    Go light hearted, have a VERY powerful super hero take them under his/her wing and give them little missions that seem unconnected.
    If it goes well you can expand it into a story arc with whatever hook you want, like the hero isn't really a good guy or the missions were part of a government conspiracy or they were being tested to become part of a team of like minded super... um, friends...

    Robots designed for cleaning and garbage disposal (or rat catching for that TMNT vibe) begin to go haywaire and attack people.

    In reality it's (roll 1d6)

    1) kids in costumes (pic related)
    2) an intelligent computer virus
    3) just as planned from a disgruntled robot programmer sanitiation worker
    4) a government test of national guard readiness
    5) just a decoy for a string of high profile jewelry thefts!
    6) the beginning of the robot apocalypse, an otherworldly robot overlord is in orbit and taking over all silicon based "life" (computers, etc) and attacking humanity!

    One of the retired heroes from the Silver Age wants one more go round before he kicks the bucket. But he isn't in anywhere close to the shape his used to be and fighting real supervillians would get him killed. His wife, also a retired hero, hires the PCs to disguise themselves as criminals so her husband can foil them. He doesn't know and will treat it as real.

    I'd do it with a low-budget super-hero who really isn't good for anything who constantly shows up at the wrong time and tries to be heroic. This luchadore inspired Mexican accented man's powers of sorta-super strength and tackling people with his hooves are not impressive.
