I think you should tell him he can have the book BUT, the book is sentient, and refuses to directly mess around with living beings, this prevents "I wish this dragon were dead/10,000 miles away/suddenly a rabbit" Also, the book exacts a price for each wish it grants, the cost being proportional to the wish, so he can't just go around haxxing the campaign any way he likes, because the DM can then go "alrighty, the price the book takes is your sight, your character is now permenantly blind.
