After all, the only thing that matters are the results. I think this was implied in thread #1 since the memories of Diavolo were first spoken of in a hazy tone, as if it had happened in a distant past. As for setting changes this seems like another instance of the magic virus meteor breaking up in the upper atmosphere seperating into a pure strain, which is still on the remaining pieces and a deviant strain, that was more widespread. It's too early to do any major speculation.

Recreating Passione may be easiest in Brockton bay simply since we can try to refill the niche Marquis left by recruiting from ex members that avoided the other gangs and from the dockworkers, hell just offer a gang that isn't racist or the Merchants and we get to tap into the Black and Latino community for recruiting.The biggest problem however would be keeping Passione alive at that point from all the other gangs+PTR+Coil. BB essentially is the high risk high reward option.
