More like because of this weird rolls that we have to beat. I remember a quest that used this kind of system, where the first roll decided if the action will take priority and the second roll was the success rate, essentially forcing the player to beat 2 rolls. If someone rolled high on priority roll and low on success roll, the action was complete failure, if vice-verse it just meant the action would not be take. That quest turned to shit pretty fast.

At least here we don't have to use this system ALL the time, we can pretend it is just extra high CR we need to pass or something.
