Nobody else seems to be awake, and the dark castle is rather creepy. Eventually, you make your way down to the kitchens, where Kristoph is hunched over a table, eying the remainder of the swamp brew in his cup, swishing it around.

And there's a burning, ring-shaped hole just to the left of his heart- not an unnatural void of anything, but a literal hole, the vacuum being filled by whatever else is in Kristoph. His spirit, perhaps.

A few threads ago we wee going to have to spend a few years studying portal spells ourself before we could go there. But now we have the master of portals working for us. A servant that has opened portals to other worlds before.

Wasn't our city pretty much the last bastion when we left? I doubt there's that many people left.

We could easily evacuate that many people to New Arctures. Considering how much Ishelda cares about people and this is her home world and her farther I can't picture her putting this off a moment longer than she has to.

The Lumber Baron is shipping large quantities of lumber to New Arcturus at a rate of five leos per unit of lumber, shipped in large boards measuring 12’ x 4’ x 2’. One unit of lumber is twenty-four such boards. Uncut lumber is also available upon request. We currently possess a surplus of 25 lumber units, with an additional 5 coming in via the Southern Road once per week. The Lumber Baron has recently sent a letter detailing his thanks for our continued business, and informing us that he is able to ship up to an additional 15 units per week upon request.

Stone has largely been handled by the undead workforce, though they have either been cannibalizing irreparable structures, or creating clay bricks to repair the surviving old portions of the city. New Arcturus does not currently have a proper quarry, though a geological survey suggests there could be relatively easy access to marble, granite, and slate. One unit of stone consists of eight blocks, each block measuring 3’ to a side. We do not currently possess any surplus of stone.

The existing roads are broken ogrish roads that connect to the city. Large portions of it have either been buried or have shattered and become uneven.
It is estimated to take 300 of Raziel's skeletons 2 weeks to repair one of the roads leading outside of the country, of which there are two. One Southern to the Provinces, and one Northern to the Orcish Lands.

While the undead will be more than capable of uncovering and leveling the road, they will be unable to replace any portions that are entirely missing. For that, we will need stone, though we cannot know how much is required until it is uncovered, at which time an additional estimate can be performed.

Considering the only airship that's available is Jormungandr. I don't that's an option here.

Everything is coming in through land routes from the sound of it. And if we can ease the flow of trade through there we can easily pay for more guards. Plus it's not like we're the only ones guarding the area. Humans and Orcs are going have to help with that. (It is to their benefit after all)

It is unknown how many mutants remain, however their attacks have dwindled considerably.

A proposed idea underneath the road project is to build a guardhouse every day's walk along the road, and have regular patrols by the militia. The design for the guardhouse appears to be rather simple, little more than a shack with a cot and some basic storage along with a watchtower that looks much like the mast of a ship, complete with a crow's nest. It's suggested that building six of these would be sufficient to protect the road for travelers.
This is estimated to cost 150 lumber units for one road, and as many militia as you assign to it, though a bare minimum of 6 would be necessary.

There is currently no road that goes to the Lizardman lands, though they do have a settlement there. One would need to be constructed, which would cost quite a bit of stone.

Some basic docks will cost 50 lumber units.
A town costs 250 lumber units, 25 stone units, and an upkeep of 1,000 food units.

The upkeep cost of the food units can be offset by building fishing boats, which cost 10 lumber units per boat, which bring in an additional 50 food units per boat per week.

You will also need to send a guard to escort anyone going to or from a town, at least until a safe road is built.

A quarry could be set up pretty much anywhere you want it to be. It's a great big hole in the ground with large dirt ramps you can wheel the stone out of. But the suggest site is less than a day's walk outside of the city limits.
It would take 1 metal unit, 5 lumber units, and 50 laborers to get started, and after one week would begin producing 1 stone unit per week.
You could get an additional stone unit per week for every additional 50 workers you send there.

The resources to begin all those construction projects at once are not yet available. You could start digging the quarry in addition to repairing the international roads.
Building new towns or roads would require stone, either from the quarry you're building which should see production in a week, or by buying them from another nation, in which case they would arrive in 2 days - 6 weeks, depending on which nation you purchased them from.

You head down to Raziel's crypt beneath Sanctuary, preferring to speak to her in person now and again. Several hundred dormant ogrish skeletons, glyphed and ready to be awakened, form most of the walls of what would otherwise be an open room supported by periodic columns. Instead, Raziel uses the interlocking bones to create a sort of labyrinth she likes to force people to navigate as a bizarre form of privacy. It typically works too, nobody goes down there unless it's important.
You bypass the entire thing by pulling on a particular skeleton like a door and going through the secret passage that circumvents the entire charade. You're no chump.
You find Raziel in what equates to a combination study/crafts table, working on some sort of mirror.

She looks up from her work, "Sure thing. What is it, and how many?"

Actually just about all of the living citizens already have some sort of work they're doing to make a living, although some might volunteer if you offer to pay them. Orcs especially tend to enjoy simple work like that as a form of meditation and focus.

You consider adding live workers into the mix as well, but decide they'd be safer in the quarry away from mutant attacks. Mutants tend not to attack the undead for some odd reason.
You draw up an advert letting people know about the newly available work and where to go to find it, and offer 40 Corvi a month as pay. One of your own stewards is delegated the task of having it copied, posted around the city, instructing emphasis on the orcish sections of the city.

A day later, a surprisingly large number turn up for the work. 74 people, mostly orcs with a more or less equal smattering of other races. Thankfully, none of them seem to mind working with the skeletons. Or if any do, they aren't saying anything.

The Northern road is in a similar state, however the trades coming from the orcs tend to be more miscellaneous items and orcs than anything. Things like furs, crafts, and tools are bought from the orcish lands and come through the Northern road.
Although once you have a port town up and running on the right side of the continent, Venerable Refuge might prefer to send such things by ship.

Water is easily supplied by a very large river running straight through the city, and is diverted at several points to run through the sewer system. The cistern underneath Sanctuary is also fed by this river. It runs NW to SE, turning slightly more towards the South.
Food is half grown, half imported at the moment. A unit of food is defined as enough to feed a single man for a week. Ogres consume two units per week. New Arcturus currently produces 800 food units per week from a combination of fishing and growing. This is estimated to double to 1600 once Feegul’s Clan arrives, after the harvest of course.
Half of the Nervghaul herd animals (colloquially called nerfs) brought by the Ogres provide one food unit per week in the form of milk. Additional food units are purchased from both the Provinces and the Orcs as needed. They could also be butchered to provide additional food units in the form of meat - though it's clear the ogres brought them in breeding pairs and would prefer to wait until their population has a chance to replenish itself before doing that.
New Arcturus currently has a surplus of 5,000 food units. 2,575 food units per week are necessary to sustain the current population (plus animals) without anyone going hungry. Ishelda has ordered that a surplus always be on hand to ensure there's never a shortage, even if that means importing the food.

Well, currently the only person in New Arcturus who's any good at divination is Raziel, but it's unlikely she'd be able to find any ore deposits with it.
You could however petition the elves. They'd likely have a specialist who you could hire.

If you'd want to attempt a mundane solution, you could also petition another nation for hiring on such an expert.
You could also hope that your quarry happens to strike a mineral vein.
