She's had one for over two years, as far as we can tell with our meta knowledge. However, he has not chosen to experiment on them until NOW, when multiple are spotted and we've had our first employee death. Kyubei, not so much. He doesn't care about us; by nature magical girls are expendable in the long game that he ALWAYS is focused on (though he does seem curiously fond of Mami).
