The camera rotates 180 degrees and focuses on a woman standing outside a building across the street. She is wearing a dress which looks like it came from the future, but evokes the feel of Elizabethan fashion. No one seems to notice her. The camera moves toward her rotating back 180 degrees as it does so, showing us the world she sees- A mythical landscape of city-spirits and urban flora/fauna with the occasional tree spirit eking out a meager existence.

Probably one of the biggest challenges would be maintaining interest in an essentially faceless protagonist who's also decidedly villainous.

Domina of Trade, pirate-lady who has several millions of ships under her command, each of whom can fly.
Think Eberron, but many more ships at once and powered by miraculous power from a Noble.
Aligned to the Wild, believing in freedom above all else, especially freedom to trade with whoever you want.
Will have the hots for The Unconquered Sun.

Mask's-Regal, a man completely at home with hiding things, standing at average height and coming from Northern Europe.
Will like the Sidereals for hiding themselves, and will offer his service to anyone who doesn't want to see Entropy hugging someone when the war is over by hiding it.

Sol: Ladies man, suave bastard, a sexy guy, think like some Young Sean Connery, ...tough luck, his lunar companion is a Jealous Full Moon Caste..Sol get's beaten a lot
Akira: Tomboy, Rebel and Tsundere, a bit of a sadist, she loves battles when she can use her SCS to make things go boom, jealous, but acording to Fen, she can be cute and adorable too, usually when nobody is seeing her

We need equally cool anime-type bad-guys. Kind of sympathetic, but.

The main bad guy needs to be tall, cold in demeanor, but good-looking, a master schemer that is moved by nothing, with unbeatable fighting skills he never has to show.

He should have a goofy lieutenant that seems harmless but is actually badass (but slightly incompetent in practical matters).

And a hot-headed lieutenant that is intensely loyal, only to have his loyalty shaken by the PCs' pure GAR.

And a sexy, sulty, deadly woman lieutenant, expert with thrown knives or whips (or both) that may/may not fall for one of the PCs.

Oh yeah, and hordes and hordes of some sort of faceless inhuman minions that the PCs can Cleave to show how badass they are.

We occasionally see these guys in scenes of their own, plotting and laughing evilly at first, and then escalating their evil plans as the PCs ROCKANROLLAN upsets their plans for world domination/destruction/whatever.

I'd go more detailed, but I know precisely dick about Nobilis, sorry.
