    From a gameplay perspective, I thought it would be cool to have players be able to modify their bodies for unusual abilities throughout the game.

    As for metagame explanation, there isn't one. I just thought it would be cool. Plus there would be a ton of awesome ways to make interesting and unique characters.

    You want a character that smokes like a chimney? Sure, go for it. You don't need a reason. But if you wanted a reason, you could say that his batteries somehow run on cigarettes. You want a character that has a television for a face? Go for it.

    That is the only reason for tis idea. Because it is cool.

How bout this, a few modifications and no one cares, everyone has a few and thats what makes them unique no one is of the "true form" they always have some add ons.     Or you make the modifications modular and put a limit on the amount of modules a robot can have. You can spit explosives or climb walls but not both. And if you make switching between modules a long process that has to be done at homebase the players can't just drag around a lot of modules with them and equip when needed.     Make every robot have a fixed number of slots that the players have to choose from a list of parts to upgrade with. Like the aug canisters in Deus Ex. Also, make the upgrades drain control/concentration, straining the robot's operating system. The more upgrades you have, the more effort it takes to maintain intelligence and a personality, to the point that the best armed robots are dumb killing machines.

    I remember a webcomic I once read about two robots travelling the solar system in a sort of noir setting, this was ages after the humans had all died out and the robots were continuing the human culture. Anyone knows what I'm talking about? I don't remember the name.

    Ok heres some ideas I thought of. Since we aren't going to try to explain why the robots are the way they are we can make them work however we want, for simplicities sake lets go with the slot idea that someone has already suggested. Now I'm going to use D20 modern as a base with its talent system but the basic idea remains the same if your system has improvement. Lets say you can't use your new modifications well right off the bat but by having them you get access to their talent tree, so every other level you can take a talent from your parts list . Tv head you can take communication or some other communication bonus or else your just displaying a talking head, Weapon arms would allow you to gain proficiency in them so they would be reliable in combat, Heavy armor chaises would allow you to take some of the penalties off of it. Feats would be little one time perks, I even had the idea of a "talent bank" feat that allows you put a talent you could learn in storage to be swapped with one of your current talents when you want to be a multitasking machine. Example rob409 has two leg sections parts so he can't use them both at the same time. His one is just a regular pair of running legs that he has taken the "rough terrain" talent with so he knows how to go over rough terrain better, his other pair are some sort of watter walking devices he takes the talent bank feat for "improved watter walking". Rob409 needs to get to an island so he has his watter walking legs bought to the shore and he switches into them with the help of some other robot, he then switches his rough terrain talent for the improved water walking talent and presto he's good to go.

    Standard Legs: Basic movement and 3 slots.
    Chicken Legs: Faster yet more fragile 3 slots

    As much as I hate to sound like a broken record, from where I'm standing it would be far easier to modify an existing system than to make a new one and then have to work on game balance. I submit to you Savage Worlds as a base system, as it is quick, easy, and relatively balanced.
    That, and the system is already geared toward compatibility with pulp/noir settings like this.
