it was natural, that the first person, if we can call him so, who noticed that something wasn't right, was servitor 2579-23AdMe. He wasn't special even among the servitors, just another felon, repurposed to serve society for his crimes without a thought, without emotion. Nowdays his sole duty was helping out Adeptus Mechanicus in the Cathedral of Weather Control, monitoring hundreds of screens and warning his superiors when storms or unusually strong asteroid rains could pose danger to per-programmed weather patterns of Prothera. Even a single bad hurricane could cost Agri-world months of labour trying to restore the fields so that famine in numerous Imperial worlds it provided with sustenance would be averted. On this most jubiliant of nights 2579-23AdMe was following his routines to the letter, when he suddenly noticed huge amounts of energy being released in the stratosphere and multiple objects travelling at huge speeds towards the Auctumnus, capital of the Prothera. He assumed that it was another atmospherical phenomena, warned the authorities to turn on automated anti-orbital defences and continued with his duties. Standart procedure, everything was done by the book, just as programmed. 2579-23AdMe knew that he did his duty, so he continued along without a second worry.

Regarding lance strikes - these are powerful energy beams that can destroy whole sections of city, it's impossible to use them as air support unless you are sitting on the rooftop somewhere and you want to see the other side of the city wiped out from the face of the earth. Are you sure you want to do that?

Speaking from a practical perspective those DOW2 'orbital bombardments' in their scale and effect are the same as airstrikes, just sound cooler. I guess it's possible to install special anti-ground weaponry into your ships, but in general your ships are meant to fight other ships and lances are way more powerful than anything what you can use for air support. If a lance would strike 1 km away from a space marine, he would probably still fall down from the airwave + there would be a gorge in the ground some km deep. These things are meant to punch through protective energy shields and then rip apart fuckhuge ships, this is not something to use against infantry.

Screaming and firing, your brothers emerged from the 3-meter deep crater that your drop pod left in the ground. Still disoriented, you stumbled through the clouds of dust, debris still falling around you from the sky, when you found yourself in the middle of a squad of heretic infantry. With four swift strikes you kil five of them and two last ones with a bolt pistol. Fucking chaos scum. Not worth the bolts, but you can't go running around now, you'll need energy later. You hear Mercurion in your vox:
