    Feudalism Builder Rules

    Feudalism Builder is Nation Builder with a twist. In this you don't play as one nation, you play as a Count, Baron, Duke or other Landed Noble. This is a rules light, roleplay heavy game where backstabbing and trickery is encouraged. In Feudalism Builder you work towards the ultimate goal of having the most powerful house, be it through military, economic, or political means. Perhaps your House wishes to be King and rule over all of the others with an iron fist. Others still may have the desire to rule from the shadows, directing the king like a puppet. A turn is a period of 5 years. At the end of every game the current ruler of every province dies and a new one takes its place from the line of succession.

    Courtiers are the servants and minor nobility. They are the Knights, not the lords. A courtier is either chosen by, or is accepted into one of the noble houses to serve. While they may be granted a county, or even a territory, a courtier is always subservient to his liege lord until he either proclaims freedom for himself, or is released.

    In Feudalism Builder you do not roll to raise armies, or construct ships. Your role is purely administrative, militaristic and political. The GM will assign random events that occur in the provinces, some might suffer from the same issues and thus may work together to solve them. Others will take advantage of the situation to destabilize your house. Feudalism Builder uses 1d100, to a maximum of three rolls per turn. For example, if House A is suffering from a famine House B can roll 1d100 to steal population away from House A, or annex small plot of now abandoned territory. House A would roll 1d100 to combat the famine, and perhaps another 1d100 to strike a retaliation at House B. House A also wants to create children, and thus will need to use another 1d100. House C offers to educate House A’s children, and rolls 1d100 to determine their outcome.

    Passing Laws and Decrees
    There are three sets of laws. Kingdom Laws, Province Laws, Vassal Laws. Kingdom Laws are set by the King and voted on by all the Landed nobles in the Kingdom. 51% is all it takes to pass. Kingdom laws affect the entire kingdom and override any other laws that conflict.
    Province Laws are set by the Province holder and voted on by his vassals and affect only the province but they do override vassal laws if they conflict. Vassal laws are done by nobles inside of a province and affect only their land.

    Dynasties and Children
    Children and marriage play a critical role in earning more territories for yourself and possibly becoming the province holder or even the Emperor.
    Children are made on a roll of 30+ on a d100, with modifiers for their parents. 31-65 is a male, 66-99 is a female on the dice. A roll of 15 or lower results in the death of the mother. Marriages can happen to anyone at any time and require no roll.
    Marrying into a new dynasty puts you in the line of Succession meaning that if the other people in the family die for whatever reason your child or yourself moves up a notch. If a member of your dynasty succeeds to the throne of a different House their lands are added to yours and they are removed from the game.
    Normal marriages result in taking the man's dynasty but a Matrimonial marriages results in the female's dynasty having the heirs. Your choice.
    Children are given traits assigned by me. Education will also add additional traits. Children’s traits come into play when the child has grown up to rule in a landed title.

    Becoming King
    Being King has its benefits. As King you have the option to impose taxes, forcefully raise levies of other players, and pass laws that supercede all others, and generally do anything you damn well please. The King also has the sole right to allow for war in between provinces. So long as one player is King all players with his blessing receive +5 to d100 rolls to represent realm stability, but random events or poor player management can cause this bonus to be lost, so be ware. Becoming King is easy. Inherit the throne through marriage, take it by force, or politic it away from the current holder. The Throne is always up for grabs, the question is whether or not you’re man enough to take it. The King can do nearly anything to anyone. As Robert Baratheon put it ‘I’m the king, I get what I want!’

    Raising Levies, Researching Technology, Building Counties
    Everyone starts with a Size 2 city and a size 1 fortification in their starting territory. (changed session 3)
    Levies: The number of levies you can raise is determined by the number of territories you have, the number of vassals you control, and the size of the cities and castles under your control. To raise levies simple declare that you are raising your levies and pay two wealth for each raised levy. Levies have an upkeep cost of two wealth per raised levy per turn. To represent the improvement that training and equipment has on levies you can spend 3 additional wealth per levy to give them a +1 bonus per 3 wealth spent to combat rolls. This only applies for the first time you raise these levies. Each time they are raised the price has to be paid again. This is optional, and you may raise levies without paying this price but they will not receive the bonus.
    Technology: Technology progresses slowly, and there’s very little you can do to change that. Spending wealth to invest in funding and patronage will result in minor bonuses. State how much you’re investing and into what field. Things such as a new method of creating mail armor, or flying buttresses are the sort of minor bonuses that exist and will give you some small bonus on your rolls to related actions.
    Building Counties: To build a County you must spend 20 wealth and get above 50+ on a 1d100. Counties are seats of power for your vassals. Without a county you cannot get vassals. You can only claim a county once every two turns.
    City Size: Cities grow in size automatically 1 size every session to a maximum of 5.
    Size 1: Grants 4 wealth per turn
    Size 2: Grants 6 wealth
    Size 3: Grants 12 wealth
    Size 4: Grants 16 wealth
    Size 5: Grants 24 wealth

    Warfare
    War can only be declared with blessing from the King, which requires a Casus Belli, or Just Cause. This can be anything from diplomatic insults to discovered plots and espionage actions to economic sanctions.
    Battle are done by rolling xd10+y. X is the number of Levies present, y is the number of related bonuses. The attacker is the one who rolls first, and he chooses the field of battle unless his opponent has fortifications in the province, which gives him a bonus equal to the size of the fort and allows his opponent to choose to fight there. Terrain can be used to either give you a +2 bonus or your opponents a -2 penalty.
    For example if you had 3 ships with Excellent Seamen (+2) and Good-quality Timber(+4) you would roll 3d10+6 for your total.Your target then does a war roll to resist the attack/counter attack etc. The highest result wins, the defeated army loses 1/4 of its units dedicated to the battle. Both sides regardless of outcome lose any units that get a dice roll of nat 1, on top of the 1/4 the defeated side lost. Levies lost cannot be raised again for a period of 2 turns, or session end. Whichever happens first.

    Trading
    Trading can be done with any other province or county it requires 1 action.

    Espionage
    The easiest way to find out dirty little secrets of other nobles is through an extensive spy network. Spending ten wealth will give you one spy, with an upkeep cost of 1 wealth per spy. Spies require an action to successfully integrate themselves into your target. A roll of 20 or less results in the spy being captured.

    Spread of Technology
    Technology advances are unique to the province that researches them first. Technology advances can be traded, taken, stolen or given away. After one session they are considered to have become widespread through the Empire unless espionage actions are taken to keep it secret.

    Income
    The amount of wealth made per turn is based on the number and size of towns you have, tax levels, and vassals held. More vassals will bring in more income. Plus any other modifiers.

    Resources
    Some territories are known for their resources. Resources give a large bonus to the holding House.
    Iron, Copper (I, C): Military bonuses. Having iron or copper grants a +4 bonus to war rolls.
    Stone (S): Stone makes both construction of large long lasting buildings and cobbled roads possible, as well as forts and castles. It is a requirement to construct fortifications, large churches, and cobbled roads.
    Timber (T): Timber is used in construction and in warfare alike. Having timber gives a +3 bonus to war rolls, and is required for building ships. Actions involving construction also receive a +5 from the timber resource.
    Gold (G): Gold is wealth. Holding a province with gold gives +8 wealth per turn.
    Food (F): Food is a key resource. This counters famine.

