Break marines into seventeen platoons of twenty, sixteen broken into two Strike Forces of eight platoons each commanded by a lieutenant, and one platoon commanded by ourself. The lieutenants and their commands are to thoroughly survey the geography, geology, resources and natives of all local worlds including our prospective homeworld. Ourself and our command platoon will stand in reserve, attend to paperwork, and handle communications with Adeptus presences and local leaders in the region. Librarians and psychic staff seconded to the Librarium are to be distributed equally throughout platoons to maximize communication ability.
The lieutenants are to understand that this is NOT a permanent command structure, but a temporary arrangement for the duration of an operation, as the Codex permits. The goal is to create an accurate map of all resources, inanimate, technological, and human, at our immediate disposal. By direct, cooperative communication with the locals, we will maximize the human resources, and by accurate assessment of resources and systems we will lay the groundwork for future optimization. This is NOT an assumption of control over the region, only an assessment of resources in case of urgent need, ie homeworld siege.

    Natural resources
Unnatural resources (factories and the like)
    Human resources
    Obedience to us
Cults, Gene-stealers, and other bad stuff

It appears that jawa is some kind of fruit that is being grown on Heidrun. However during our semi-official survey of the planet we stumbled onto some disturbing rumours, about prison camps and massacres being carried out in the forests. It seems our governor is not exactly loved by the people. Detalised survey will come in a month,

I'm just making a wish list right now.

How ever the first thing I would do is look over the honor guard and the first company for those with a reputation of skill in that area. Then transfer for them into a sub unit inside our honor guard and start cramming as much history, politics, tactics, logistics, and rhetoric as I can find on the ship. Also I would insert a two hour training segment in tactics, logistics, and rhetoric. (who knows we might find a diamond in the ruff)

While having diplomats was my first thought too, brother. It would be better instead to appoint one of our captains as interim governer of the planet, tasked with restoring order and control he is to take half a company. This is the best way to train one of our captains as a warrior with diplomatic abilities. This will mark us out as warriors first, and governers and politicians later. For the good of the imperium.

There exists the option of killing two birds with one stone. If we were to devote all our resources into finding this planet, we could then make it our chapter home. But also, we could use the 'rewards' to ease our establishing costs.

We should respect the rogue traders warrant.

He has demanded the disarmament of one of the emperors vessels. This transgression will not go overlooked.

He has exactly fifteen seconds to offer tithes in penance for this misdemeanour or he shall be made space debris.

We have won the engagement. We are clearly outnumber him.

Leaving him alive may prove usefull in the future.

Use rebels to upset the balance of power? This is more likely to create a crisis.

But it's a crises we can manage.

Here is how I wish it would play out:
We leave here after taking Heidrun's space assets.
We send Tyrs army to take control of the planet
(May or May not be necessary) The Tyrs get bogged down
    We prompt rebels to rebel
    They take out the governor
We come in and get them to singe the compact (so they don't have to pay the tithe while they sort them selves out)
The army comes home victorious (after we assassinated the more powerful of the old governors loyalists)
    We profit

    People can be wrong.

In any case, only 25% of people hate the government. Siding with only 25% of the population. That is how you begin a war.

These same people who produced the dislike for the government, also helped to create it. It would bring more stability to the sector to keep the government. It would be exactly 75% more stable.

Once we take control on creating policy from the normal government. We will be able to form it how we wish, and veto any policy. We will also be able to eliminate corruption at any level of society.