    Delvinshmekt has always been jokingly referred to as the “Wheel of Fortune” Pronvince, a small parcel of land notable only for its fertility and pleasant ocean views. It has long existed only as a prize to someone in high favor with the current king to retire to and administrate at their leisure while sipping ale and looking at the sunset over the ocean. Lord Hiram Akenhauser stands as the latest of these ‘Leisurely Leige Lords’ to preside over the revolving door province, formerly renowned as a cunning sheriff that put an end to a large and powerful bandit clan that he had pursued for nearly seven months. However, this pittance does not sit well with Akenhauser, who dreams of emulating the opulence he’d seen the bandits living in in their greatest stronghold, and now with the death of the former King, the Lord Sheriff feels what little wealth he’s accumulated is in danger if a House that looks badly upon him takes power. In his simple keep, Akenhauser furrows his brow in concentration, action will be required soon, to either make him look desirable to the next king or to seize power himself.

    1). The roads in the province of House Stratsimir are muddy and unpassable, and House Palatium and Milano are waging a offensive war against me. I take control of all private ships in my harbor, harvest all the grain and food found outside the city, and poison any food and water left for the invading forces.

    2). I sent a delegation to the pope, calling the Palatiums and Milano godless heathens who threaten the stability of the North due to this infighting. I hope that the pope will recognize my claim to the throne that my enemies have gone to war with me over. By providing me men, arms, wealth, ships, and supplies, I hope that the pope will back me for the crown and have a good, loyal ally to call upon should he ever need it. This is a war for the true faith and it's spread in the north, let it be recognized as such.

    3). I begin defensive measures, such as reinforcing the walls of my city and my fortresses. I will get massive supplies of oil and stone to defend against a siege, as well as stockpile arms and armament. I will also instruct my troops to attack the logistical supply of the enemy army, burning and poisoning their food whenever possible and harassing raiding parties whenever possible.

    House Stratsimir: You prepare yourself for a long siege, stocking plenty of foodstuffs in your city to feed the people now flooding into it. The Pope, while sympathetic to your plight, refuses to grant your wish of an excommunication. Instead he sends his best regards. And a unit of Papal Guard.

    House Erbour: You have a daughter with the 'Intelligent' and 'Hideous' traits. Her handmaidens have taken to calling the little girl 'the Gorgon'.

    House Nagendra: With the defeat of the bandits plaguing your roads trade picks up once again. Both forts are upgraded but with war in the north the supplies of stone have been greatly reduced in number, and it isn't likely that there will be any significant shipments until the conflict has ended.

    House Akenhauser: The burgers of Devlinshmekt rally and take heart from the Duke's passionate speech. (+2 to city rolls for one turn.) The hunt is ultimately unsuccessful, and the feast while lavish in most respects, lacks the boar and fowl that make feasts worthy of writing home about. The minor nobles grumble at the failure of their lord as a hunter, but appreciate the gesture. The other lords of smaller provinces attend the feast and do not look too unhappy about the lack of hunted meat provided the wine flows.

    King Obediah, the third of his line, has been crowned king. I will call an assembly of the lords of the land and see what we shall name this new country. Under the Banner of House Stratsimir, the nations of Europe will know our name and our lineage. We will rule fairly, and justly, with the support of the nobles and the landed classes. We will prosper and we will grow. Our rule shall be based on fairness, justness, and the rule of law.

    There will be a council dedicated to hearing the Nobles and their concerns. There will be a cabinet of the most trusted nobles and advisors that will help rule this great nation.

    Issues for the king: The Kingdom of Calabria sends it regards. The Calabrian King demands recompense for the damages caused by your vassal, House Sodomiya. Either a tribute of gold to pay for the damages, or the Duchess's head.

    House Statsimir: The castle is constructed. You acquire stone from your vassals, and they thank for you paying for it as opposed to demanding it. The brigands are scattered, moving to other lands that are easier.

    House Kalliens: You have a son. He has the 'Intelligent' and 'Weak' traits. You claim a county and forge relations with another minor lord.

    House Cannith: You have a son. He has the 'Average' and 'Strong' traits. Your economy collapses as yet another university plan falls through. Markets across the nation close and unemployment skyrockets in the province as people lose faith in the economy, then in the leaders themselves. Rebellion ferments, as people look to themselves to find a new leader! -5 wealth.
